On January 1, 1863, the Emancipation Proclamation was issued, declaring enslaved people legally free in Confederate states. In areas where the Union had defeated the Confederates, the law went into effect immediately. For the parts of the country that were still controlled by the Confederates, however, news traveled slowly. In the western part of Texas the news didn't arrive until Union troops arrived on June 19, 1865.
According to Patricia Carlin O'Keefe Distinguished Professor of History Mark Fernandez, an expert on this period, “It took the surrender of the Confederates at Appomattox in April to end the war, then several months for Union troops to arrive in Texas to begin the Federal Occupation and enforce the law. Since news traveled slowly at the time, different parts of Texas got the word on different dates in the middle of June, hence "Juneteenth" rather than one official day, although for modern purposes we recognize the holiday on the 19th.” So, the precious word of freedom was delayed but not denied.
With today’s technology, this delay in communication is unthinkable. Information is transmitted so quickly now. With devices we wear on our wrists or carry in our pockets, we can be connected to one another in ways that are meaningful, ways that really matter.
When we interact with one another in caring ways, when we recognize each person’s identity to be seen and respected, that is our cura personalis in action. This inclusivity lies at the heart of our shared journey towards a more equitable and harmonious society. It is the driving force behind our commitment to embracing diversity and ensuring that every individual, regardless of their background or identity, feels valued and included.
As we strive for progress and transformation, it is imperative that we create the conditions where civil and respectful dialogue can occur; where all voices are heard, where differences are celebrated, and where everyone has equal opportunities to thrive. Inclusivity is not just a buzzword; it is a foundational principle that guides our actions and shapes our future. Together, let us champion inclusivity, dismantle barriers, and create a world where everyone can enjoy a sense of belonging.
