Chicagoland Chamber of Commerce Responds to Governor Quinn's Budget Address

The Chicagoland Chamber of Commerce is strongly discouraged by the Governor’s call to make permanent the 67 percent income tax increase at a time when Illinois’ business environment is already at a serious competitive disadvantage compared to our neighboring states. 
The Chamber urges the Governor and Illinois General Assembly to allow the temporary income tax increase in effect to expire and roll back to 3.75 percent for individuals and 5.25 percent for corporations as scheduled. 
“The State should be focused on reducing the tax and regulatory burden on businesses to create a friendly business environment and promote growth and job creation,” said Theresa E. Mintle, President and CEO of the Chicagoland Chamber of Commerce.
The Chamber stresses the utmost importance for a dependable tax code for businesses and argues that the constant lack of predictability makes it difficult for businesses to grow, expand and relocate in Illinois.
“We face a monumental challenge of how to best solve the state’s fiscal mess, including the fact that we have a backlog of $5.4B in unpaid vendor bills,” said Mintle. “Illinois needs to stop piecing together ad hoc proposals to solve our budget problems. This hurts job creation and propagates Illinois’ reputation as an unfriendly place to do business. The time is now to reverse that course and we can start by rolling back the 67 percent temporary income tax increase.”
Environment & Sustainability Forum
On Tuesday, March 25, the Environment & Sustainability Forum hosted Debra Jacobson, Regional Operations Manager, and John Mulrow, Business/Industrial Sustainability Specialist, of the  Illinois Sustainable Technology Center.
ISTC’s mission is “to encourage and assist citizens, businesses and government to prevent pollution, to conserve natural resources, and to reduce waste to protect human health and the environment in Illinois and beyond.” Headquartered in Champaign, the ISTC has satellite offices in Chicagoland as well as central and southern Illinois.
The Environment & Sustainability Forum is proud to announce a new Chair: Anil Ahuja. Anil is Managing Principal of the Chicago office and President of CCJM and has been a member of the Chamber since August 2012. Anil has over 30 years of experience in Building Systems Design, Design Management, Construction Management, Commissioning and Operations and Maintenance. Congratulations, Anil!
Apply for the Illinois Governor's Sustainability Awards
Chamber members are encouraged to  apply for the Illinois Governor's Sustainability Awards (managed by ISTC). Since 1987, the ISTC has presented the Illinois Governor's Sustainability Award to organizations in Illinois that demonstrate a commitment to our economy, society and environment through outstanding and innovative sustainability practices.

Chamber Supports Business Interests in Committees
The Illinois General Assembly had a flurry of activity this past week because of the deadline for bills to get out of substantive committees in their respective chambers. The Chicagoland Chamber submitted position statements on several bills in House and Senate committees. The following list includes bills that the Chamber weighed in on and their current status.
 
Chamber Supported:
House Bill 3740 (Kay) - HB 3740 makes comprehensive changes that are supported by the employer community to the Workers’ Compensation Act. The bill was not called for a vote in the Labor and Commerce Committee and will remain in a subcommittee. 
House Bill 4609 (Feigenholtz) – HB 4609, as amended, establishes a Task Force on Fire Prevention and Fire Safety with nominees appointed by the Governor from a broad range of affected industries and citizens. The purpose of the Task Force is to research, analyze, and consider the benefits and costs of fire sprinkler systems within high-rise buildings, as well as to provide public education pertaining to fire drills and other prevention measures.  The amendment further regulates the Office of the State Fire Marshal regarding the adoption of rules requiring the installation of fire sprinkler systems in existing structures.   The bill passed the State Government Administration Committee 17-2 and is on second reading in the House
 
Chamber Opposed:
House Bill 4211 (Franks) – HB 4211 prohibits an electronic system as the only method for payment of rent in residential real estate. The bill passed the House Judiciary Committee and is on second reading in the House.
House Bill 5638 (Mitchell) -   HB 5638 prevents employers from conducting criminal history checks until after the employer has received an application from and interviews an applicant. The bill was not called for a vote in committee.  A similar bill, House Bill 2378(Mayfield), passed the House and advances to the Senate.
House Bill 4420 (Berrios) HB 4420 provides for mandatory paid sick time to employees. This bill and a companion Senate Bill 2789 (Munoz) were not called for votes in their respective committees. Neither is expected to advance during this session.
House Bill 4465 (Thapedi) – The so-called carbon tax, HB 4465 would have capped greenhouse gas emissions in industrial facilities. The bill was strongly opposed by a coalition of business groups and did not get called for a vote in committee.
Senate Bill 3287 (Raoul) - Amends the Workers' Compensation Act to provide changes regarding the right to recover damages for injury or death from a service organization that is wholly owned by the employer or the employer's insurer or broker. SB 3287 advanced out of the Senate Judiciary Committee and is on second reading in the Senate.
 
Also of Note:
House Joint Resolution Constitutional Amendment 51 (Madigan) - Proposes a constitutional amendment be put on the November ballot to: provide that an additional income tax shall be imposed on individuals in an amount equal to 3% of the portion of the individual's income that is greater than $1,000,000 for the taxable year; and, that the revenue collected from the tax shall be distributed to school districts on a per pupil basis. HJRCA 51 advanced out of the House Revenue and Finance Committee and will be considered on the House floor before the May deadline for constitutional amendments.
City of Chicago Update
Plastic Carryout Bag Ban (Ald. Moreno)
Members of the City Council’s Health and Environmental Protection Committee met on Tuesday to discuss a Chamber-opposed ordinance which would prohibit all business establishments in Chicago from providing a plastic carryout bag to any customer for the purpose of carry a good purchased from the establishment. The proposed penalty for violating the ordinance would be no more than $300 nor more than $500 for each offense.  Click here to view a copy of the ordinance. 
The Committee will vote on April 15, with a full City Council vote to follow.
The next City Council meeting is scheduled for April 2, 2014.
