University of Wisconsin-Stout - The First Wisconsin University to be Certified for Excellence by the United States Distance Learning Association
The University of Wisconsin-Stout has received Quality Standards (QS) certification for excellence from the United States Distance Learning Association (USDLA). University of Wisconsin-Stout is the only university in the UW System to receive this certification. Institutions that receive USDLA/QS certification have been evaluated using 124 standards that focus on the areas of administration, leadership and management, student affairs, and teaching and learning.  Certification is awarded for a five-year period, subject to performance and annual renewal.
"UW-Stout has been a leader in providing online and distance education for decades," said Chancellor Charles W. Sorensen. "This announcement tells the world that the programs we provide across the country and the world meet the highest standards for academic rigor and quality." Doug Stevens, director of Stout Online, added, "Going through the process of the USDLA Quality Standards Certification not only validates the quality services that UW-Stout provides, but also identifies areas that we can improve in providing online programs to our students."

10 Online Teaching Best Practices for Designing Instruction
  1. All online course components - course shell, technologies and content - are accessible to all online students.
  2. Online courses are organized into units or modules; course units/modules are organized into recurring activities (e.g., Overview, Introduction, Activities and Checklist).
  3. Course objectives are listed in the online syllabus; unit/module objectives are listed in the introduction to each unit/module.
  4. The online course syllabus includes a complete activities schedule.
  5. There is a mixture of both asynchronous and synchronous activities in each unit/module.
  6. An assortment of individual, small group and large group experiences are incorporated into the online course.
  7. Collecting student feedback periodically throughout the online course tells the instructor how students are responding to the physical course, instruction, and content.
  8. Every discussion topic has an associated discussion rubric attached to it.
  9. There are more than three types of assessments used to grade students throughout the online course.
  10. Plan an exciting closing or wrap-up activity (e.g, presentation, summary, or analysis), so students walk away with a positive feeling from participating in the online course.
Spotlight Feature
Doctor of Education in Career and Technical Education
It was the culmination of a perfect storm, an opportunity that led to the Doctor of Education in Career and Technical Education at UW-Stout.  "The student demand and need for the program was documented; the System eliminated restrictions on universities like Stout and subsequently invited proposals that made sense to the institution, from a mission and resources perspective, and the college had capacity to develop the proposal," according to Carol Mooney, program director of both the education specialist degree and new doctoral degree. After extensive research, including market analysis and needs assessment, the UW System Board of Regents and the Higher Learning Commission approved the Ed.D. in CTE. "The consultants were blown away with the readiness of the campus, including the infrastructure and faculty, and the level of research the faculty were engaged in," Mooney said.
The first cohort group, consisting of 12 working professionals, started courses on Oct. 25, 2013. The three-year 60-credit degree has students taking face-to-face hybrid and online courses year-round. The Ed.D. in CTE is a program for those who want to be immersed in and have an engaging, practical hands-on approach in developing the skills sets needed to teach and lead in a career and technical education environment.
"It has been a whirlwind. The current cohort group is highly engaged; the faculty are impressed with the students' commitment and excitement to be in the program," stated Dr. Mooney.
