In 2018, the United States Congress passed the SUPPORT for Patients and Communities Act (SUPPORT Act) to address substance use disorder prevention, recovery, and treatment. Section 8071 of the SUPPORT Act authorizes the Recovery Housing Program (RHP). RHP funds are allocated by the United States Department of Housing and Urban Development to allow states to provide stable, transitional housing for individuals in recovery from a substance use disorder. The RHP is a program within federal Community Development Block Grant (CDBG) programs, with rules modified by Federal Register Notice FR-6225-N-01.

FloridaCommerce was awarded a total of $1,657,114 in RHP funding. FloridaCommerce's RHP Action Plan will guide the use of the allocation.

FloridaCommerce has identified a specific need for additional recovery housing and services for the veterans community within the state. The United States Department of Veterans Affairs FFY 2017 population estimates reflect that Florida has the third largest veteran population among all states in the nation.

FFY 2020-2021 Application Cycle

The application cycle opened on September 9, 2022, and closed on October 14, 2022.

In November 2022, Governor DeSantis awarded $1.5 million to provide transitional housing for Floridians and veterans recovering from substance abuse through RHP.

Eligible Subrecipients

Eligible subrecipients include public and private nonprofit organizations and local governments that have proven experience in providing services to veterans in recovery to help them attain self-sufficiency and individual recovery goals. Eligible subrecipients will be limited to local governments and public and private nonprofit organizations that best meet the defined evaluation criteria.

  • Residential Rehabilitation and Reconstruction of Single-Units
  • Residential Rehabilitation and Reconstruction of Multi-Units
  • Rehabilitation and Reconstruction of Public Housing
  • Relocation
  • Expansion of Existing Eligible Activities to Include New Construction

Draft FFY 2022-2023 RHP Action Plan

FloridaCommerce has prepared the Draft RHP Action Plan for public comment in fulfillment of the requirements of the program. A public hearing will be held in person and online on August 8, 2023. The FFY 2022-2023 RHP Action Plan will be submitted to HUD.
