    Bill Summary

    Under present law, it is a misdemeanor criminal offense for a person to go armed with a firearm unless the person is covered by an exemption or possesses a handgun carry permit. This bill changes present law by allowing any person who can legally possess a handgun to carry a handgun in a concealed manner.

    Under present law, there are two classes of handgun carry permits. An enhanced permit authorizes the holder to carry concealed or openly and is eligible for interstate reciprocity in many jurisdictions. A concealed carry permit authorizes only concealed carry. This bill repeals the concealed carry permit, since the activity authorized by such permit will be allowed without a permit under this bill.

    Under present law, any weapon that is possessed, used, or sold in violation of the law must be confiscated by a law enforcement officer and declared to be contraband by a court. Under this bill, if a person is cited for a first offense carrying a handgun that is not concealed and the person later carried the handgun in a concealed manner, the person's handgun will not be subject to confiscation and forfeiture.

    This bill authorizes concealed carry of handguns in parks, higher education institutions, and public property to the same extent as permit holders.

    Persons who are authorized to carry a firearm concealed under this bill will also be authorized to store their handguns in secured compartments inside locked motor vehicles in parking lots to the same extent as permit holders. Such persons will be protected from adverse employment action for so storing their handguns inside their motor vehicles while at work to the same extent as permit holders.

    Persons who are authorized to carry a firearm concealed under this bill will also be authorized to carry while hunting or fishing to the same extent as permit holders.
