About us

Oregon Housing and Community Services (OHCS) is Oregon's housing finance agency, providing financial and program support to create and preserve opportunities for quality, affordable housing for Oregonians of lower and moderate income. We envision an Oregon where all can pursue prosperity and live free from poverty. OHCS administers programs that provide housing stabilization – from preventing and ending homelessness, assisting with utilities to keep someone stable, to financing multifamily affordable housing, to encouraging homeownership. It delivers these programs primarily through grants, contracts and loan agreements with local partners and community-based providers, and has limited direct contact with low-income beneficiaries. OHCS's sources of funds are varied and include federal and state resources which have complex regulatory compliance requirements, and thus stewardship, compliance monitoring, and asset management are all critical functions played by OHCS. MISSION: We provide stable and affordable housing and engage leaders, to develop integrated statewide policy that addresses poverty and provides opportunity for Oregonians.

  • Do you work in modular housing & preservation? OHCS is applying for a $25 million grant, and we want your help! OHCS is soliciting feedback on the agency's application for HUD's Preservation and Reinvestment Initiative for Community Enhancement grant. We'll be hosting two hearings where the public can make comment. The first hearing is this next Tuesday, June 4 at 11am via Zoom. You can register for that at t.ly/Hlqjo.   • Rural communities in Oregon have added 216 new shelter beds, more than doubling the goal set through Oregon's emergency homelessness response. Additionally, they're almost halfway to their goal of rehousing 450 households with more than a year left to achieve this work. This progress is being tracked through a new dashboard.   • #GetToKnowOHCS weatherization services in action: One man living in rural Baker County had no idea how much danger his home was in when someone noticed melted wire coming from his electric panel. His local weatherization provider inspected the site and was surprised that the home hadn’t burned down yet with the too-small size and poor condition of the wires. The agency hired two contractors who were able to make safe updates and protect his home. Weatherization services like these keep people safe in their homes. Affordable housing consists of so much more than four walls and a roof – it's essential services that maintain livability.

  • #GetToKnowOHCS programs outside of groundbreakings and grand openings: Did you know OHCS distributes funding for weatherization programs across the state? ⛈❄️🥵 Weatherization services make homes more livable and energy bills more affordable. Take windows for example: Double-paned windows keep internal home temps better regulated and can lower electricity and/or gas bills. Providing funds for low-income families to make upgrades like these can save them thousands of dollars in the long term, and it makes their homes more livable. Affordable housing isn’t just four walls and a roof – it's utilities, childcare, food, transportation, and more. Weatherization is just one of many programs OHCS funds in order to improve Oregonians’ quality of life.
