The Highway Oversize Overweight Credentialing System (HOOCS) is the Oversize/Overweight (OS/OW) Permitting and Routing System for NYSDOT's Special Hauling and Divisible Loads Permits as well as for OS/OW Permits issued by the New York State Thruway Authority (NYSTA) and the New York State Bridge Authority (NYSBA).

Infrastructure Friendly Vehicle Requirements Reminder
On January 1, 2020, ALL vehicles (trucks, tractors and trailers) must comply with the Infrastructure Friendly (IFV) requirements to be permitted under a Divisible Load Overweight Permit. (These requirements were initially to be implemented on January 1, 2015 but legislation extending the date was signed into law on August 13, 2014.) Failure to comply with these requirements can result in enforcement action.
The IFV requirements are:
- All vehicles that have a lift axle(s) must be retrofitted such that the lift axle(s) is steerable/trackable. Steerable/trackable shall mean that the tires on each side of the lift axle, when down in contact with the ground, will turn/pivot as the truck turns.
- The air pressure control valve for the lift axle(s) is located outside of the cab beyond the reach of the occupants of the cab, while the vehicle is in motion. (Refers to the pressure regulator, not the up/down lift axle controls.)
- All axles other than steerable/trackable axles must be equipped with two tires on each side of the axle for a total of four (4) tires on the axle. (Super singles are only allowed on the steering axle and on the steerable/trackable lift axles.)
- The weight on any grouping of two or more axles is distributed such that no axle in the grouping carries less than eighty percent (80%) of any other axle in the grouping.
In determining permitted weights, the lowest Gross Axle Weight Rating within a grouping shall be used to limit the weights allowed on all other axles within the grouping. This applies to tandem (2 axle), tridem (3 axle) and quad (4 axle) groupings. The rating of the axle is based upon the lesser of the manufacturer’s gross axle weight rating and the sum of the manufacturer’s tire rating on that axle. (This requirement is commonly referred to as the “80% Rule.”)

What type of Permit do you need?
DIVISIBLE LOAD OVERWEIGHT PERMIT
A "divisible load" is any vehicle or combination of vehicles transporting cargo of legal dimensions that can be separated into units of legal weight without affecting the physical integrity of the load. Examples of divisible loads include: aggregate (sand, top soil, gravel, stone), logs, scrap metal, fuel, milk, trash/refuse/garbage, etc.
SPECIAL HAULING PERMIT (NON-DIVISIBLE LOAD)
A non-divisible load means any load or vehicle exceeding applicable length or weight limits which, if separated into smaller loads or vehicles, would:
a) Destroy the value of the load or vehicle, i.e. make it unusable for its intended purpose (i.e. manufactured/modular home, transformer, bulldozer, or a self-contained, self-propelled construction vehicle such as a crane, well-drilling rig, backhoe, pay loader, etc.); or
b) Require more than 8 work-hours to dismantle using appropriate equipment. The applicant has the burden of proof as to the number of work-hours required to dismantle the load.
c) Compromise the intended use of the vehicle, i.e. make it unable to perform the function for which it was intended.
A Special Hauling Permit is generally issued for the transportation of a single piece or item. However, multiple items such as wood trusses, precast concrete pipe or manholes, construction equipment, etc., are allowable as long the addition items do not cause an overweight condition or cause an additional over dimension condition. A permit will not be issued for any load which can be reduced to legal weight or dimensions.
