Nolan is a former congressional reporter at The Messenger, where he covered Congress — mostly the Senate — and, briefly, legal affairs.

Prior to joining The Messenger, which shut down in January 2024, he spent a year and a half as a congressional reporter in the Los Angeles Times' Washington bureau and nearly seven years at POLITICO, where he held multiple roles as a newsroom fellow, breaking news reporter, congressional reporter, White House reporter and presidential campaign reporter before reporting on Covid-19 and the intersection of race and policy.

His introduction to POLITICO came as an inaugural member of its annual journalism institute in the summer of 2014. He joined the company later that year shortly after graduating from Florida A&M University, where he majored in broadcast journalism. 

Nolan is also a member of the National Association of Black Journalists and has served as deputy chair of NABJ's Political Task Force since August 2019.​
