CDBG-CV Small Cities and Entitlement Programs

Administered by FloridaCommerce, Community Development Block Grant - CV (CDBG-CV) funds are federally-awarded by the United States Department of Housing and Urban Development (HUD) and designed to help local governments prepare for, prevent, or respond to the health and economic impacts of the pandemic. The activities must be critical to their locality and primarily for the benefit of low- and moderate-income residents. Local governments are encouraged to include activities that benefit workforce housing, training, and sustainability, as well as broadband infrastructure and planning. Nearly $93 million is available through the CDBG-CV Entitlement and Small Cities programs.

Eligible Applicants:

• Eligible CDBG-CV Small Cities Communities include municipalities and counties that participate in the Small Cities CDBG program. Communities were eligible to submit one application requesting a minimum of $200,000 and a maximum of $5 million in grant funding for one program or project through the competitive application cycle.
• Eligible CDBG-CV Entitlement Communities include municipalities and counties that participate in the HUD entitlement program. Entitlement communities were encouraged to coordinate with local governments and subrecipient agencies within their jurisdiction and were able to apply for funding up to the amount allocated to the local government through a funding formula.

Relationship to the pandemic:

• Funds are designed to help local governments to prepare for, prevent, or respond to the health and economic impacts of the pandemic.

Each Activity Funded by CDBG Must Meet One of the Following National Objectives:

• Provide benefit to low- and moderate-income (LMI) persons;
• Prevent or eliminate slum or blight conditions; or 
• Address urgent community development needs, which pose a serious and immediate threat to the health and welfare of the community for which other funding is not available. 

Eligible Activities:

• Acquisition; Workforce Housing; Public Improvements; Public Facilities; Business Assistance; Microenterprise Assistance; Public Services, including Workforce Training; Planning; and Broadband Planning and Public Infrastructure. 

CDBG-CV Small Cities Program Application Cycle

The deadline to apply for funding through the CDBG-CV Program closed on November 1, 2021 at 5 p.m., Eastern Time. FloridaCommerce received 83 applications totaling more than $138 million in requested funding. FloridaCommerce is continuing to review CDBG-CV applications, and will soon begin conducting in-person and virtual site visits based on the application review. CDBG-CV funding is anticipated to be awarded to communities throughout the spring and summer of 2022.

CDBG-CV Funding Timeline

• On November 1, FloridaCommerce closed the CDBG-CV application cycles for the Small Cities and Entitlement programs.
• On August 30, 2021, FloridaCommerce opened the CDBG-CV application cycles for the Small Cities and Entitlement programs.
• On February 1, 2021, FloridaCommerce opened the CDBG-CV pre-application cycles for the Small Cities and Entitlement programs.
• On January 5, 2021, FloridaCommerce submitted a substantial amendment to the state’s action plan to include $20.2 million in Round 3 CDBG-CV funding as required HUD to receive a grant agreement.
• On December 18, 2020, FloridaCommerce announced the Notice of Funding Availability for the CDBG-CV Small Cities and Entitlement Programs and the opening of the pre-application cycles on February 1, 2021.
• On November 16, 2020, FloridaCommerce opened an additional public comment period for the Substantial Amendment to the State of Florida's Action Plan to incorporate $20.2 million in Round 3 CDBG-CV funds. 
• On September 11, 2020, HUD allocated $2 billion nationwide using a funding formula.
• On August 31, 2020, FloridaCommerce submitted a substantial amendment to the state’s action plan to include $79.8 million in CDBG-CV funding as required by HUD to receive a grant agreement.
• On July 21, 2020, FloridaCommerce opened the public comment period for the Substantial Amendment to the State of Florida’s Action Plan to incorporate CDBG-CV funds.
• On May 11, 2020, HUD allocated $1 billion nationwide directly to the states using a funding formula that considered factors such as public health, transmission risk, number of cases compared with national average, economic and housing market disruptions, and other factors determined by the HUD secretary.
• On April 21, 2020, HUD allocated $2 billion nationwide using the Fiscal Year 2020 funding formula.
• On April 2, 2020, HUD announced that it will make available $3 billion of the $5 billion appropriated by Congress.
