Community Engagement 

Based on the enormous level of community interest in the new aquatic center, community concern regarding existing indoor aquatic facilities in North Portland, historical exclusion of people of color in public pools, and the large number of North Portland households where Spanish is the first language, we are striving for the highest level of engagement: Collaboration. Collaboration means we will look to community members for direct advice and insights in supporting site selection criteria, framing the desired programming, supporting the development of schematic design alternatives, and incorporating their recommendations into the decisions to the maximum extent possible. 

The community engagement process will recognize the inherent value of community members’ expertise and diversity of lived experiences; insights, neighborhood values, beliefs, and preferences; and identification of critical constraints and opportunities. Collaborating with the community will be indispensable in siting and creating an indoor aquatic center where everyone feels a strong sense of belonging and ownership, regardless of background, abilities, and lifestyle. Specific strategies and tools focus on inclusion and equity, ensuring that Parks will consult and collaborate with historically excluded and underserved communities.

On May 12, 2023, after seven months of committee and community conversation about site selection priorities, the North Portland Aquatic Center Project Advisory Committee submitted their Site Selection Recommendation Memo to PP&R Director Adena Long. The NPAC PAC has recommended University Park as the site for the North Portland Aquatic Center, with an acknowledgment, based on community-driven criteria, that Northagte Park would be a strong site as well.

December 2023

Additional Funding for NPAC: Commissioner Dan Ryan has just made the decision to allocate $59.8 million in additional Park System Development Charges (SDCs) to fill the funding gap for the new North Portland Aquatic Center. This means the project now has secured $91.5 million of an estimated $102 million needed for the development and construction of the new project. 

The current estimate of $102 million reflects the significant labor, material, and overhead costs that are expected to occur due to inflation before the project's construction begins.  It also reflects the City’s commitment to provide North Portland with a first-class, inclusive, accessible, full-service aquatic center to serve current and future generations. The City and Commissioner Ryan truly envision this future aquatic center being an important hub for community life that will strengthen social ties and promote a sense of belonging for all North Portlanders. 

35-meter Fast-Water Pool: After an extensive review of the priorities championed by our NPAC Project Advisory Committee, the NPAC Focus Groups, and the feedback gathered from a robust community engagement process, another critical decision about the project's design has been made. Commissioner Ryan is directing Portland Parks & Recreation (PP&R) to build a 35-meter pool (35 meters x 25 yards). This larger fast-water pool will better meet the increasing demand for lap lanes and provide ample space for school aquatics programming and other competitive swimming events. The 35-meter pool is in addition to the "fun pool" with all the slides and water play features that are so popular in other PP&R full-service aquatic facilities. This long-awaited indoor swimming and water play destination, located in North Portland’s Northgate Park, will be transformative for the neighborhood.  

The community feedback and priorities, throughout our community engagement process that began on March of 2022, have been kept at the forefront of these critical decisions being made, and have been instrumental in moving the project forward.

October 2023

Portland Parks & Recreation (PP&R), after much deliberation, including balancing the responsibility to cost-effectively deliver and operate the new North Portland Aquatic Center with the community’s goals in mind, has opted to take a modified approach to the design process. Now that the site has been selected, PP&R will go-out-to-bid earlier than anticipated for the final design services, so the project can move forward with one architect of record to complete all the design stages, from schematic design through construction documentation. As you may remember, it was always the plan that there would be a pause and reassembling of the project team in the process after the completion of the schematic design; now it’s just going to happen earlier than planned. Our project team is working on completing the Request for Proposal (RFP) and we anticipate a release by the end of November 2023.

As we enter into this next phase we anticipate there will be a Community Workshop event in the first quarter of 2024, and one additional Community Workshop event in Summer 2024. As has been the case throughout the project, the Project Advisory Committee and Focus Group gatherings would precede these Community Workshop events by about 2 weeks in each case. 

July 2023

Northgate Park has been chosen as the final site selection for the North Portland Aquatic Center.

After extensive community feedback, with equity factors being the deciding criteria, Culture and Livability Commissioner Dan Ryan and Portland Parks & Recreation Director Adena Long announced the new North Portland Aquatic Center will be built at Northgate Park

Portland Parks & Recreation (PP&R) announces that, thanks to continued input from neighbors and project stakeholders, there are now only three sites under consideration for the North Portland Aquatic Center.

January 2023

Community Workshop #1 Summary

Project News:

Pier Park has been removed from consideration as a candidate site for the NPAC. Pier Park has received two Land and Water Conservation Fund (LWCF) grants (LWCF #41-00423 and LWCF #41-01560). With any LWCF grant, if any part of the property is altered to a use other than public outdoor recreation, a conversion will be triggered and the only way to resolve a conversion is by acquiring replacement property of equal or greater fair market value, and of equal or greater recreational utility directly adjacent to the existing park boundary. As we are targeting a footprint of development of potentially 2 to 3 acres in size, our options for acquisition of 2 to 3 acres of land adjacent to Pier Park and conversion to open space for park use are extremely limited if not impossible. This would have presented a schedule delay to acquire land, additional costs for land acquisition, and additionally, a schedule delay and additional costs to coordinate with the federal government on a conversion process to unhinge LWCF grant requirements on a Pier Park development area. For these reasons, Pier Park was removed from consideration as a candidate site. This takes the candidate site list from 6 to 5 (Columbia Park, Columbia Park Annex, Northgate Park, St. Johns Park, and University Park).

October 2022

Parks Commissioner Carmen Rubio allocates an additional $5 million to the future North Portland Aquatic Center

Portland Parks Commissioner Carmen Rubio designated an additional $5 million in Parks System Development Charge (SDC) funding to go to the design and construction of an indoor aquatic center for North Portland. This brings the total funding to $16.7 million, as Commissioner Rubio had previously allocated $11.7 million toward the project.

In addition to the $16.7 million in funding allocated from SDC revenues, we've also secured $15 million from a State grant spearheaded by Representative Travis Nelson and supported by Representative Maxine Dexter. This brings the current allocation to $31.7 million. The project is estimated to cost approximately $50 million, leaving around $18 million unfunded at this time. Commissioner Ryan and PP&R will continue to work with community partners to explore options to fill the remaining $18.3 million needed to completely fund the project.

August 2022

August has been a busy month for the outreach efforts around the North Portland Aquatic Center project. Our community engagement team attended Summer Free For All Free Lunch + Play sites across North Portland, including outreach events at Columbia Park, Kenton Park, McCoy Park, and St. Johns Park. We also attended the Black Parent Initiative Family Fun Night and Concert at Dawson Park on Friday, August 12.

At each August outreach event our community engagement team worked to gather community input about the direction of the project, and made sure folks knew how to stay informed and involved throughout the life of the project.

July 2022

Our North Portland Aquatic Center Project Community Engagement team attended two big Portland events the weekend of July 9-10, 2022.

At each event we continued to ensure community members know about this exciting project, and gathered feedback on items such as aquatics programming and site selection for the future indoor North Portland Aquatic Center.

As part of this outreach we collected community responses to our July 2022 North Portland Aquatic Center survey (open from July 9-July 18). We received 366 responses to this effort. Thank you to all who participated. If we did not hear from you, please add you name to the North Portland Aquatic Center Project List to be sure you are sent invitations to participate in future surveys and outreach opportunities.

June 2022

A "Let's talk about the future of swimming in North Portland survey was launched on May 27, and closed Monday, June 6 at midnight. We received 234 survey responses to the survey.

This input at this early planning stage for the North Portland Aquatic Center project will be useful in determining where, in North Portland, we site this new indoor aquatic facility, and what type of aquatic programming we can provide for the community.  

May 2022

Portland Parks & Recreation staff attended a Town Hall event on May 7, 2022 hosted by State Representatives Travis Nelson and Tawna Sanchez, and State Senator Lew Frederick: PP&R staff provided information for the North Portland Aquatic Center, Columbia Pool and the $1.5 million allocation to increase access to aquatics services for North Portlanders. The two-hour event was held in the Roosevelt High School Gym. Roughly 50 people attended the event.

April 2022

An informal, 3-hour, drop-in tabling event was held Saturday, April 23, 2022 at Charles Jordan Community Center. The event focused on three aquatic topics in North Portland:

  • The future North Portland indoor aquatic center
  • The closure of Columbia Pool
  • The $1.5 million allocation, by PP&R Commissioner Carmen Rubio, to maximize North Portlanders’ access to aquatic facilities and programming while new aquatic center is under development.

PP&R set up three separate stations for each of the topics. Each table was staffed by multiple PP&R employees with expertise related to each respective topic. The format was informal so that community members could flow in and out of the outdoor event, visit any or all the tables to ask questions, have conversations with PP&R staff and/or other community members, and provide community input.


Project Background

A new North Portland Aquatic Center will provide North Portland residents increased access to recreational aquatic programming and facilities, including a focused outreach to underserved communities who have been historically excluded from public pools. Portland Parks & Recreation (PP&R) has projected 70,000 people will be served by the aquatic center -- of them, 24% are Black people, Indigenous people, or People of Color, and 14% live below the federal poverty line. Currently, this community has an inadequate level of access to aquatic facilities based on PP&R’s defined level of service goals – to provide a full-service indoor aquatic center within three miles of every resident. All community users will feel a sense of belonging and ownership of this new facility, regardless of backgrounds, abilities, and lifestyles. 

PP&R planning documents, including Parks 2020 Vision, have consistently supported and recommended a new indoor aquatic center for the gap in indoor aquatic facilities for North Portland. The indoor aquatic center will serve all North Portland residents with a culturally responsive approach and programming to reach underserved communities who have historically been excluded from public pools or felt unwelcome in these public spaces. It will provide young children and communities from diverse backgrounds to learn basic water survival skills. 

In fall 2019, under the direction of the late former Parks Commissioner Nick Fish, PP&R staff began preliminary research on programming and site needs to accommodate an indoor aquatic facility in North Portland. Based on past bureau planning documents – such as Parks 2020 Vision – staff initiated preliminary “test fits” of potential sites at the Charles Jordan Community Center, Columbia Park, and the Columbia Annex to determine initial cost estimate ranges, site impacts, opportunities, and constraints. These initial studies did not conclusively determine whether any of these sites will host a future aquatic center. Before making that decision, Parks is committed to collaborating and consulting with the North Portland community and those with expertise in various aquatics programming needs to help determine what factors need to be considered in determining a location for the future aquatic center. 

Currently, North Portland residents have a low level of access to indoor aquatic facilities based on Park’s defined level of service goals – to provide an indoor aquatic center within three miles of every resident.  Working with North Portlanders, PP&R will collaboratively plan the site and develop a facility that meets the community’s needs. The future site will provide a pool where kids can learn to swim and older adults can exercise, located within a center that provides space for the community to come together.


Project Overview 

In April 2021, Commissioner Carmen Rubio directed PP&R to begin planning for an indoor aquatic center for North Portland. Commissioner Rubio allocated $11.7 million in System Development Charges (SDCs) toward the future facility to cover the initial project design, permitting, and robust community engagement.

On March 4, 2022, Oregon State Representative Travis Nelson (District 44) successfully advocated for the Oregon Legislature to allocate $15 million in lottery funds to support the project.

In November 2022, then Portland Parks Commissioner Carmen Rubio designated an additional $5 million in Parks System Development Charge (SDC) funding to go to the design and construction of an indoor aquatic center for North Portland. This brings the total funding to $16.7 million, as Commissioner Rubio had previously allocated $11.7 million toward the project.

As of November 2022, the project is estimated to cost approximately $50 million, leaving around $18 million unfunded at this time. Current Portland Parks Commissioner Dan Ryan and PP&R are continuing to work with community partners to explore options to fill the remaining $18.3 million needed to completely fund the project.    

This future indoor aquatic facility could have spray and play features, a competitive lap pool, a therapy pool, a spa, lockers, and reservable party rooms. This center will also provide a community anchor, and jobs— first, construction jobs and later, recreation and programming jobs—for adults and youth. It will meet wider exercise and recreation needs and host classes and camps.

  • Outreach and information: Phase III construction, i.e., construction notices, signage, and managing ROW closures and complaints.

Estos estudios iniciales no determinaron de manera concluyente si alguno de estos sitios albergará un futuro centro acuático. Antes de tomar esa decisión, Parques se compromete a colaborar y consultar con la comunidad del Norte Portland y aquellos con experiencia en diversas necesidades de programación acuática para ayudar a determinar qué factores deben considerarse para determinar una ubicación para el futuro centro acuático. 

Actualmente, los residentes del norte de Portland tienen un bajo nivel de acceso a las instalaciones acuáticas cubiertas según los objetivos de nivel de servicio definidos por el parque: proporcionar un centro acuático cubierto dentro de las tres millas de cada residente. Al trabajar con los habitantes del norte de Portland, PP&R planificará en colaboración el sitio y desarrollará una instalación que satisfaga las necesidades de la comunidad. El sitio futuro proporcionará una piscina donde los niños puedan aprender a nadar y los adultos mayores puedan hacer ejercicio, ubicada dentro de un centro que brinda espacio para que la comunidad se reúna. 


Descripción del proyecto 

En abril de 2021, la comisionada Carmen Rubio ordenó a PP&R que comenzara a planificar un centro acuático cubierto para el norte de Portland. La Comisionada Rubio asignó $11.7 millones en Cargos de Desarrollo del Sistema (SDC) hacia la futura instalación para cubrir el diseño inicial del proyecto, los permisos y la sólida participación de la comunidad. 

El 4 de marzo de 2022, el representante del estado de Oregón, Travis Nelson (Distrito 44), abogó con éxito para que la Legislatura de Oregón asignara $15 millones en fondos de lotería para apoyar el proyecto. Actualmente, el costo total estimado del centro acuático terminado es de aproximadamente $50 millones. La Comisionada Rubio y PP&R continuarán trabajando con socios de la comunidad para explorar opciones para cubrir los $23.3 millones restantes necesarios para financiar completamente el proyecto. 

Esta futura instalación acuática cubierta podría tener funciones de rociar y jugar, una piscina de entrenamiento competitiva, una piscina de terapia, un spa, casilleros y salas de fiestas reservables. Este centro también proporcionará un ancla comunitaria y empleos—primero, trabajos de construcción y luego, empleos de recreación y programación—para adultos y jóvenes. Satisfará necesidades más amplias de ejercicio y recreación y albergará clases y campamentos.


Participación de la comunidad 

La participación de la comunidad seguirá las fases del proyecto y los hitos de decisión. Basado en el enorme nivel de interés de la comunidad en el nuevo centro acuático, la preocupación de la comunidad con respecto a las instalaciones acuáticas cubiertas existentes en el norte de Portland, la exclusión histórica de personas de color en las piscinas públicas y la gran cantidad de hogares en el norte de Portland donde el español es el primer idioma, nos esforzamos por alcanzar el nivel más alto de compromiso: la colaboración. La colaboración significa que buscaremos en los miembros de la comunidad consejos directos y puntos de vista para respaldar los criterios de selección del sitio, enmarcar la programación deseada, respaldar el desarrollo de alternativas de diseño esquemático e incorporar sus recomendaciones en las decisiones en la mayor medida posible. 

El proceso de participación de la comunidad reconocerá el valor inherente de la experiencia de los miembros de la comunidad y la diversidad de experiencias vividas; percepciones, valores del vecindario, creencias y preferencias; e identificación de limitaciones y oportunidades críticas. La colaboración con la comunidad será indispensable para ubicar y crear un centro acuático cubierto donde todos sientan un fuerte sentido de pertenencia y propiedad, independientemente de su origen, habilidades y estilo de vida. Las estrategias y herramientas específicas se enfocan en la inclusión y la equidad, asegurando que Parques consultará y colaborará con comunidades históricamente excluidas y desatendidas.

De un grupo de solicitantes de 92 candidatos, un número nunca visto en proyectos anteriores de PP&R, tenemos una lista final de PAC confirmada de 18 personas. Estamos muy emocionados de comenzar nuestro trabajo con este grupo dinámico.
