THIS POSITION REQUIRES APPLICANTS TO BE TOBACCO AND NICOTINE FREE.

 

The Hamilton County Health Department is a tobacco and nicotine free campus. The Hamilton County Health Department prohibits the hiring of individuals who use tobacco or nicotine products in any form. All individuals who are offered a position with the Health Department are screened for tobacco or nicotine use as part of the post-offer health screening. Individuals whose post-offer health screening results are verified positive for tobacco or nicotine use will be disqualified from employment, their job offers will be withdrawn, and they will be disqualified from employment with the Hamilton County Health Department for one (1) year from the date of the post-offer health screening.

 

When this position is located directly within the Federal Homeless Health Clinic, applicants for hire must meet the Federal COVID-19 Vaccine Mandate requirements and be fully vaccinated or be deemed eligible for a medical or a religious exemption.   Additionally, there are a number of other positions within the Hamilton County Health Department that provide operational services/support to the Federal Homeless Health Clinic.  Based on Federal Guidelines, applicants for those positions must also meet the Federal COVID-19 Vaccine Mandate requirements and be fully vaccinated or be deemed eligible for a medical or a religious exemption.  Additional information will be provided during the interview process and any questions will be addressed at that time.

 

The Hamilton County Health Department has a responsibility to respond quickly and efficiently when public health emergencies occur.  All Hamilton County Health Department employees are responsible for ensuring their contact information is current and they are accessible should a public health emergency arise. The Hamilton County Health Department maintains a call down system to store contact information and mobilize staff in the event of an emergency.  During a public health emergency, all staff are required to respond should a call to mobilize be made. 

During a public health emergency, work hours for any and all Hamilton County Health Department employees are subject to modification to meet the needs of the community. 


Under limited supervision, works directly with clinic and agency management to ensure a comprehensive Homeless/Health Team Unit with focus 

on budgeting, staffing, training and development, planning and implementation of programs, fills in for first line managers when needed; represents Program Manager/Clinic Director when needed.

Tasks

Participates in the development and implementation of the mission, vision, and values of the agency, oversees daily operations and provides a day-to-day leadership presence for all staff. Participates in development of long and short range strategic plans and program goals for clinic service level; provides fiscal management and oversight and monitors budgetary expenditures; develops and implements program processes to ensure timely and efficient delivery of services; coordinates and ensures timely communication of information to all staff; assists with the development and implementation of policies and procedures; ensures program compliance with agency policies and procedures, as well as external regulatory bodies such as Medicare, Medicaid, HIPAA, OSHA, CLIA, Joint Commission, and HRSA Community Health Center Program; contributes to grants management and performs administrative tasks.

 

Assists Program Mangers/Clinic Director with human resource activities including job descriptions, recruitment, hiring, orientation, supervision, evaluation, retention

and staff development; prioritizes daily schedules and assigns work to managers and supervisors; reviews and 

evaluates completed work; develops improvement plans and disciplines in accordance with established Hamilton County Personnel rules, 

policies and procedures; approves personal leave; approves training expenses for staff continuing education and development. 

Represents the agency with community organizations, healthcare entities, state, and national organizations as appropriate. 

Performs other related duties as assigned. 

 

Prepares statistical reports and compiles data relating to payroll, personnel and other administrative aspects of the clinic operations. 

Prepares and generates recurring reports and other correspondence containing specialized or sensitive/confidential information for various aspects 

relating to payroll and/or budget; including overtime hours, hours used for training classes, 

personal leave used and accumulated, tracking of comp time. Updates employee information, timesheet data and shift changes as needed. 

Establishes and maintains filing system for all employees regarding payroll records for the clinic employees.

Researches issues, compiles data and reports for Program Managers/Clinic Director and Administrative Directors for grant and budget needs.

 

Regularly deals with confidential information and data that pertains to patient and employee information; information managed requires the application of appropriate professional judgment and discretion. Performs a variety of fiscal and administrative activities in support of the Program Managers/Clinic Director and Health Department executive management. Performs general administrative tasks, which may include answering telephone calls, typing documents, making copies, sending/receiving faxes, or filing documentation. Performs other related duties as required.

Knowledge, Skills, Abilities, and Other Characteristics

Knowledge of federal, state and county laws, rules, regulations, policies and procedures related to program management of health care programs and services.

Knowledge of operational management and administrative practices and procedures. Knowledge of computer hardware, software and peripherals related to area of assignment. Knowledge of budgetary and fiscal planning, development and implementation. Knowledge of customer service/public relations practices and principles.

Skill utilizing verbal and written communication skills in the development of presentations, reports, training, and counseling.

Skill in exercising a high degree of initiative, judgement, and discretion.

Skill prioritizing, scheduling, delegation, reviewing and achieving goals and objectives.

Skills in efficient and sound fiscal management including best practices to assist with the development and implementation of program funds and related budgets.

Skill utilizing verbal and written communication in providing presentations, counseling, educational materials, and instructions related to medical information. 

Skill utilizing customer service/public relations techniques when responding to inquiries and complaints.

Skill establishing and maintaining effective working relationships. Ability to plan, organize and integrate priorities and deadlines.

Ability to identify, analyze and resolve operational problems. Ability to evaluate and make recommendations for continuous quality improvement.

Ability to research, analyze, interpret complex data and present comprehensive reports. Ability to communicate clearly and effectively orally and in writing.

Minimum Qualifications

A Bachelor’s degree or higher in health care or a business related field with 5 years of direct work experience in a health care or a business related field, 3 years of which must be in a managerial, supervisory, or lead position in operations management and supervision. A valid driver’s license is required.

 

PREFERRED QUALIFICATIONS:

Managerial, supervisory, or lead position in operations management and supervision in the healthcare industry is preferred.

 

PHYSICAL REQUIREMENTS:

Work requires managing multiple tasks in a fast paced environment including extensive  computer data entry and processing; work may require occasional long 

periods of standing, walking, lifting up to 50 poundsEmployees in this position may be in contact with mentally illcombative, or substance abusing patients, 

and outreach visits in the field. This role requires presence at various workstations and sites. Some travel, after hours, and on-call work is required.
