Interim President Emerita, Montgomery College

President Emerita, Prince George’s Community College

Dr. Charlene Mickens Dukes served as interim president at Montgomery College from August 2021 to February 2022. Prior to this, she was the president of Prince George’s Community College (PGCC) in Maryland for 13 years, culminating in August 2020. During her presidency at PGCC, enrollment surged to 44,000 students, served by six locations.

Her career has spanned 42 years, beginning as an admission and financial aid officer at the University of Pittsburgh at Johnstown. She then served in a variety of administrative positions at the Community College of Allegheny County. She moved to PGCC, where she held the position of vice president of student services immediately prior to accepting the presidency.

Dr. Dukes is the founder and principal of The Dukes Group LLC, specializing in executive coaching, board development, strategy, equity and inclusion, and advocacy.

She currently serves as immediate past chair of the board of the Meyer Foundation, chair of the CareFirst, Inc. Board of Directors, immediate past secretary of the Greater Washington Community Foundation, and member of the board of Venture Philanthropy Partners+RAISE DC.

Dr. Dukes is a mentor for the Aspen Rising Presidents Fellowship Program, faculty contributor to the Academic Leadership Institute, co-principal investigator for the NSF-funded Community College Presidents’ STEM Initiative, consultant to the Association of Community College Trustees, senior advisor to Education Strategy Group, and a member of the Board of Visitors for the School of Education at the University of Pittsburgh. In 2020, Prince George’s County Executive Angela Alsobrooks appointed her co-chair of Prince George’s Forward, a taskforce charged with the post-COVID transformation of Prince George’s County.

She also served as chair of the board of the American Association of Community Colleges, founding faculty of the Leadership Institute of the National Council on Student Development, board member of the American Association of Colleges and Universities, committee member of the American Council on Education, convener of the President’s Round Table for African-American CEOs in Community Colleges, chair of the Maryland Community College Council of Presidents, and board member for the National Association of Student Personnel Administrators and the Institute for Higher Education Policy.

Additionally, she served on the Prince George’s County Board of Education and the Maryland State Board of Education, where she was president for the last three years of her appointed term.

A lifetime member of Delta Sigma Theta Sorority, Incorporated, Dr. Dukes serves on the National Board of Directors and maintains her local membership in the Prince George’s County Alumnae Chapter. She is also a member of the Prince George’s County Chapter of The Links, Incorporated.

She is a graduate of Indiana University of Pennsylvania and received her master’s and doctoral degrees from the University of Pittsburgh.

J. Stephen McAuliffe III, Esq., is a principal with Miles & Stockbridge. He was formerly a law clerk for the Honorable William C. Miller of the Montgomery County Circuit Court and an assistant county attorney for Montgomery County. Mr. McAuliffe’s practice is in general civil litigation with an emphasis in commercial litigation. He has extensive experience in the Trial and Appellate Courts of Maryland and the District of Columbia. Additionally, he acts as outside general counsel for a diverse group of businesses based in Montgomery County, including large, publicly traded corporations.

Mr. McAuliffe joined the Montgomery College Foundation Board of Directors in 2002. In 2021, he was elected to serve a two-year term as chair of the foundation. He also serves as chair of the Executive Committee and is a member of the Strategic Planning Committee. In addition to the time and guidance he provides as board chair, he and his wife, Karyn, are generous donors, supporting the Honorable James Stephen McAuliffe Jr. Endowed Scholarship. In 2021, Mr. and Mrs. McAuliffe also established a Presidential Scholars Program scholarship in honor of their friend, Greg Wims. Mr. McAuliffe was also very influential in the College receiving a very generous gift from the Rockville Academy in support of the Presidential Scholars Program.

In addition to providing guidance as a Montgomery College Foundation board member, Mr. McAuliffe has provided pro bono legal services through his law firm on behalf of a Montgomery College student whose parents experienced a tragic family situation. In recognition of his service on behalf of the College and its students, the College recognized him with a Service Award to Community Citizens in 2020.

Mr. McAuliffe’s father, James S. McAuliffe Jr. ’51, and his uncle, John F. McAuliffe ’52, both Montgomery County judges, attended Montgomery College. It is through their association with Montgomery College that Mr. McAuliffe became actively engaged in supporting the College through his time, guidance, and philanthropy.

In addition to volunteering with the Montgomery College Foundation and Rockville Academy, Mr. McAuliffe also lends his time, energy, and counsel as a volunteer with the Montgomery County Chapter of Best Buddies, which he founded and for whom he was board chair, and where he remains a board member; Christ Episcopal School Board; Montgomery County Bar Association; and Montgomery’s Miracles.

He was listed in Best Lawyers in America®, the oldest and most respected peer-review publication in the legal profession. A listing in Best Lawyers is regarded by both clients and legal professionals as a significant honor.

Mr. McAuliffe earned a bachelor’s degree from Washington College and a juris doctor from the Washington College of Law at American University.

He lives in Potomac with his wife, Karyn. They are the proud parents of three daughters.

President and CEO
Latin American Youth Center

Ms. Mirna “Lupi” Quinteros-Grady is president and CEO of Latin American Youth Center (LAYC). She is a strategic, forward-thinking leader with more than 20 years of experience working in socio-economically challenged communities that serve a diverse youth population.

Since assuming her role in 2018, she has intertwined LAYC’s mission with new and evolving needs of Black, Latino, and immigrant communities in the Washington, D.C. and Maryland area. She has transformed operations and directed staff through an unprecedented global health crisis, leading the center to provide culturally relevant and linguistically inclusive services where many other organizations could not.

As a regional leader in youth development for more than 20 years, Ms. Quinteros-Grady has overseen the implementation of more than 45 multicultural, comprehensive, and innovative programs addressing the social, academic, and career needs of youths. She previously served as LAYC’s Maryland Multicultural Youth Center’s managing director, providing vision and oversight for operations in Montgomery and Prince George’s Counties.

Ms. Quinteros-Grady is the first Latina to lead LAYC. Her connection began as a 14-year-old participant in LAYC’s Summer Youth Employment Program, an initiative she would lead as a college student. As an immigrant from El Salvador, she uniquely understands the challenges and triumphs of the families LAYC serves—and maintains a personal connection through volunteering in direct service programs to youth.

Since 2020, she and LAYC have been selected to participate in a series of COVID-19 education and recovery coalitions in Washington, D.C. and Maryland, including the DC Health Scientific Advisory Committee for the Development and Implementation of a Safe, Effective, and Equitable COVID-19 Vaccine Distribution Program; the Montgomery County Community Advisory Board; and the Prince George’s Forward Taskforce’s Education Recovery Work Group, to help accelerate recovery efforts and dispel health misinformation targeting communities of color.

Her most recent accolades include a Washington Business Journal 2022 Women Who Mean Business honoree, the Montgomery Collaboration Council’s 2019 Time Well Spent Montgomery’s Children Award, the NFL’s 2019 Hispanic Heritage Leadership Award, El Tiempo Latino’s 2019 100 Powermeter List, and a 2019 Visionary Women in Prince George’s County.

From 2014 to 2018, she served on the Prince George’s County Board of Education. She provided leadership and expertise on the academic and cultural barriers Latino and immigrant youth face in Maryland’s public schools. She was one of only two Latinas serving on the board. She was a member of Leadership Greater Washington’s 2020 graduating class. She most recently served as a member of the Presidential Transition Advisory Committee for Montgomery College.

Ms. Quinteros-Grady received a master’s degree in bilingual and special education from The George Washington University and a bachelor’s degree from Goucher College.

Philanthropists

Mr. Clifford and Mrs. Deborah White are generous benefactors of education and workforce development for young people and adults in Montgomery County. They also support organizations creating opportunities for vulnerable youth and residents in their community. They have supported the Achieving Collegiate Excellence and Success (ACES) program since 2012. During this time, they have provided multiyear scholarships for two cohorts of 20 ACES students who began at the College and transferred to the Universities at Shady Grove to complete their bachelor’s degree. Not only have the Whites helped numerous ACES students, they have inspired similar gifts from more than a dozen donors, providing scholarships for an additional 40 students.

Mr. White was a founding partner and financial architect of NEW Corporation (now Asurion Corporation), the world’s largest consumer product protection company. He is now a partner in SWaN Investors, a diversified fund with dozens of investments, including the Washington Nationals Baseball Club and Monumental Sports & Entertainment.

He serves on the board of the Greater Washington Community Foundation, where he helped create the Neighbors in Need Montgomery Fund. He was named their 2017 Montgomery County Philanthropist of the Year. He is also vice chair of Venture Philanthropy Partners, serving vulnerable youth in the National Capital region.

Mrs. White, a lifelong advocate for reading and education, is an active volunteer leader throughout Montgomery County, concentrating on early childhood education and language development.

She worked in the nationally recognized Montgomery County Public Schools for more than a decade, where she taught first and fourth grades. She is committed to fostering lifelong readers. To that end, she established book clubs at area schools—and created lending libraries at homeless shelters in Washington, D.C. Most recently, she led reading readiness programs at several shelters in the District of Columbia.

Mrs. White serves on the board of All Ages Read Together (AART), a Northern Virginia nonprofit providing free school readiness programs for at-risk preschool children. AART prepares these vulnerable learners for a positive entry into elementary school, engaging volunteers of all ages.

Mr. White earned a bachelor’s degree in business and economics from Lehigh University. Mrs. White earned a bachelor’s degree in elementary education from Indiana University of Pennsylvania and a master’s degree in school guidance and counseling from The Johns Hopkins University.
