Decrease Local Revenue – Exceeds $3,483,900/FY24-25 and Subsequent Years Increase Local Expenditures – $873,600/FY24-25 and Subsequent Years*
Under the law regarding airport authorities and metropolitan airport authorities, this bill provides that a motor vehicle on which a valid military or memorial license plate described below is displayed is exempt from the payment of an airport parking fee collected or charged by an authority other than a branch of the federal government, when being operated by or for the transportation of (i) an owner or lessee of the vehicle; (ii) a disabled veteran if the vehicle is registered under existing law; or (iii) the owner or operator of a vehicle displaying a disabled veteran license plate issued by another state. This bill also provides that a motor vehicle on which a valid military or memorial license plate described below is displayed is exempt from the payment of an airport parking fee collected or charged by a municipality, when being operated by or for the transportation of (i) an owner or lessee of the vehicle; (ii) a disabled veteran if the vehicle is registered under existing law; or (iii) the owner or operator of a vehicle displaying a disabled veteran license plate issued by another state. For purposes of the provisions described above, the following are eligible military or memorial license plates: Congressional Medal of Honor; Distinguished Service Cross; Navy Cross; Air Force Cross; Silver Star; Distinguished Flying Cross; Bronze Star (Valor); Air Medal (Valor); Holder of the Purple Heart; Disabled Veteran; Disabled Veteran (service-connected); Former Prisoner of War; Bronze Star (Meritorious); Air Medal (Meritorious); and Legion of Merit. Present law provides that each public building authority created under the Public Building Authorities Act of 1971 has the power to conduct business as a nonprofit corporation in order to carry out projects that are eligible to be financed by bonds, notes, interim certificates, or other obligations issued pursuant to law. Present law authorizes the powers granted by that act to be exercised without regard to requirements, restrictions, or procedural provisions contained in any other law or charter, except as expressly provided in that act. This bill adds to the present law by providing that such powers granted by that act are also subject to this bill.
