Project Solicitations / Grant Programs

TDEC will release a series of project solicitations under the Volkswagen Diesel Settlement Environmental Mitigation Trust (VW Settlement EMT). As noted in the State’s Beneficiary Mitigation Plan (BMP), TDEC will employ the following order when releasing project solicitations:

1) Class 4-8 School Buses;
2) Class 4-8 Shuttle and Transit Buses;
3) Class 4-7 Local Freight Trucks, Class 8 Local Freight Trucks and Port Drayage Trucks;
4) Light Duty ZEV Supply Equipment.

As project solicitations are announced, this webpage will be updated to reflect all up-to-date and corresponding information. To learn more about the BMP and the Eligible Mitigation Actions for which TDEC will release project solicitations, please see the State’s BMP webpage at http://www.tn.gov/environment/VW_BMP. 

The infographic below displays the obligation of VW Settlement EMT funds in Tennessee as of May 2021. More information on these funding obligations can be found in the individual project solicitations webpages linked in the list above or on the VW Settlement EMT Funding Requests and Beneficiary Expenditures webpage.

TDEC has also published an interactive GIS map of projects funded under the State's VW Settlement EMT grant programs so far. Each of the data points provide information on Grantee names, funding amounts, number of vehicles funded, and fuel type. In addition to the Grantee information, users can toggle through different designations at the county level for criteria that informed the grant amount maximums and grant application evaluation processes. These layers include: 

• Disproportionate Burden Index scores for the years 2018-2020, aligned with the corresponding funding solicitation cycles.
• Distressed Counties for State Fiscal Years 2019-2021, aligned with the corresponding funding solicitation cycles.
• Former nonattainment areas for Ozone and PM 2.5 National Ambient Air Quality Standards.
