ICC/RESNET Collaboration On Energy Code Compliance and Home Performance

The International Code Council (ICC) and RESNET has entered into a dynamic collaboration to achieve the following goals:

  • Increase energy efficiency and compliance to residential energy code
  • Increase the confidence of code officials and consumers in the expertise of the certified RESNET HERS® Raters
  • Provide a simple means for code officials and consumers to verify a home’s compliance to the International Energy Conservation Code (IECC)

These goals will be met through certified RESNET HERS® Raters taking a more active role in the verification of compliance to the IECC.  HERS® Raters bring the following attributes to energy code verification

  • Training and certification through the Nation’s Gold Standard in Home Energy Rating
  • Oversight by a robust national third-party quality assurance oversight process
  • Transparency through the RESNET National Buildings Registry
  • Proven track record for over 20 years including the inspection, testing, and the labeling of over 2.5 million homes in the U.S.
  • Simplicity through easily understandable compliance reports
  • Transparency through the RESNET National Buildings Registry

Activities that will take place through the ICC/RESNET collaboration include:

  • Concentrated RESNET/ICC effort to have HERS® Raters trained and certified by ICC for energy code plans review and inspection
  • Creation of a new ICC certification, IECC/HERS® Compliance Specialist, for certified HERS® Raters that have been trained and certified by the ICC for energy code plans review and inspection
  • Creation of a national consistent IECC compliance certificate that HERS® Raters will complete to demonstrate compliance to the energy code
  • An education program aimed at code officials on why they should trust the verification of the IECC by ICC certified IECC/HERS® Compliance Specialists and third party verification of the IECC.
