Police identify man shot to death by police officer in Lancaster

UPDATE: Lancaster mayor urges calm as fatal police-involved shooting spurs protests

Police have identified a man who died after being shot by an officer responding to a domestic dispute, according to officials.

27-year-old Ricardo Munoz was in the 300 block of Laurel Street around 4:15 p.m., when officers were called to a home for a “domestic disturbance,” the Lancaster District Attorney’s office said Sunday night.

Once on scene, a Lancaster city police officer fired a gun at Munoz, who the DA’s office said was armed with a knife. Munoz was pronounced dead at the scene.

According to the DA’s office, footage reviewed from the firing officer’s body-worn camera shows the officer in front of a home when Munoz “immediately emerges from inside and runs toward the officer, brandishing a knife above his head, in clear view, in a threatening manner.”

The officer can be seen firing his weapon, which then hit Munoz, the DA’s office said. No one else was hit by the shots.

The DA’s office is investigating the shooting, per policy about shootings committed by officers. The DA’s office will determine if the use of force was justified and if any crimes occurred.

“A police-involved shooting has significant impact on a community, as we are seeing with the large number of individuals gathering in the streets,” District Attorney Heather Adams said Sunday night. “However, I am asking that all reaction be tempered as the investigation is ongoing.”

“We will do our best to release details about the incident in a timely manner,” DA Adams said. We ask that acts of protest remain peaceful as violence and destruction of property will become headlines and serve no purpose for the safety and wellbeing of our citizens and neighborhood."
