Active Threat Situations: CPSO suggests options

Unfortunately, shootings in public places including at universities continue to be a tragic concern to everyone. It's important to be aware of possible strategies that could save your life.
If there is an active shooting or threat near you the Campus Public Safety Office recommends the options below on its Active Threat webpage. It's guidance that should be reviewed by all Portland State students, faculty and staff from time-to-time.

Run or Evacuate
  • Have an escape route planned.
  • Leave your belongings behind.
  • Move rapidly and deliberately, utilizing chairs, desks, and other objects to conceal your movement and provide protection if necessary until you reach a safe place.
  • Depending on location, consider exiting through windows. Have someone watch the door as you get as many out the windows (on the ground floor) as calmly and quietly as possible.

Hide or Barricade
  • If possible, lock the door. If the door has no lock and the door opens in, use heavy furniture or other items to barricade the door.
  • If possible, darken the room.
  • Be low and silent, including putting cell phones on quiet or vibrate.

Fight
  • Act aggressively and attempt to incapacitate the assailant.
  • Find something to use as a weapon (chair, fire extinguisher, etc).

When authorities arrive
In many situations, officers can't immediately tell what the threat is. Your cooperation allows them to respond faster and render assistance to those in need.
  • Remain calm and follow officers’ instructions.
  • Put down any items in your hands (i.e., bags, jackets).
  • Immediately raise hands and spread fingers.
  • Keep hands visible at all times.
  • Avoid quick movements toward officers such as attempting to hold on to them for safety.
  • Avoid pointing, screaming or yelling.
  • Do not stop to ask officers for help or direction when evacuating.

Call for help, when you can
Always notify authorities for assistance as soon as it is safe to do so. Call 911 for life-threatening emergencies and the Campus Public Safety Office for suspicious activity or concerns, 503-725-5911.
The PSU Emergency Procedures chart (shown above) from CPSO is available as a PDF. Building venue manager Mercedes Youngston has a limited supply of printed copies. Ask at her office, Smith 124, or check with the Info Hub.
FIND THE PSU FOOD PANTRY IN THE SMITH BASEMENT
The PSU Food Pantry is open winter term noon to 5 p.m. Monday through Friday. Learn more about this valuable food-security resource for students and staff at their website. It's available to all members of the PSU community.

Students interested in learning more about Palestine or developing community organizing skills are invited to the first Students United for Palestinian Equal Rights (SUPER) meeting of the winter term, 4-6 p.m. Friday, Feb. 3, in SMSU 296. It's the group's "Palestine101" meeting, where the history of Palestine, the liberation movement and upcoming campus events will be discussed.
