BOE Meeting Notes - November 12, 2019

The Kingsport City Schools Board of Education held its regularly scheduled meeting on Tuesday, November 12, 2019.  Several key items were discussed, including:
  • A report from Lincoln Elementary School on being named a 2019-2020 Gold-Level RTI2-B Model of Demonstration School;
  • Recognition of the D-B State Champion cross country team and individual champion;
  • Recognition of a KCS teacher that was recently awarded the Presidential Award for Excellence in Mathematics and Science Teaching;
  • Recognition of the six KCS schools that were recently named as Reward Schools by the Tennessee Department of Education;
  • Awarding of tenure to 27 KCS educators;
  • Approval of three Board policy revisions; and 
  • A report on the newly created District Data Dashboard, a way to share a more complete story regarding what is taking place across KCS.

CALL TO ORDER

The Pledge of Allegiance was led this evening by three outstanding students from Roosevelt Elementary School, Derek Franklin, Holly Franklin, and Kairi Stevens.  Derek is in kindergarten, Holly is in 4th grade, and Kairi is in 2nd grade.

Community Interest Report

Lincoln Elementary School Principal, Mrs. Suzanne Zahner, and Associate Principal, Mrs. Leigh Ann Sheppard, provided a report on Lincoln being selected as a 2019-2020 Gold-Level RTI2-B Model of Demonstration School.
  • The distinction was awarded by the Tennessee Behavior Supports Project (TBSP) at the University of Tennessee, Knoxville.
  • Of the 1,800+ schools in Tennessee, only a small percentage meet criteria each year to be selected as an RTI2-B Model of Demonstration School.
  • It is TBSP’s goal that no school in Tennessee should have to travel more than 45 minutes to see an exemplary school implementing RTI2-B. As a Gold-Level RTI2-B Model of Demonstration School, Lincoln Elementary will now serve as a mentor school to other educators in East Tennessee.

recognitions

Several students and educators were recognized at tonight's meeting:
 
  • The Dobyns-Bennett Lady Indians Cross Country Team won the 2019 TSSAA Division I Girls - Large Class State Championship on Saturday, November 2nd at Percy Warner Park in Nashville.  
    • This is the team's first state championship since winning the title in 2007.
    • The team is let by Head Coach Bob Bingham.
    • Team members include:
      • Sasha Neglia (Senior)
      • Emma Russum (Senior)
      • Julianna McReynolds (Senior)
      • Autumn Headrick (Freshman)
      • Gracie Allen (Senior)
      • Macee Pickup (Sophomore)
      • Morgan Cordell (Junior)
  • D-B senior Sasha Neglia won the 2019 TSSAA Division I Girls - Large Class individual state championship.
    • This is Sasha's third individual championship, matching former D-B runner Carla McCready (93-95) as D-B's only three-time individual champion.
 
  • D-B Advanced Placement Biology teacher Kris Krautkremer was recognized by Board member Todd Golden for being selected by the White House for a Presidential Award for Excellence in Mathematics and Science Teaching (PAEMST) from the state of Tennessee in the Science award category. 
    • The award is the highest recognition given by the U.S. Government to a K-12 teacher in the subjects of mathematics, science, engineering, technology, and/or computer science.
    • Award recipients receive a certificate signed by the President of the United States, a trip to Washington D.C. to attend a series of recognition events and professional development opportunities, and a $10,000 award from the National Science Foundation.
    • As an award recipient, Mrs. Krautkremer reflects the expertise and dedication of the nation's teaching corps and demonstrates the positive impact of excellent teachers on student achievement.
    • Mrs. Krautkremer has received the Kingsport City Schools Teacher of the Year award in 2016, was a 2016-17 Tennessee Educator Fellow for the State Collaborative on Reforming Education, authored the Tennessee Department of Education's teacher leader brief, serves as a Tennessee Department of Education science content matter expert, and is in the current cohort of Complete Tennessee Leadership Institute (CTLI).
 
  • The Board recognized six KCS schools that have been named as 2019 Reward Schools by the Tennessee Department of Education.
    • Dobyns-Bennett High School, Jefferson Elementary, Johnson Elementary, Kennedy Elementary, Roosevelt Elementary, and Washington Elementary received the designation based on results from the 2018-19 TNReady results.
    • Kingsport City Schools has also achieved the top composite score of 5 in TVAAS system-wide literacy, numeracy, literacy and numeracy, social studies, and the overall composite.
    • Reward status is the top designation a school can earn in Tennessee. These schools were identified as improving overall student academic achievement and student growth for both all students and student sub-groups.

  • After consideration, the Board voted 5-0 to grant tenure to the 27 presented educators. 
KCS Assistant Superintendent - Administration Andy True presented three potential Board policy revisions for approval.

REVISED POLICIES – 1st Reading
  • 1.200 – Internal Organizations
    • Per the wishes of the Board (through discussion at the October BOE retreat), wording has been added to establish election of Board President and Vice President annually at the June Board business meeting. These elected officers will assume their duties on July 1.
  • 1.600 - Policy Development and Adoption
    • Per the wishes of the Board (through discussion at the October Board work session), wording has been added to clarify voting requirements to adopt a policy or policy amendment on first reading without advanced notice.
  • 6.411 – Student Wellness
    • Upon review, TSBA recommends removing the reference to the three health index modules (pg. 2, lines 32-33). The State Board updated the number of modules to eight. As a result, TSBA recommends revising this language to “on each of the recommended School Health Index modules.”
  • Additionally, a revision to the KCS Administrative Procedures was presented, providing a change of date of the annual Board of Education planning retreat, moving the session from September to August of each year.
  • After review, the Board approved the policy revisions and adminsitrative procedure by a vote of 5-0.
  • On consent this evening, the Board also renewed the full Policy Manual.

Dr. Moorhouse presented a review of the newly created KCS District Data Dashboard.
  • The dashboard reflects a wide variety of data regarding student and staff achievements and results.
  • The dashboard serves as a way to share a more complete story of what is taking place across KCS beyond what a state report or set of test scores can.

The next meeting of the Board of Education will be a work session on Tuesday, November 26, 2019 at 6 p.m.  The work session will take place in the Tennessee Room of the Administrative Support Center (400 Clinchfield Street).
