New CMS guidance on use of ILOS for social needs services
On January 4th, CMS released guidance on how states can use "in lieu of services and settings” (ILOS) to provide social needs services, such as food or housing assistance, to Medicaid managed care beneficiaries without having to obtain an 1115 waiver. Because this guidance clarifies that ILOS are included in the capitation rate and that Medicaid managed care organizations will not need to bear the associated expenses, this guidance will likely encourage states and MCOs to utilize this option. In addition, the specification that states must show cost effectiveness for ILOS will hopefully lead to more evaluation of the use of ILOS for social needs services. Read an explainer, the CMS press release, and the guidance letter.
