Coronavirus daily updates and more

With reports from independent operators that up to 95% of some fleets are currently inaccessible, ATMIA is deeply concerned about its members and helping them through these challenging times.  We responded very quickly to the "need to know" by standing up a Coronavirus alerts and updates page on our website.  And broke the news that DHS had included ATM operators on the list of essential workers.
We continue to see the spread of misinformation in the vacuum created by a lack of definitive scientific knowledge about how this deadly new virus behaves and how it can finally be contained. Some reports and agencies are using pseudo-science to spread a negative message about not using cash during the epidemic. in response, many of the central banks are issuing statements supporting the continued use of cash.  It is no more “dirty” than most surfaces in our daily lives, from door knobs to touchscreens, from handrails in trains and buses to tables in restaurants and pubs. Any physical object has surfaces which can potentially become contaminated by germs or even a virus.
Since the impact of the pandemic varies from state to state, ATMIA is posting daily updates on how the states are dealing with these issues.  This is being done in conjunction with our Stateside Associates relationship for legislative alerts.  Reports are typically updated in mid-afternoon and posted as quickly as possible.  The initial report for each week is also posted to social media.
Finally, ATMIA is conducting a survey to learn your concerns, recommendations, and pain points arising from the current pandemic.  We also want to help our members plan for the post-pandemic environment, so that the ATM industry can emerge from the crisis and hit the ground running when the recovery kicks in.  Click this link to take the survey.
Be safe and stay well.  We will emerge from this crisis even stronger.

New cashless ban activity

There has been quite a spate of cashless activity since the beginning of the year.  Minnesota became the most recent state to introduce a bill on March 3, requiring retail establishments to accept cash.  However, it does have a few caveats.  Those retailers are not required to accept note denominations greater than $20.  And any establishment that “provides a device on premises that converts cash into a prepaid card” is exempt, as long as the fee to use the device is not more than $1 and the minimum balance is not greater than $1.  Telephone, mail, and internet transactions are exempt, which is reasonable and quite common.
The New Hampshire bill has seen some movement, but ended up being referred for further study.  The measure introduced in Oregon last year was taken up again in January; passed by the House and made it out of committee in the Senate; but then failed upon adjournment.
Washington, DC scheduled a hearing on a cashless measure that was introduced last year.  Also in February, a new bill was introduced in the California State Senate to require acceptance of cash by retail establishments.  Connecticut’s bill has seen no further activity since being introduced.
There are no further updates to provide on progress in Congress on H.R 2650, the Payment Choice Act, but members are asked to encourage their local representatives to co-sponsor the bill.

Washington, DC Fly-in rescheduled due to the pandemic

Earlier last month, it appeared that appointments on Capitol Hill for the March 25 Fly-in would remain in place.  However, the prospects become more and more uncertain and we did not want to take the chance of putting our members at risk.
Therefore, the Washington, DC Fly-in has been rescheduled for July 23rd.
ATMIA U.S. Executive Director, David Tente, has reached out to Senator Cramer's office, offering ATMIA's support for the No Red and No Blue Banks Act and the Freedom Financing Act, which are intended, in part, to finally eliminate the lingering impact of "Operation Choke Point". Appointments have been reconfirmed with Senator Cramer, as well as Senator Tim Scott's office - another supporter of a resolution to the bank account closure issue.
Participants are also encouraged to attend a strategy meeting at 5:00pm ET on Wednesday, July 22 at the Hyatt Regency, Washington, DC.  Since DC hotels tend to fill up well in advance of planned arrival dates, it is recommended that anyone planning to attend reserve a room now.  There is typically no charge for cancellations made within three days of your scheduled arrival.
A sponsorship for this event is being offered.  The sponsor logo will be included on all communications between now and the actual event, as well as for all follow-up coverage.  For more information about the Fly-In event or sponsorship, contact David Tente.

Got a
White Paper to share?

Posting White Papers to the ATMIA website is usually a benefit reserved for members at Board level and higher.  During the month of April this year, however, any member in good standing can submit a White Paper for consideration.
“With the global COVID-19 pandemic raging, many of our members are putting out terrific content that would benefit the entire industry,” says ATMIA Global Director of Member Services Sharon Lane. “Although we normally offer to post items to our white paper library free later in the year, we’ve decided to make this offer now.”
“One of our most popular resources, the white paper library includes a wealth of information on topics ranging from ATM security to cash and banking trends, to Gen Z and Millennial payment habits,” says ATMIA CEO Mike Lee. “In addition, members who post their papers to the site increase their viewership and get leads as well.”  Read more . .  .

Big Money. Vulnerable Targets.

The latest trends in ATM and CIT Crimes.

What are the most tempting targets for criminals looking for a fast payout? Wherever large amounts of cash are at their most vulnerable: ATMs, Cash Machines, and Cash Couriers. Criminals see all types of cash machines as mini safes, but with a much lower level of security than bank vaults. Similarly, armored carriers are vulnerable and exposed when parked with doors wide open while messengers are transporting cash. 3SI’s white paper, What You Need to Know: ATM & CIT Crime Trends & Solutions shows how to protect your cash, your machines, your investments, and your people from attack.
Recorded strikes on ATMs have increased dramatically, and attacks on CIT carriers remain a constant threat. Crime trends and new forms of attacks are arriving in the U.S. from other parts of the world – which is why we look forward to attending the ATMIA US Security Conference in September 2020. Emerging threats will be a lead topic of discussion, along with current crime trends and business threats. 3SI experts will be on-hand to discuss and demonstrate solutions that combat these crimes.

The 2020 update of ATMIA's U.S. National IAD Study

The US has the world’s largest and most successful IAD market. It is, therefore, appropriate for ATMIA to publish its U.S. study first in the Association’s new series of Global IAD studies. Industry experts Sam Ditzion and Leland Englebardt have produced a world-class piece of research into this fascinating market.
In this series, ATMIA explores the structure of major IAD markets around the world as well as opportunities for expansion of retail ATMs operated by independents. Our research shows there are grounds for optimism about the future growth of numerous IAD markets.
Welcome to the 2020 Update of our U.S. IAD study.  We are confident that our IAD research series will finally plug the gap that currently exists in global ATM research and shed light on an often- overlooked part of the ATM business. More importantly, ATMIA trusts that the studies (and their updated versions) will illuminate opportunities for growth in the crucial independent sector of retail ATMs.

Committee Elections

Two of ATMIA USA's regular committee groups have co-chair election activity to announce.

Government Relations Committee

The U.S. GRC held elections for new co-chairs last month.  We are pleased to announce that Jack Ford,, Attorney, was re-elected to another two-year term.  Jack has been very active in the GRC for quite some time.  John Hagy, SVP, Head of Government and Industry Relations, for MetaBank was also elected to a two-year term.  John spends most of his time in Washington, DC.

IAD Committee

ATMIA USA would like to thank Jeff Hayes and Jason Zubik for their dedication, expertise, and time as Co-chairs of the IAD Committee over the past two years.  They have done an excellent job of leading that group and serving our IAD members.
A Call for Nominations for IAD Co-chairs will be sent out to committee membership within the next week, followed shortly by an election.  Committee members may self-nominate.  It is expected that new co-chairs will be announced in advance of the next IAD Committee meeting on June 23, 2020.

U.S. security conference re-scheduled for early September

ATMIA and ASA (the ATM Security Association) will jointly host this new conference for the ATM industry, which has now been rescheduled for September 1 - 2, 2020.  Minneapolis, MN is still the venue.
Although the program will primarily address U.S. market concerns, many new forms of attacks are “beta-tested” by criminals in other countries – which is why we will also incorporate emerging threats into the program, wherever they might be.
Visit the conference website for online registration and to stay up to date with our impressive agenda.  Interest in this new event is quite high and exhibitors have already signed up to secure their place in the exhibit hall.  Sponsorship opportunities are also available.
Our educational program will include financial institution and independent ATM deployers, law enforcement, manufacturers, and technology and service providers.  Learn more about emerging security threats, as well as new strategies for battling the familiar ones.

PDQ Merchant Services is a family owned ATM business located out of Johnsburg, Illinois just 15 minutes away from the Illinois/Wisconsin border.  They have over 20 years of experience in the business; solely focused on a portfolio of 2,800 ATMs, stretching nationwide across various locations in 23 states.  All machines are EMV ready and ADA/PCI compliant.  PDQ is one of ATMIA's most loyal members, having first joined in 2007.
We asked PDQ owner, Phil Webb, for his comments:
What does your firm feel are the key benefits of ATMIA Membership?
ATMIA is what you make out of it. It is great information in one spot.  Over the years ee have encouraged our team members to participate in all of the events, webinars, white papers and programs that ATMIA has to offer. ATMIA is a wealth of information and P.D.Q. Merchant Enterprises, Inc does not want to miss any of it.

What value does ATMIA bring to PDQ?
We have been a member of ATMIA since 2007. Since that time I have made countless friendships. I have witnessed some weddings, births and even a few close friend passing. God rest their souls. Because of our Membership with ATMIA I can pick up the phone and make moves in this industry that I don’t think I could have without it. Without being cliché, one of the greatest emotional campaigns was started in this arena. So to coin a phrase, I am going with PRICELESS.
