National School Lunch Week 2022 – Last Call to Order Materials!!

In less than a month, students across Texas will Get Your Day in Gear with a Healthy School Lunch during National School Lunch Week (NSLW) 2022. Some promotional materials are still available at no cost to you! Place your orders. Order deadline is September 16, 2022. Quantities are very limited. A list of schools/staff who have already placed orders for NSLW 2022 materials can be found by clicking here. This list was pulled at 2:12pm on 9/2/22. If you placed your order after this date and time you will not be on the list. Digital materials also available for download.
Orders placed before 8/20/22 are currently being sent out and should arrive at the address listed on the submitted order in 2 weeks.

USDA Foods in Schools Foods Available List - Possible New Items Feedback
Over the past year, USDA FNS has received inquiries to consider new foods to add to the USDA Foods in Schools Foods Available List and TDA would like to ask your feedback on new items to consider. Your feedback will help USDA FNS determine whether or not to conduct market research on the viability of making these products available for schools.

New! “How School Lunch is Made and How You Can Help” Middle School Student Article

USDA’s Team Nutrition initiative is pleased to announce the release of “How School Lunch is Made and How You Can Help,” a nutrition education resource for middle school students inspired by the letters USDA receives from students each year. The article covers what is in a school meal, who decides what is on the menu, and how students can have a voice in the process. Health and English teachers can use this article to help meet educational standards for those subjects. This resource is a companion piece to Team Nutrition’s Fueling My Healthy Life nutrition education materials for middle school students. “How School Lunch is Made and How You Can Help” can be viewed or downloaded by clicking the title link above.

USDA Foods Online Training

Reminder: There are many USDA Foods training resources available on Squaremeals.org. Information about using USDA Foods (commodities) effectively is always valuable, but especially at the beginning of the school year as plans and menus are being finalized. WBSCM Transition Web Page on SquareMeals and new Project Email Account!
The WBSCM Transition Project has its own web page within SquareMeals.org. The page includes information about the project, activities and related dates, and training materials.

Policy Updates and Compliance Reminders

RELEASE: Food Service Management Company (FSMC) Contract Review Form
An updated version of the FSMC Contract Review Form, formerly the FSMC Monitoring Form, was released and posted to SquareMeals. For CEs contracted with an FSMC, this form must be used quarterly as a contract management tool for reviewing the FSMC's operation of the program according to the contract.

- The updated form is located in the Forms table on the NSLP Administration/Forms page of SquareMeals here.

- Guidance will be updated soon in the Administrator’s Reference Manual (ARM), Section 18, Food Service Contracts here.

PY23 Verification Reporting Resources Available on SquareMeals
PY23 Verification Reporting Resources are now available on SquareMeals.org under National School Lunch Program > Eligibility and Verification > Application Verification. Resources will continue to be added and updated.

SY 2022-2023 Special Provisions Carryover Reports Available
An updated version of the SY 2022-2023 CEP and Provision 2 carryover reports are posted to SquareMeals.org

Carryover When Returning to Counting and Claiming – Updated Guidance
If a school operating the Community Eligibility Provision (CEP) returns to counting and claiming, the school may extend free eligibility carryover status to all students. Guidance will be updated to reflect this soon in the Administrator’s Reference Manual (ARM).

The Texas Department of Agriculture will update carryover guidance in the Administrator’s Reference Manual (ARM), Section 4, Eligibility to align with USDA guidance on carryover for schools returning to counting and claiming. The updated guidance will clarify that schools transitioning from the Community Eligibility Provision (CEP) to counting and claiming may extend free eligibility carryover status to all students.

Civil Rights Training Migrating to ICN

Effective May 15, 2022, the annual Civil Rights training that meets USDA Child Nutrition Program requirements as mandated in FNS Instruction 113-1 will be provided through the Institute of Child Nutrition (ICN) rather than TDA. New users must register with ICN, and ICN will issue completion certificates. Starting May 15, links to the online training and instructions for taking ICN classes can be found here.

Direct Certification Matches - Reminder

All CEs must complete direct certification matches monthly, including those operating CEP. CEs can find more information about direct certification in the Administrator’s Reference Manual (ARM) Section 4, Eligibility located by clicking the title link above.

Processing Applications to Qualify Students for Summer P-EBT – Guidance for CEP Schools

Community Eligibility Provision (CEP) campuses should use the household application to qualify students for Summer 2022 P-EBT benefits. As P-EBT qualification exists outside of NSLP regulations, verification of any applications processed for P-EBT purposes is not required.

Verification Begins in October!

Verification begins October 3rd. All CEs must submit the Verification Report, including CEP and P2 CEs. Verification resources are located here. The Verification Timeline can be found by click on the title link above.

…And Justice For All (AJFA) Posters

The AJFA poster prototypes available on the USDA FNS website (marked with a FOR FNS USE ONLY banner at the top) do not contain the accurate updated Nondiscrimination Statement and should not be printed to replace the previous version of the poster. USDA is currently printing AJFA posters with the new 2022 Nondiscrimination Statement (NDS), and until the new posters are available, CEs should use the 2019 versions they currently have.

If you have already disposed of your previous posters and printed and posted the online version, you will not receive a finding. However, you must replace that poster with the new version once those are received.
Monthly Highlights
Schools are Gearing Up for their NSLW 2022 Celebrations!!
Currently, almost 300 Texas schools have ordered a combined total of over 630,000 NSLW materials this year. TDA appreciates you and your contribution in promoting a healthy Texas! NSLW Week celebrations occur October 10-15, 2022! It is not too late to order materials for NSLW 2022!
