2021 Multifamily Consolidated Request for Proposals/2022 Housing Tax Credits
Round 1 Application Dates 
The expected dates for the 2021 Multifamily Consolidated Request for Proposals (RFP)/2022 Housing Tax Credit (HTC) Round 1 are listed below.
  • Thursday, February 11: Pre-application released for Innovative Construction Techniques
  • Mid-March: Early release of key Consolidated RFP application materials and Section 811 PRA pre-application (Section 811 PRA pre-application release is contingent on a final award agreement between Minnesota Housing and HUD.)
  • Wednesday, April 14 at noon: Pre-application for Innovative Construction Techniques due
  • Wednesday, April 14: Consolidated RFP published and Intent to Apply and application materials available in the Multifamily Customer Portal
  • Thursday, May 20 at noon: Intent to Apply deadline
  • Thursday, May 20 at noon:  Section 811 PRA Program pre-application due
  • Thursday, June 10: Applicants will be notified of Section 811 PRA Program eligibility
  • Thursday, July 15 at noon: Multifamily application deadline including site control, qualification forms, and financials.
  • December: Minnesota Housing Board meeting

Innovative Construction Techniques Pre-application
New to this year's Multifamily Consolidated RFP, Minnesota Housing is offering a selection preference for projects that will use Innovative Construction Techniques (ICT). To be eligible for this selection preference, a pre-application is required for projects that will achieve or will pilot a technique to achieve one or both of the following goals: 
  • reduce total construction cost by at least 10%, and/or
  • reduce the time a project is under construction by at least 20%.
Please refer to the 2022-2023 Self-Scoring Worksheet and the Innovative Construction Techniques Pre-application Requirements for additional details on how the preference will be used to evaluate different project proposal types that apply in the Multifamily Consolidated RFP, and in accordance with the 2022-2023 Qualified Allocation Plan and the Consolidated RFP Application Instructions.
Pre-Application Submission Deadline and Instructions
ICT pre-applications are due by 12:00 p.m. CST on Wednesday, April 14. Minnesota Housing will review pre-applications and inform applicants whether their proposed ICT is approved for the ICT preference no later than Wednesday, May 12.

You’re Invited: 2021 Multifamily Consolidated RFP and Technical Assistance Kickoff on Wednesday, March 3
In preparation for the 2021 Request for Proposals (RFP)/2022 Housing Tax Credits (HTC) Round 1, you're invited to a Consolidated RFP and Technical Assistance (TA) Kickoff event on Wednesday, March 3.
We will share new information about the 2021 RFP/2022 HTC Round 1, including updates on funding and resource requirements, scoring requirements, and guidance on how to submit a competitive application. Whether you are new to the RFP or have applied previously, the Consolidated RFP and TA Kickoff will be informative.

Upcoming Training Opportunities for the Scoring Wizard and the New Self-Scoring Worksheet
Scoring Wizard
We are excited to announce a new Scoring Wizard for the Self-Scoring Worksheet that all applicants will use for scoring their application to the 2021 Consolidated RFP. The Scoring Wizard is a new tool within the Multifamily Customer Portal that will replace the Excel version of the Self-Scoring Worksheet. In addition to a live demo at the March 3 TA Kickoff, Minnesota Housing will be hosting two live training opportunities.
2022-2023 Self-Scoring Worksheet
Minnesota Housing is committed to providing training on the new 2022-2023 Self-Scoring Worksheet. In addition to one-on-one, project-specific technical assistance, two live training opportunities will be hosted to provide an in-depth look at the scoring and supporting documentation requirements.
All trainings will be recorded and posted on our website.
New Technical Assistance Request Form
Minnesota Housing recently rolled out a new Technical Assistance Request form for the Consolidated RFP! If you would like technical assistance, please fill out and submit our Technical Assistance Request Form and you will be connected with a staff person who can discuss specifics about your proposal and answer your questions. Due to the anticipated high volume of requests for technical assistance, please complete the form as thoroughly as possible.

Supportive Housing Engagement Session with Service Providers
What does it mean when you agree to be a service provider for supportive housing units?
When: Wednesday, March 10, 1:00 – 2:30 p.m.
Supportive housing service providers are invited to attend an engagement session with Minnesota Housing staff to talk about what it means to be a service provider for supportive housing units. This  session will cover the following:
  • Expectations and requirements for supportive housing in the Multifamily Consolidated RFP application for capital funding
  • Closing due diligence process 
  • Supportive housing standards
  • Project performance and tenant outcomes
This will be an interactive session and we want your feedback and questions about supportive housing! While this session is primarily for supportive housing service providers, developers, owners and property managers are also welcome to attend.

REMINDER: 2021 Housing Tax Credit Program Round 2 Due Dates
Minnesota Housing is now accepting applications for Round 2 of the 2021 Housing Tax Credit (HTC) Program. We anticipate approximately $1,119,000 in credits will be available, including $88,892 of credits set aside for Rural Development (RD) deals. The RD set-aside is carried forward to Round 2, and if there are no eligible applications, the housing tax credits will be available to other projects.
Supplemental Priority in Round 2
Projects that have previously received HTCs from Minnesota Housing or a Suballocator and have an annual HTC shortfall of at least 5 percent, but not more than 33.33 percent of the total qualified annual HTC amount, subject to Minnesota Housing approval, will have priority over other applicants in Round 2 and under the Waiting List. If more than one project qualifies under the supplemental priority, the Agency will evaluate and rank eligible requests according to points claimed in the Self-Scoring Worksheet.
