A MESSAGE FROM THE SUPERINTENDENT 
Dear BISD Community,

We are taking a deep breath and slowing things down a bit.

Last week, we shared our draft plans for the 2020-21 school year. Families have the option to select either the Hybrid Learning Model or 100% Online Home Learning Model for their students. Many families expressed concern that the timeline was too fast and that more time was needed to make the decision. We heard your concerns and have extended the decision date for all K-12 students to July 23, 2020. Reminder: Guardians select the decision for their students in Skyward. 

WHY SLOW DOWN? 

In order for guardians to make the best possible decision, they need to have more details about the options. While significant progress has been made to create the 2020-21 framework, many specifics are still in development. We hear your frustrations about this lack of clarity and as plans solidify, we will continue to share the information with you.
In addition, this gives us time to engage with the BISD community.

It is important to note the pressure BISD is under to finalize plans for the 2020-21 school year, and extending this decision deadline intensifies the pressure. We need to know which students will be enrolled in which learning model to set class rosters, class schedules, bus routes, etc. Because of this, we will hold firm to the July 23 decision deadline. In addition, we are required to submit our plans to OSPI in August. 

FOR STUDENTS IN GRADES 9-12
It has been decided that high school students enrolled in the Hybrid Learning Model will also attend in-person learning four days a week, like the students in grades K-8. 


WHAT IF I HAVE ALREADY MADE THE SELECTION FOR MY STUDENT?

Unless you want to, there is no reason to change your selection. However, if you would like to make a change, please follow these steps outlined on this website. The deadline to make a change is July 23, 2020

WHY IS BISD MAKING PLANS FOR IN-PERSON LEARNING WHEN KITSAP COUNTY IS STILL IN PHASE 2?  

This is a frequently asked question. BISD operates under the guidance of OSPI, as outlined in the Reopening Washington Schools 2020 District Planning Guide. In the materials, OSPI Superintendent Chris Reykdal states:  

To be very clear, it is my expectation that schools will open this fall for in-person instruction. This guidance is specific to K–12 public and private schools, regardless of what Phase of the Governor’s Safe Start Plan their county is in. Counties in Phases 1 or 1.5 of the Plan must receive approval to reopen from their local health authority. Changing health conditions in a county or region may cause a local health authority or even the Governor to have to reconsider this opportunity to open, but the primary planning of most districts should be a presumption of a fall opening.

BISD works closely with Kitsap Public Health District and will continue to partner with them regarding the opening of our school buildings. The safety of students and staff is of the utmost importance. If health officials believe that the situation is not safe, we will follow their guidance. 

Meanwhile, our planning teams continue to work on:
  • The logistics of opening the school (staffing levels, safety measures, protocols, scheduling, transportation, meal service, etc.)
  • Preparing for the potential that the Hybrid Model may need to pivot at some point to Continuous Learning
  • How to best meet students’ needs in a 100% Online Home Learning environment
We received hundreds of questions from guardians regarding our plans. Many of them have been answered, but others are still in the works. As our planning teams work through the details, we will continue to update our Q&A website. Please check the site often, as questions/answers are frequently updated. 

I want to acknowledge the immense stress families, staff and the school district are under. Planning for the new school year always has its set of challenges, but planning for a school year when you don’t know what COVID-19 curveball lies ahead is extremely unsettling. 

BISD will continue to walk down this path with you. I know that the next year’s options are far from perfect — the pandemic has caused us to operate our schools in ways that we hadn’t imagined. However, I have witnessed the strength of the BISD community, and I know that tremendous outcomes are achieved when we pull together.
