Consolidated Request for Proposals Updates and Reminders
Please see below for the latest round-up of 2021 Consolidated Request for Proposals (RFP)/2022 Housing Tax Credits (HTC) Round 1 updates and reminders including the availability of Project-based Vouchers from St. Paul Public Housing Authority.
St. Paul Public Housing Authority (PHA) Project-Based Vouchers
St. Paul PHA is offering up to 50 Project-based Vouchers through the Consolidated RFP with an additional 20 Project-based Vouchers specifically for United States Department of Housing and Urban Development - Veteran Affairs Supportive Housing (HUD-VASH). Applications will be accepted through Minnesota Housing’s Multifamily Customer Portal
How to Apply:
  • After logging into the Multifamily Customer Portal, select the “2021 St. Paul PHA Voucher Funding Round” to create the application checklist, including the required questionnaire.
  • New to the Multifamily Customer Portal or need a refresher? Please review the Portal Resources webpage.
  • Applications are due by noon on Thursday, July 15
What You Need to Know:
  • Applicants do not need to apply for capital funding through the Consolidated RFP to be eligible for vouchers. 
  • Applicants who are applying for capital funding in conjunction with a voucher request must submit a separate voucher application in the Multifamily Customer Portal in the “2021 St. Paul PHA Voucher Funding Round”.
  • If an applicant applies for funding from both St. Paul PHA and Minnesota Housing in the Consolidated RFP, they will need to be approved for at least a portion of their Minnesota Housing funding before the project will be considered for a Project-based Voucher award by St. Paul PHA.

Upcoming Important Dates
  • Thursday, June 10: Applicants will be notified of Section 811 Project-based Rental Assistance (PRA) program eligibility
  • Thursday, July 15 by noon: Multifamily application deadline including site control, qualification forms and financials. Applicants must submit their application checklist in the Multifamily Customer Portal and submit their scoresheet in the Scoring Wizard by this deadline.
    Note: the application fee is also due by this date.
