COVID-19: Multifamily Updates
Thank you for your continued partnership and understanding as we navigate working in this new environment. 
We want to remind you that most Minnesota Housing staff are teleworking and have staggered work schedules so email is the quickest way to reach us. If you are not able to reach the normally assigned staff, please check the outgoing voicemail message or email auto-reply for back-up instructions. Communication is key, especially as it relates to preparing closings, draws, and any transfers of funds so that we can prepare accordingly and keep business moving forward.

Executive Order 20-20 Stay At Home, Updated as 20-33
Governor Walz announced Executive Order 20-20 Directing Minnesotans to Stay at Home During the COVID-19 Peacetime Emergency on March 25, 2020 and extended the order on April 8, 2020 as Executive Order 20-33. The Orders have numerous sections that relate to housing, as described in the Summary and Frequently Asked Questions document.  
Executive Order 20-14 Suspending Evictions and Writs of Recovery Frequently Asked Questions Document Now Available in Spanish, Hmong, and Somali
Governor Walz announced  Executive Order 20-14 Suspending Evictions and Writs of Recovery During the COVID-19 Peacetime Emergency on March 23, 2020. The suspension went into effect at 5:00 p.m. on March 24, 2020. The Frequently Asked Questions document is now available in Spanish, Hmong, and Somali.
Consolidated Request for Proposals Reminders
We launched the Consolidated Request for Proposals (RFP) on April 2. We recognize that many of our community partners are focused on addressing immediate needs brought on by the COVID-19 pandemic. In light of that, we extended the application deadline to July 16, 2020. Selection announcements are anticipated to be made at the December 2020 Minnesota Housing Board meeting.
Request Technical Assistance
Technical assistance is still being offered and strongly encouraged! To schedule technical assistance, please contact TechnicalAssistanceRequest.MHFA@state.mn.us and you will be connected with a staff person.
Questions specific to application rents and maintenance and operating (M&O) numbers can be also be directed to TechnicalAssistanceRequest.MHFA@state.mn.us. Preliminary M&O reviews and ballpark estimates can be provided to the applicant upon request. The last day Minnesota Housing staff will take any new preliminary M&O review requests will be Thursday, July 9, 2020.
Consolidated RFP Dates
  • Thursday, May 14 by noon: Intent to Apply deadline. Required for all Multifamily applications submitted in the consolidated RFP. Only the basic project information and HIB form are due at this date.
  • Thursday, June 18 by noon: Qualification Forms and Site Control deadline. All qualification forms and site control documents must be submitted via the Multifamily Secure Upload Tool
  • Thursday, July 16 by noon: Multifamily application deadline.
    Note: the application fee is also due by this date.
