Dear Potential Co-Location Fund and Program Manager Applicants,
The Affordable Rental Housing Division is pleased to announce an open Request For Proposals (RFP) for the Co-Location Fund & Program Manager RFP 7397. In addition, OHCS is announcing a virtual Pre-Proposal to be held on Thursday, February 9 at 1 p.m. PST for the Co-Location RFP. Please pre-register for this Conference on Zoom. It is not required to attend the Pre-Proposal Conference and the webinar will be recorded. However, OHCS highly suggests applicants attend the meeting or watch the recording. The recording will be added to our co-location web page afterwards.
The Co-Location RFP is available to Community Development Financial Institutions (CDFI’s) to implement and manage a statewide Co-Location of Affordable Rental Housing and Early Care and Education Facilities Program while managing and leveraging a statewide Co-Location incentive fund.
In this RFP, Co-Location is defined as developing, placing or enhancing childcare or early learning facilities within affordable housing developments. For more information, please see the Co-Location (or CARE) framework and review the Oregon Co-Location study.
The Pre-Proposal Conference will give applicants an opportunity to understand the requirements and timelines associated with this RFP. There are a number of unique aspects to this offering such as the requirement that the fund and program manager be a CDFI. There is also a scoring incentive for applicants who apply for a similar RFP being issued by Multnomah County’s Department of County Human Services (DCHS) (RFP-93-2023) due to efficiencies gained if the same applicant manages two similar programs.
