SHUTDOWN CONTINUES TO LOOM AS HOUSE AND SENATE SEEK WAYS TO MOVE FORWARD
This week, House Speaker Kevin McCarthy (R-CA) is working to move forward with four spending bills backed heavily by his conservative members. The Democrats are united against these bills, leaving McCarthy with just one way out of the impending shutdown: a compromise. And it doesn't seem likely. Meanwhile, the House's bipartisan Problem Solvers Caucus has its own plan that would keep the government open through Jan. 11.

In the Senate, leadership is discussing a bipartisan, clean stopgap bill that would force Speaker McCarthy to hopefully keep the government open past Saturday.

As we move closer to a shutdown, we will await guidance from the federal agencies on their respective shutdown procedures.

HOUSE NDAA CONFEREES NAMED, INCLUDING MEMBERS ON AND OFF THE HOUSE ARMED SERVICES COMMITTEE
Last week, Speaker Kevin McCarthy R-CA) named the House conferees for the FY 24 National Defense Authorization Act. This includes members of the House Armed Services Committee, as well as outside conferees from other relevant committees.

Two North Carolina Representatives were selected to serve as outside conferees:

Virginia Foxx (NC-05), who chairs the House Committee on Education and the Workforce, and Patrick McHenry (NC-10), who chairs the House Committee on Financial Services.

NATIONAL INSTITUTES OF HEALTH (NIH) RELEASES FINAL GUIDANCE ON FOREIGN SUBAWARD AND CONSORTIUM WRITTEN AGREEMENTS
The National Institutes of Health (NIH) recently released its final guidance on foreign subawards and consortium written agreements. The document modifies the draft policy released earlier this year, taking into consideration some of the feedback the NIH received from the higher education and research community.

Subawards are funds that a researcher who has received an NIH grant can give to a collaborator who is helping them to complete a project, and the updated guidance provided some modifications to the draft policy related to access to foreign subrecipient data and documents during progress reports.

AAU SUBMITS COMMENTS ON SENATE HEALTH, EDUCATION AND LABOR (HELP) COMMITTEE RANKING MEMBER BILL CASSIDY'S AI WHITE PAPER
The Association of American Universities, of which Duke is a member, submitted comments in response to Senator Bill Cassidy’s (R-LA) white paper related to artificial intelligence. The white paper is titled, “Exploring Congress’ Framework for the Future of AI: The Oversight and Legislative Role of Congress over the Integration of Artificial Intelligence in Health, Education, and Labor.”

The comments reiterate the need for continual support with AI research to allow for innovations in safety, security, health, agriculture, and more. AAU also offered to be a resource to convene campus experts for a roundtable discussion on this topic.

Student Aid, Institutional Support and Taxes

The latest updates regarding legislation and regulatory actions related to student aid, higher education institutional support, taxes and more.

STUDENT LOAN PAYMENTS STILL OWED DESPITE GOVERNMENT SHUTDOWN ON HORIZON
The monthly student loan payments are set to resume in October after a pandemic-era pause comes to an end. Borrowers' payment obligations will remain the same, which has been the case during previous shutdowns.

The potential shutdown could affect the amount or quality of customer service that borrowers receive, though the Biden administration anticipates that certain activities at the Federal Student Aid office will continue.
