Cashless ban updatesPennsylvania became the latest state to introduce legislation that would require retail businesses to accept cash payments. HM 32154 was introduced on July 22, 2020. The City of Philadelphia had already passed a cashless ban that went into effect on July 1, 2019.
The last movement on California's SB 926, which would require retail locations to accept cash payments of up to $5,000, was on June 18. The measure was previously passed out of the Senate Business, Professions and Economic Development Committee and referred to the Senate Appropriations Committee. Text of the amended measure is available from the interactive map on the ATMIA U.S. Region home page.
Senators Cramer and Menendez introduced a companion bill, S 4145, to the Payment Choice Act on July 1. The text of the bill has now been posted. It appears that there is no additional activity.
Meanwhile, H.R. 2650 has also not seen any further movement, but co-sponsor count now up to 49. Most of the newer additions are from the Republican side. ATMIA members are encouraged to contact their Representative and Senators and ask that they also become a co-sponsor of these bills.

Coronavirus updatesATMIA is continuing to address the COVID-19 pandemic and doing everything we can to assist our members in getting through these difficult times. The Coronavirus webpage is a repository for ATMIA press releases and statements relating to managing this crisis and advocating for cash as a consumer payment choice. It also includes news feeds specifically relating to the pandemic.
A new ATM Hygiene & Safety Committee was created to work on an “ATM Hygiene Protocol & Best Practices” document. The group has already met twice and spun off a sub-committee to look at promising UV-C technology for ATM and cash sanitizing. Response to both of these groups has been very strong.
Anecdotal information from our members indicates that many saw transaction volumes tumble by as much as 80 – 90%. There does seem to be a general improvement in those transaction volumes. Many financial institution deployers, for example, indicate that they are essentially back to pre-COVID levels. Independent operators, however, are far from normal transaction volumes.

2021 Washington, DC Fly-in scheduled for March 23
Planning for our 2021 DC Fly-in is already well underway. Wednesday, March 24, 2021 has been confirmed as our day on Capitol Hill. Our strategy meeting will take place March 23rd at 5:00pm ET.
It is expected that our focus will still be on support for the Payment Choice Act bills in the Senate and House. The bank account closure issue is still not resolved and may require continued attention. Fallout from the pandemic could be a concern, as well. And much depends on the results of the November elections.

Committee UpdatesCheck out what's happening with our committee groups:
New Software Distribution ForumA Software Packaging & Distribution Work Group was formed late last year upon requests from a couple of our larger bank ATM deployers. As ATM software has grown more complex, security concerns multiplied, and functionality expanded to enhance the customer experience, the task of managing software distribution has become very challenging. Manufacturers and larger deployers are managing thousands of USB sticks and looking for better ways to deliver updates and reload hard drives.
This discussion forum has been created as a vehicle for sharing best practices and new ideas for simplifying the packaging and distribution of ATM software. The Forum is open to all ATMIA members, but will probably be of most interest to banks, larger independent deployers, and manufacturers. For more information, contact David Tente.
New ATM Hygiene and Safety CommitteeATMIA has created a new international committee to look at best practices for ATM hygiene and cleaning for the pandemic and post-pandemic phases for the industry. Through collaboration and consultation with our members we’ll develop international best practices. We will do our work through conference calls and email, and no in-person meetings or travel will be required. The group has already meet twice and another meeting is scheduled for tomorrow, August 19.
