SUMMARY of the APRIL 5 PARK CITY COUNCIL MEETING 
IN THE STUDY SESSION
Nightly Rental Study: Potential Phase 2 Update: Brumby McLeod, an Associate Professor
at the College of Charleston and a specialist in nightly rentals, provided recommendations for helping property owners to comply with city code.
Social Equity Critical Priority Next Steps: Kilo Zamora, a University of Utah Professor and social change facilitator, led a discussion on how to proceed with moving the city's social equity critical priority forward. Some of his recommendations included involving nonprofits and having different groups lead the effort with the City assuming a convener role. Zamora will return for future study sessions with Council.
IN THE WORK SESSION
Land Management Code Amendments for Master Planned Affordable Housing Developments: Staff proposed the following Land Management Code Amendments to incentivize the construction of Affordable Housing:
- Reduce the minimum percentage of the total project area required to be Affordable in a Master Planned Affordable Housing Development. The reduction would allow projects with a minimum of 50% affordable/attainable housing to use the Master Planned Affordable Housing Development code. 

- Consider Density Bonuses based on percentage of total project area that is Affordable/Attainable and Area Median Income (AMI) served.

- Match the Off-Street Parking requirements to the standard Master Planned Development.

 - Create a parking exemption for Micro Units (500 square feet or less). There would be a cap for the total number of Micro Units allowed to use the exemption and a Parking Management Plan would be required to mitigate impacts of a parking exemption.
IN THE REGULAR MEETING
Environmental Sustainability Critical Priority Update: Staff updated Council on current energy-saving initiatives that contribute to the sustainability critical priority:
  • Two agreements with Rocky Mountain Power
    • Joint Clean Energy Cooperative Agreement outlining milestones to achieve the city's 100%            renewable goals
    • Engineering & Professional Services for a renewable-energy generation project
  • Wattsmart Communities Program with Rocky Mountain Power (a community energy plan facilitated by a third party)
  • Electric buses & charging stations (which take advantage of a rebate program from Rocky Mountain Power)
  • Rooftop solar in Utah: State tax credits will sunset in 2024. The city's Planning and Building Departments are also coordinating efforts to facilitate code compliance for rooftop solar.
Council Also Approved
  • A $1.6-million contract with CH2M for design services for 3Kings Water Treatment Facility
  • A $678,000 contract with Daley Excavators for the 2018 Water Improvement Project
  • The 89 King Road Plat 
  • The Prospect Place Plat at 86 Prospect Street 
IN THE PARK CITY REDEVELOPMENT AGENCY MEETING
Council Approved a $15,000 economic development grant for Red Flower Studios.
