Cash is financial inclusion  for all

Even including faster payments
ATMIA was one of the founding members of the Fed's Faster Payments Task Force, and is a current member of the U.S. Faster Payments Council, Financial Inclusion Work Group. Even as our payments system evolves and modernizes, cash will be a continuing part of it. We can all hope for a day when financial inclusion efforts are a thing of the past, because everyone has achieved it. However, that will not be the day that cash dies.
When Apple Pay was launched in 2014, many proclaimed it would be the death of cash. And yet, cash in circulation and the number of cash transactions continue to grow. It would seem that Apple Pay took more away from other electronic forms of payment than it did cash. People simply like cash.
Cash still works when other payment systems crash. Cash still works when the power goes out. Cash doesn't require that you have an account somewhere to put it in, in order to use it. About 10% of the U.S. population uses only cash, with about 26% considered underserved and heavily dependent on cash.
It is for the underserved, as well as those who simply prefer cash, that ATMIA has engaged with the payments industry to help ensure that the new faster payments infrastructure is as much like cash as possible – quick, private, secure, and inexpensive.

"The Faster Payments Council (FPC) is an industry-led membership organization whose vision is a world-class payment system where Americans can safely and securely pay anyone, anywhere, at any time and with near-immediate funds availability. By design, the FPC encourages a diverse range of perspectives and is open to all stakeholders in the U.S. payment system. Guided by principles of fairness, inclusiveness, flexibility and transparency, the FPC uses collaborative, problem-solving approaches to resolve the issues that are inhibiting broad faster payments adoption in this country."

New FinCEN Statement on IAD Fraud Risk

On June 22, 2022, FinCEN (Financial Crimes Enforcement Network, U.S. Department of the Treasury) released their "Statement on Bank Secrecy Act Due Diligence for Independent ATM Owners or Operators". That statement notes the issues that many IADs have had with getting and keeping the bank relationships that are necessary to operate their business – which "jeopardizes the important financial services they provide, including to persons in underserved markets".
FinCEN reminds banks that not all independent ATM owner or operator customers pose the same level of money laundering, terrorist financing (ML/TF), or other illicit financial activity risk, and not all independent ATM owner or operator customers are automatically higher risk."

Advocating for stiffer ATM crime penalties in every state. 

Awareness of the dramatic increase in ATM related crime is growing.  Although a federal bill increasing penalties for these crimes has been given consideration, it is the states that are leading the way.
Texas passed a bill last year making ATM crime a felony. At the state level, the most recent bill signed into law on April 1 is Kansas HB 483. Damages of $1,500 or more are considered a felony. The seriousness increases in levels up to more than $100,000. Although it had appeared that Missouri passed a similar law (HB 1472), the ATM crime language was amended out of the bill, making penalties applicable to money laundering only.

Bans on Cashless Retail Establishments

Grass roots activity in the effort to require that consumers have the right to pay with cash continue to be quite impressive. Last year, despite the booster-shot that the COVID-19 pandemic provided for the continuation of the "war on cash", a total of 17 states introduced proposals to ban cashless retail establishments.
So far in 2022, nine more states have introduced legislation to require acceptance of cash for in-person transactions at retail establishments.  There are still 11 states that are actively considering bills to require the acceptance of cash for in-person transactions in retail establishments.
Others that have previously implemented such requirements now include Colorado, New York, New Jersey, Rhode Island and Massachusetts (which has had this requirement in place for quite some time). The cities of Washington, DC and Philadelphia have local cashless bans in place.
Although neither the Senate or House has re-introduced the Payment Choice Act, we remain hopeful that Congress will pick up this measure later in the year.

Committee Updates

Check out what's happening with our committee groups:

"The times, they are a-changin' — and so are the platforms"

Those of you who have attended some of our recent meetings have noticed that there are a number of changes. For a start, the GoToMeeting platform that ATMIA has used for quite some time is being phased out.  A few meetings have already been hosted using our new platform, Microsoft Teams. By the end of the year all, meetings will hosted using Teams.
Changes have been made to the meeting invitation process, as well.  Instead of receiving an email with a calendar attachment, committee members  now receive an Outlook invitation to accept or decline. In order to eliminate bandwidth and processing issues, meeting documents will be available as a download link as often as possible.

Get to know our committee groups

Access to ATM committee groups is one of the most beneficial perks of membership. And you have your pick of regional groups, global groups - or both. There are no limits on how many groups you may participate in.  The only restriction is that you can only join regional committees that are part of a region of which you are a member.

U.S.Government Relations Committee (GRC)

The GRC meets regularly to discuss regulatory and compliance issues affecting the industry, from federal, state, and local governments. The next meeting is scheduled for Thursday, September 22 at 11:00am EDT.  Meeting invitations and agendas have been been sent to all committee members. 

ATM Cyber, Software & Encryption Security Committee  (ASA)

This group is an ASA (ATM Security Association) committee, but also open to participation by ATMIA members. Topics addressed focus on cyber fraud security issues and related criminal activity. The next meeting is scheduled for Wednesday, September 28, 2022 at 10:30am EDT. Meeting invitations have been sent to all committee members of record. Agendas will go out shortly.

ATM Cryptocurrency Deployers Advocacy Group

(This group is open to cryptocurrency exchanges and cryptocurrency ATM deployers only.) The Mission of the Cryptocurrency Deployers Advocacy Group, as a global deployers body, is to govern its activities and its working groups in a transparent, non-competitive way. The next meeting is scheduled for Tuesday, October 18, 2022 at 11:00am EDT. Meeting invitations and agendas will be sent to all committee members prior to the meeting.
