New study on Oregon's eviction "safe harbor"

Only 27% of tenants with nonpayment evictions received Oregon's safe harbor protections, according to a study released December 2021 by Dr. Lisa K. Bates, associate professor at Portland State University in the Toulan School of Urban Studies and Planning. She tracked eviction court cases from July to September 2021 to assess the implementation of the state's safe harbor policy. The report: "Oregon's Safe Harbor for Tenants: Rocky Shoals in Eviction Diversion." 

Community embraces collaborative comic book

Portland State University's collaborative comic book project tells the stories of 10 PSU students with lived experience of homelessness through the work of local comic book artists. 

The first 4,000 copies of Changing the Narrative: Student Stories of Homelessness and Housing Insecurity sold out in the first two weeks. The sales generated an estimated $12,000 in earnings for Street Roots vendors selling the publication. A second printing will hit the streets soon. 

The project also had two successful exhibits and is opening a third March 3 at the First Presbyterian Church, 610 SW 13th Ave, Portland. It's free and open to the public.

Those involved in the project— artists, student storytellers, researchers, and community partners — are thrilled by how the community has embraced it. Kacy McKinney, HRAC researcher and instructor in the College of Urban and Public Affairs, led this work in hopes of changing the narrative around student homelessness. She is raising funds to do a second round of stories and publish a book.

Project partners included Street Roots, Independent Publishing Resource Center, and The Downstairs Gallery. The project was made possible through grants from Homelessness Research & Action Collaborative and the Regional Arts & Culture Council, and additional support from the Center for Urban Studies in the Toulan School of Urban Studies and Planning. 

Village How-To Guide available this April 

Researchers at Homelessness Research & Action Collaborative spent two years evaluating the village model in Portland to develop a How-To Guide, which will be released in April.
The guide includes recommendations on unit design, common facilities, site design, social infrastructure, equity, and village neighbors. Researchers include Todd Ferry, Dr. Greg Townley, Dr. Marisa Zapata, Emily Leickly, Lauren Everett, Holly Brott, and Geovani Batista. This research was supported by a grant from the Meyer Memorial Trust.

We're fans of: New Basic Needs Hub at PSU

Portland State University launched a Basic Needs Hub last month where students can find resources like emergency funds, housing, or food assistance all in one location at Smith Memorial Student Union, Suite 435. 
The Basic Needs Hub will offer a mini food pantry, diapers, sleep care kits including earplugs, tea, an eye mask, notepad, floss, pen, and other essentials. Staff will also be able to connect students with other food insecurity options on campus — including the PSU Food Pantry, meal vouchers, the Free Food Market, and SNAP — as well as outside benefits from the county, state, or federal resources. Please share this resource with students.

  • Changing the Narrative of HomelessnessDr. Maude Hines, Portland State University; Dr. Kate DeConinck and Dr. Mike Williams, University of San Diego share new research on discourses around homelessness, the stigmatization faced by people experiencing homelessness, and promising approaches to public education and changing harmful narratives.
