A Message From Lilburn CID Executive Director, Tad Leithead |
Two long-awaited projects at Ronald Reagan are finally coming to life, thanks to the support from Gwinnett County, the Georgia Department of Transportation, SmartRoad Technology, LLC and the Special Purpose Local Option Sales Tax (SPLOST) programs. These entities and programs have enabled Lilburn CID to continue enhancing the district.
Earlier this month, the CID re-elected board members Jim Vaught and Shiv Aggarwal during a Caucus of Electors. Their leadership has been instrumental in guiding our efforts, and their continued involvement will be crucial as we face new projects and challenges. We appreciate their commitment to the sustained progress and innovation of Lilburn CID.
The success of the CID would not be possible, of course, without the help of other individuals such as Lucy McBath, currently the U.S. Representative for Georgia District 7, who will soon be moving out of our district. We are extremely grateful for the initiatives she has completed in Lilburn and beyond. Her efforts in funding local projects have created a lasting impact and secured her legacy in Gwinnett County.
As we welcome summer in Lilburn, our district is home to a variety of activities and events to keep you engaged outdoors. Follow us on social media to stay updated on happenings in our beloved district.
As always, thank you for your continued support of Lilburn CID as we work to improve our community.

The CID board members re-elected Jim Vaught to serve another three-year term on the board. Vaught, who holds Post 2 and serves as the chairman of the Lilburn CID board, has been a resident of the Lilburn area for 29 of his 45 years in Georgia. His extensive career in education includes teaching in DeKalb County Public Schools and serving as a teacher, principal and headmaster at DeKalb Christian Academy.
He played a crucial role in founding Providence Christian Academy, where he acted as headmaster for 25 years. Vaught remains actively involved with Providence on various projects and works with several organizations, including Lilburn CID.

Shiv Aggarwal, a current Lilburn CID board member, was also re-elected for a three-year term. Aggarwal, who holds Post 5, has dedicated 37 years to community service. As president of American Management Services, he founded Global Mall, North America's first indoor South Asian mall, which has become a cultural center for Atlanta's Indian community. Aggarwal supports numerous cultural and nonprofit organizations, serving as president of the Ekal Vidyalaya Foundation's Atlanta Chapter and co-founding the Balvihar Hindi School.
In addition to his role on the Lilburn CID board, he is on the board of the Gateway85 Community Improvement District and is actively involved with the Gwinnett Chamber of Commerce and the Rotary Club of North Druid Hills.

The meeting was also attended by Mayor Johnny Crist, who shared updates on the City of Lilburn with the CID board, followed by CID updates from Tad Leithead. There are many exciting projects on the horizon for both the CID and the City of Lilburn!
It was a pleasure to host Mayor Crist, and we look forward to future gatherings with him in attendance.

Good Things Come to Those Who Wait |
Lilburn CID is thrilled to share that two long-awaited projects are coming to fruition!
The CID identified these two projects as critical infrastructure in 2014 through the Special Purpose Local Option Sales Tax (SPLOST) Recommendation Committee. The initiatives were later recognized as high-priority in the Pleasant Hill Small Area Study funded by the CID.
The projects' completion will enhance safety and mobility for both drivers and pedestrians. These upgrades, totaling $868,000, are funded by the 2014 and 2017 SPLOST programs.

| Pleasant Hill Road at Ronald Reagan Parkway |
This project aims to enhance pedestrian safety by establishing a new crosswalk equipped with a Rectangular Rapid Flashing Beacon (RRFB) at the eastbound entrance ramp of Ronald Reagan Parkway. Additionally, a new sidewalk will be constructed along Pleasant Hill Road beneath the parkway overpass, seamlessly connecting to existing sidewalks on both sides of the intersection. The numerous "wear paths" on the west side of Pleasant Hill Road indicate a high volume of pedestrian traffic, highlighting the need for more sidewalks.
SmartRoad Technology, LLC secured the project contract for $417,803.

US 29/SR 8/Lawrenceville Highway at Ronald Reagan Parkway |
This project involves realigning the eastbound off-ramp at US 29/SR 8/Lawrenceville Highway; allowing for drivers to safely turn around. The improvements on US 29 at Ronald Reagan will boost accessibility for business owners on the west side of the highway and greatly increase vehicular safety. The initiative also encompasses the replacement of the current sidewalk and implementation of drainage enhancements.
SmartRoad Technology, LLC was awarded this contract for $450,241.

“These projects address the primary goals of excellent infrastructure investment. Not only do they increase mobility, but they also enhance safety for vehicles and pedestrians alike,” said Tad Leithead, executive director – Lilburn CID. “Projects like these embody the best of the partnership between the Lilburn CID and the City of Lilburn.”

We are grateful to Gwinnett County, the Georgia Department of Transportation and SmartRoad Technology, LLC, for their invaluable support in completing these projects. These efforts reflect Lilburn CID's commitment to improving mobility, safety and accessibility for all.

Thank you, Lucy McBath – Welcome, David Scott |
As a result of Georgia’s last redistricting, Lucy McBath will be moving from the seventh to the new 13th Congressional District. As she departs from her Duluth office, we would like to extend our gratitude to McBath for the consistent support she has shown to the CID and the Gwinnett community. Her assistance has been instrumental in bringing many local projects to life, and her impact has extended far beyond our county and district.
Just months ago, McBath secured $13 million for local projects in a government funding package. More specifically, she procured $907,047 for the City of Lilburn for the Camp Creek Bank Stabilization Project, aimed at securing the eroding streambank as Camp Creek flows through Lilburn City Park. Additionally, she secured $900,000 for the Lilburn, Lawrenceville and Snellville Police Departments to purchase a platform that allows residents and business owners to voluntarily register their private cameras to aid in police response.
While we are sad to see Lucy McBath leave our district, we look forward to welcoming David Scott. In Congress, David Scott advocates for farmers, jobs, healthcare, education, veterans, children and transportation. He is a senior member of the Financial Services Committee, chairman of the Agriculture Committee and serves on the NATO Parliamentary Assembly. We believe that Scott will quickly become an asset to our district, and we look forward to working alongside him!
