email : Webview : Progress on reforming restitution: Gov. Newsom signs the REPAIR Act (AB 1186)!

Last week, Governor Newsom signed AB 1186, the REPAIR (Realizing Equity while Promoting Accountability and Impactful Relief) Act. AB 1186 ends youth restitution fines, waives uncollectable youth and adult restitution fine debt that is over 10 years old, eliminates wage and trust garnishment, right-sizes financial orders, and ends joint and several liability for youth co-minors. This bill was championed by the Debt Free Justice California Coalition, which focuses on stopping the unfair ways the criminal legal system drains wealth from vulnerable communities.  

California’s current restitution system is broken. It does not meet the financial needs of crime survivors and creates a harmful cycle of debt for those who are ordered to pay. AB 1186 will provide meaningful relief to youth and their families, enabling them to focus on building economic stability. 

We are also excited to share a new blog post, A New Era of Fines and Fees Reform: Tackling Youth Restitution, written in partnership with the National League of Cities that highlights our local approach to addressing juvenile restitution through the AFTER Program (Aims to Foster Transformation & Ensure Restitution). The AFTER Program aims to set both the crime survivor and the young person who caused the harm on a stronger and more economically secure path.
