Dear PSU Faculty:
At midnight on December 21st, the partial shutdown of the federal government went into effect. The closure will affect those agencies that have yet to be funded through the end of federal fiscal year 2019. They include the National Science Foundation (NSF), National Aeronautics and Space Administration (NASA), Environmental Protection Agency (EPA), and the Departments of Agriculture, Commerce, Homeland Security, Housing and Urban Development, Interior, Justice, State, and Transportation. Many, if not all, of their associated websites are not posting updates.

Other than NSF, we have not yet seen specific guidance issued on how the shutdown will affect contract and grant processes. For faculty members that have submitted or are considering submitting to NSF during the shutdown--please refer to this site: Information About the Government Shutdown for NSF Proposers and Grantees.

Agencies that received funding through the end of federal fiscal year 2019 will generally not be impacted by the shutdown. This list is not exhaustive but includes the Departments of Defense, Veterans Affairs, and the following agencies within the Department of Health and Human Services: NIH, CDC, CMS, HRSA, SAMHSA, and AHRQ.

Guidance to researchers:
  • In general, the electronic submission of proposals by SPA will continue, and submission deadlines will not be affected. However, submissions for affected agencies will not be processed during the shutdown (contact SPA for details).
  • For active research projects NOT dependent on agency resources:
    • Unless you are being directed otherwise by the awarding agency, if the research is not accessing agency locations, resources, data, personnel, or additional funding, the work should continue as long as you have available award funding.
    • Research activity beyond the time period or amounts covered by the current award funding received by PSU is not allowed. Exceeding allotted award amounts is not recommended and may not be reimbursed by the sponsor. Colleges/departments will need to cover any budget shortfalls resulting from over-spending.
  • Active research projects which ARE DEPENDENT upon agency resources
    • If the research DOES depend on accessing agency locations, resources, data, personnel, or additional funding, the work must cease until the sponsoring agency's appropriations are reinstated.
  • Federal awards:
    • During the federal shutdown, new awards from affected agencies will not be issued. Awards that have already reached SPA before the shutdown will be processed.
    • Cooperative agreements could be affected if federal participation is required, but not available.
    • When affected agency systems are back online, SPA will resume processing awards affected by the shutdown after any current outstanding proposals affected by a submission backlog are submitted.
  • Contracts:
    • In the unlikely event a sponsor sends a stop-work order, SPA will immediately notify the PI and notify Banner.
    • If you receive a stop-work order, send your notice immediately to SPA.
The Office of Management and Budget (OMB) has published agency contingency plans for expected agency-specific actions.
