2019 FSU Law Faculty Scholarship Brochure
Last month, we published our 2019 Faculty Scholarship brochure to spread the word about the excellent work of our faculty. The brochure provides details on published and forthcoming articles, books, chapters and other scholarship authored by FSU Law faculty members. Our professors are publishing in a wide variety of top law journals and their scholarship is relied upon by policy makers, the legal profession, courts and the media. For more information and highlights, you can peruse the 2019 brochure online. It is with great pride that we publish this annual brochure—working alongside brilliant faculty colleagues is one of the reasons I cherish being dean. As many of you know, our faculty is consistently ranked first in Florida and among the nation’s best in terms of scholarly impact. This translates into countless opportunities for our students and also faculty members serving as national and international experts. Professor Hsu in Israel for Workshop on
Cost-Benefit Analysis

FSU Law D’Alemberte Professor Shi-Ling Hsu will be part of a distinguished panel of experts conducting a workshop in Israel that will take place December 9-10, 2019, at Bar Ilan University. The four-part workshop, “Cost-Benefit Analysis and Regulatory Impact Analysis: Government Practice and Implementation Issues,” will focus on the use of cost-benefit analysis in environmental law. The panel will include John D. Graham, the former head of the U.S. Office of Information and Regulatory Affairs under President George W. Bush and dean emeritus at the Indiana University School of Public and Environmental Affairs; Cary Coglianese, the Edward B. Shils professor of law and director of the Penn Program on Regulation at the University of Pennsylvania; Oren Perez, dean at Bar Ilan University Faculty of Law; and Professor Hsu, who is an expert in environmental and natural resource law.

In addition to providing some background and training on cost-benefit analysis, the workshop will include a roundtable discussion with officials at the Israeli Ministry of Environmental Protection, who will discuss applications of cost-benefit analysis to pressing environmental problems in Israel. “This is an exciting opportunity not only to convene top experts in the world on cost-benefit analysis, but to apply expertise to on-the-ground problems in Israel,” said Professor Hsu. “We feel very fortunate to have a partner at Bar Ilan University Faculty of Law for this event.”
Alum Profile: Martha H. Chumbler (’78)
Martha Chumbler
Martha H. “Marti” Chumbler, who is of counsel at Carlton Fields in Tallahassee, recently was named chair of the American Bar Association Section of State and Local Government Law. Chumbler practices primarily in the area of state administrative law and has substantial experience in public procurement by state and local agencies and in protests of government procurement decisions. Her experience incorporates significant involvement with state and local taxes, licenses, permits, land use, public records and open meetings, and environmental matters. She also represents clients in challenges to the rules and policies of state agencies. Chumbler is board certified in State and Federal Government and Administrative Practice and previously chaired The Florida Bar’s State and Federal Government and Administrative Practice Certification Committee. She also serves as a guardian ad litem.

Student Profile: 3L Freddelle Menard

Field of Law Sought: Criminal law, but open to learning and mastering additional areas of law

A native of Brooklyn, New York and Miami, Freddelle “Freddie” Menard earned a bachelor’s degree in philosophy with a minor in criminal justice from Florida A&M University. She will be graduating from the College of Law in December 2019. This summer, Menard was a certified legal intern for the Misdemeanor Division “P” of the Florida Office of the State Attorney, Fifteenth Judicial Circuit. She represented the state in various court proceedings, handled her own caseload of misdemeanor cases, conducted discovery, drafted and argued motions, engaged in plea negotiations with opposing counsel, created voir dire and direct/cross examination questions, and participated in trials. From October 2018 to May 2019, Menard was a legislative intern for the Florida House Appropriations Committee. She provided bill analysis and research to assist with bill drafting, among other budget and policy-related tasks. During the summer after her 1L year, Menard clerked for the Florida Department of Children and Families, where she handled dependency cases for Leon, Gadsden and Jefferson counties, assisted attorneys with litigating termination of parental rights for abused and neglected children, attended hearings and trials, and drafted court orders and dependency petitions. Before attending law school, Menard worked as an administrative assistant for the Florida Senate Appropriations Committee. While at FSU Law, Menard attended the FSU Summer Program in Law at the University of Oxford in England. She is a member of the FSU Law Moot Court Team and is currently the intramural co-chair. Menard is a member of the Black Law Students Association (BLSA) and was vice president during her 2L year. She also chaired the BLSA Mock Trial Team last year. Menard serves as a student ambassador for the FSU Law Admissions Office and was a peer mentor for this year’s incoming 1L class. Menard is the recipient of a T.J. Reddick Bar Association Henry Latimer Scholarship, an FSU Law Public Interest Scholarship, and The Florida Bar Young Lawyers Division Scholarship.
