2019-20 Budget Update 

The Toronto District School Board is projecting a budget shortfall of $67.8 million for 2019-20. The shortfall is the result of Ministry of Education grant reductions of $42.1 million and a TDSB annual structural deficit of $25.7 million.

Recently, staff provided Trustees with a proposed balanced operating budget for the upcoming school year. Trustees are now considering the proposed budget reductions at various committee meetings and may make changes to the proposed budget before it goes for final discussion and approval at the June Board meeting. Please note that changes made to the proposed budget are not final until approved by the Board. Trustees have also received written submissions and in-person presentations from parents, students and staff over the past two weeks.

Chair Writes Letter to Minister of Education: Outlines Seven Decisions the Minister Could Make to Support Students

On Friday, May 31, Chair of the Board Robin Pilkey wrote to the Minister of Education Lisa Thompson asking her g overnment to consider a number of decisions that would support students and cut-back the anxiety expressed by students, parents, guardians and school boards across the province.

BOARD MEETING NOTES
P042, Appropriate Dress Policy Review, Phase 5 [3627]

The Board approved (16.1, 5) revisions to P042 and officially changed the name of the policy to P402, Student Dress Policy. The new policy will come into effect in September 2019. For more information, please refer to the web story and the online Questions and Answers.

TDSB EarlyON Child and Family Centres, Financial Status Report [3638]

The Board decided (16.2, 8) that the City of Toronto be requested to assume all aspects of the EarlyON child care programming as soon as possible. This is due to the fact that the Board is facing unprecedented financial pressures, including a $500,000 projected deficit in the EarlyON program for the 2019-20 school year.
Funding Professional Development for all Staff

Trustees decided (16.2, 24) that funds be allocated throughout the system to ensure all staff involved in the education and well-being of students are provided with the necessary skills and training required to: 
  • address the diversity of learning, social, emotional, special education and all disability-related needs that exist in TDSB school communities, including the neighbourhood school and in the regular education classroom.
The training must also not only include workshops and online courses, but job embedded training for teachers and support staff from the various professionals available within the TDSB.
Letters From the Chair of the Board

The Board approved that the Chair of the Board Robin Pilkey will write to the: 
  • Ministers of Government and Consumer Services and Education regarding the Board’s concerns with the Centralized Procurement Initiative: Introduction of Interim Measures;
  • Minister of Education to request approval to commence an accommodation review of York Memorial Collegiate Institute and George Harvey Collegiate Institute based on the exigent circumstances caused by the fire;
  • Minister of Education in response to the Minister’s offer to work with school boards as partners in education and to ask for the Minister to reverse several decisions that could reduce the boards budget shortfall for the upcoming school year; and 
  • Department of Justice to support the recommendations of the City of Toronto’s Board of Health, which are consistent with the Board’s policy, currently under development, Restrictions on Alcohol, Drug and Tobacco Use.
Appointments to Committees

The Board appointed (15.1, 1) Trustee Dan MacLean to serve as a Director of the Toronto Lands Corporation for the term ending on November 14, 2019.

The next regular Board meeting is scheduled for Wednesday, June 19, 2019.
