Share Your Feedback on Proposed Licensing Law Changes |
| |
|
PAR is proposing major changes to the Pennsylvania real estate licensing law, and want member's feedback on the potential changes. For more information and to provide input, please visit PARealtors.org/RELRA. Any member may submit comments through the feedback survey, which is open until October 31, 2025.
These proposed revisions aim to modernize several key areas of the licensing law, including real estate teams, advertising and licensing requirements that reflect the evolution of our industry. The goal is to ensure the statute more accurately aligns with the current realities of real estate practice across the commonwealth.
The recommendations are the result of more than two and a half years of work by the RELRA Task Force. Once the task force completed its work, the proposed recommendations were handed off to PAR’s Legislative Committee. After extensive discussion and review, the committee voted to move forward with a comprehensive effort to modernize the licensing statute.
The committee’s recommendations are broken down into nine sections, covering different aspects of the current licensing law. Members can review all the recommendations, but some of the most notable include the following:
The Legislative Committee is proposing the creation of a provisional license category for all new licensees which would require additional continuing education coursework post licensure. Provisional licensees would be subject to certain restrictions while holding this license.
Another major recommendation is to define “advertising,” which is not currently addressed in the statute, and a shift to use a license number in place of brokerage phone number in advertising.
The committee is also making several recommendations for real estate teams, as teams are not currently addressed in the statute. These include: defining a team, requiring each team to have a “team supervisor” who would have some level of administrative and supervisory responsibilities. Team supervisors can be brokers, associate brokers or real estate salespersons who complete 60 hours of broker continuing education (Real Estate Office Management and Real Estate Law) and have transactional experience equivalent to one-half of the amount of experience needed to sit for the brokers exam. Additionally, requiring that each real estate team have a unique license number tracked by the Department of State.
Any major changes to the licensing law will have a serious impact on the real estate industry across the commonwealth. Your feedback will help guide the final recommendations that will be presented to PAR’s Board of Directors.

SRA: East Vincent Delays Adoption of Data Center Ordinance
|
|
|
|
East Vincent Township supervisors have delayed the adoption of a new ordinance regulating data centers. Township solicitor Joe Clemente explained that so much feedback had been provided on the draft from consultants, local group East Vincent Advocacy and the office of state Sen. Katie Muth (D-44), that they chose to continue refining the proposed ordinance rather than adopt an imperfect one and immediately begin making amendments. Also key to the decision was the news that passage of House Bill 502 was not as imminent as supervisors had initially believed. That bill, among other things, had the potential to regulate data centers, taking it out of the hands of local townships, unless they already had an ordinance on the books. There have been discussions on the subject starting in May, but at a special town hall meeting on Sept. 10, the supervisors outlined the possibilities under consideration for the former Pennhurst site, including a data center and tire-burning plant. Township Manager Robert A. Zienkowski said the tire burning portion of the proposal “is an absolute no-go. It’s not going to happen.” Spring City Mayor Adam Alberico told the East Vincent supervisors that a data center developer should pay for any new equipment and training first responders would need to deal with any emergency at the site.
