and sunshine!
In addition to flowers, May also kicks off construction season. Be sure to travel carefully through our community, especially around construction zones.
Hydrant flushing starts May 11 and continues through May 18. This important work maintains the quality of the Town's water and its distribution system. We appreciate your patience.

The Town is participating with several community partners to gather information about Constitution Trail. Read on to learn more and take the survey.

Work at College Avenue & Landmark Drive |

Thank you in advance for your patience as work begins on planned improvements at the intersection of College Avenue & Landmark Drive.
This $2.7 million project will install new traffic signals at the intersection and increase the intersection's capacity, efficiency and safety. Please use caution when driving in and around the area.

At the May 5 Council meeting, newly- and re-elected officials were sworn in. The mayor and following council members will serve terms from 2025-2029.

On May 5, the Normal Town Council also took the following actions:

- Awarded a contract for the 2025 Sump Pump Discharge and Storm Sewer Improvements Project
- Renewed the Town’s participation in the Municipal Insurance Cooperative Agency (MICA) Insurance Program for plan year 2025-26

Extended the moratorium on Short-Term Rentals to July 1, 2025 to allow the Town to respond to any new land-use laws currently pending in the state legislature
- Vacated easements and conditionally approved the re-subdivision of Lots 367-368 in the eleventh addition to Vineyards Subdivision, permitting the construction of a larger home

Initiated the process to update the zoning code by directing the Planning Commission to begin the public input process
| | The Town of Normal maintains more than 20 miles of Constitution Trail within the Town's boundaries.

Summer Hours: Beginning May 5, Public Works crews began working 6 a.m. to 2 p.m. Make sure any items for collection are placed on the curb no later than 6 a.m. the day of collection. Read the news release.
Electronics Recycling: Hours at this facility change to 6 a.m. to 1:30 p.m. Monday through Friday, and 8 a.m. to noon on first Saturday of each month (excluding holidays). Learn more on the Town's website page.
Hydrant Flushing: This is performed to remove sediment and improve the overall water quality of our distribution system. The spring hydrant flushing schedule kicks off May 11 and continues through May 18. View the Hydrant Flushing Map to see when this will be done in your neighborhood.

Bike BloNo, the City of Bloomington, Friends of the Constitution Trail, the Lake Run Club, McLean County, McLean County Wheelers and the Town of Normal partnered to safeguard the long-term enjoyment of the Trail.

| Education and awareness are crucial for promoting safety and respect among Constitution Trail users.
Your feedback, along with additional trailside activities this summer, will shape Constitution Trail education and awareness efforts designed to foster a culture of safety and courtesy, minimize conflicts and enhance the user experience.

May is National Bike Month |
The Town of Normal celebrates National Bike Month and all the ways people bike.
Whether riding for fun, fitness or with family, or taking essential trips to work or shop, bicyclists are part of the process to create safer streets, connected communities, a healthier planet and happier people.
The Town's Annual Report regularly includes a Bicycle-Pedestrian Plan Update. The update provides statistics on annual crashes. Did you know ... in 2024, 17 crashes involving cars and bicyclists occurred?
Learn more on pages 159-170 of the Annual Report, including information about bicycle-related infrastructure improvements made in 2024 (page 164).
