Attorney General Jeff Landry's Office argued before the U.S. Fifth Circuit Court of Appeals, defending the rule of law and thousands of our neighbors who ply their trade in the horse industry. At issue was HISA – the Horseracing Integrity and Safety Act which was passed on December 22, 2020 in the dark of night and tucked into the COVID relief package. It's an attempt to federalize horse racing, an industry the State of Louisiana has regulated for two centuries.
