Compliance Notice: HOTMA, Post 15 LIHTC projects, and Final HOME Regulations |
A few updates are being announced for the compliance of National Housing Trust Fund, Housing Tax Credit, and HOME Programs. Please see the following updates:

IFA is requiring that all LIHTC, HOME, and NHTF projects begin implementing HOTMA with the latest IFA forms starting January 1, 2026. IFA will have a grace period on uncorrected issues through July 1, 2026. Please note this HOTMA implementation requirement will not include projects with Section 8 project based rental assistance at this time.

For post 15 LIHTC projects only, IFA has begun using the Section 8 Management and Occupancy Reviews (MOR) and physical inspection reports that are done for IFA’s Section 8 Contract Administration portfolio. IFA will not perform separate inspections with Safe Building or audit tenant files that have met their initial compliance period for these projects. HOME and NHTF projects that have not met their applicable affordability periods will continue to be inspected by Safe Building with files audited by the Asset Management team. Note that all projects must continue to complete the Annual reporting process each year.

IFA has begun working with Costello Compliance to incorporate the latest changes to the HOME program in the Compliance Manual. IFA will provide an update once that is completed.
