HOTMA Guidance - Iowa Implementation Update |
On December 30, the U.S. Department of Housing and Urban Development (HUD) announced an extension of the Housing Opportunity Through Modernization Act (HOTMA) compliance deadline to January 1, 2027. While the federal compliance date has been extended, HUD has also provided flexibility for grantees that are prepared to implement HOTMA requirements earlier to do so.

What This Means for Iowa Programs |

|
Federal Housing Tax Credit, HOME, HOME-ARP and National Housing Trust Fund
|
As previously announced, projects awarded under these programs will begin implementing HOTMA using the most current Iowa Finance Authority (IFA) forms effective January 1, 2026. IFA will allow a grace period for uncorrected compliance issues through July 1, 2026.
At this time, this HOTMA implementation requirement does not apply to projects with Section 8 project-based rental assistance.

Community Development Block Grant, Emergency Solutions Grant, and Housing Opportunities for Persons with AIDS |

Implementation of HOTMA for these programs will be extended to a later date. Additional guidance will be issued when available.
