Catherine Cortez Masto and Kamala Harris Intro Bill to Immediately Reunite Separated Families
Senators Catherine Cortez Masto (D-NV), Kamala Harris (D-CA), and Jeff Merkley (D-OR) introduced the Reunite Every Unaccompanied Newborn Infant, Toddler and Other Children Expeditiously (REUNITE) Act, a bill to immediately reunify all families and establish a permanent system of coordination between agencies and non-governmental organizations to protect detained immigrants with children. There are currently approximately 2,600 children still separated from their families who remain at risk of short and long-term health impacts as a result of the trauma they’ve experienced. "Three weeks ago, I traveled to the US-Mexico border in an attempt to gain access to the facilities where the Trump administration is holding immigrant children. While I was prohibited from entering these child-detention facilities, I did have the opportunity to speak to detained immigrant parents. I promised them that I would do everything in my power to reunite them with their children,” said Cortez-Masto. “I’m introducing this bill to make good on that promise.” Last month, a judge gave the federal government a July 10th deadline to reunite children under the age of 5 with their parents and a July 26th deadline for children ages 5 and older. The REUNITE Act requires, among other things, Homeland Security and Health and Human Services Secretaries to publish guidance describing how they will reunify families including how to ensure no-cost contact between parents and children, access to children by legal counsel and other advocates, and unannounced inspections by child welfare organizations. It also creates a presumption that parents will not be deported until their child’s immigration proceeding is over or the child turns 18 and redirects $50 million in appropriations from ICE Enforcement and Removal Operations for enforcement of the measure. "This is a crisis created by this administration and has resulted in thousands of children being ripped from their mothers and fathers," Harris said. "Government should be in the business of keeping families together not tearing them apart. A stunning lack of transparency and accountability has left thousands of children in need of reunification. Joaquín Castro Presses Defense Secretary on Foreign-Born Recruits Being Terminated from Military
Congressman Joaquín Castro (D-TX), a member of the House Foreign Affairs Committee and House Permanent Select Committee on Intelligence, and First Vice Chair of the Congressional Hispanic Caucus, requested more information from Defense Secretary James Mattis regarding recent reports that the military is discharging immigrant reservists and recruits who enrolled under the Military Accessions Vital to National Interest (MAVNI) program. The NYT recently reported that a growing number of foreign-born recruits who joined the U.S. military through the MAVNI program are being terminated before they can qualify for citizenship. Lawyers for the recruits say at least 40 have been discharged in recent weeks and thousands more are stuck in limbo -- currently enlisted but unable to serve -- and may also be forced out. “It is concerning that the military would discharge these individuals, seemingly without explanation, and subject them to deportation,” Castro said. “Oftentimes, these recruits wait years before they are cleared for basic training due to enhanced security screenings. These long wait periods subject them to expired visas, leaving their futures in the balance.” More than 10,000 troops have joined the military through the program — almost all of them in the Army. MAVNI was an entry point for personnel with critical language or medical skills who were in the U.S. temporarily, such as through student visas, or here seeking asylum. Most of its participants came from overseas -- Africa, Southwest Asia, China, India, and Eastern Europe -- places where the U.S. had a need for those language skills. Black Lawmakers Chide Education Secretary Over Plan to Delay Obama-era Rule On Special-education Students of Color
Congressional Black Caucus members are concerned that portions of the Individuals with Disabilities Education Act (IDEA) -- legislation that ensures students with a disability are provided with Free Appropriate Public Education -- are being disregarded. The Trump administration has delayed by two years the implementation of an Obama-era rule that is intended to address the disparities in the treatment of students of color with disabilities. The regulation established a standard approach that states must use to assess whether students of color are 1.) disproportionately identified for special education, 2.) disproportionately placed in more segregated settings, and 3.) disproportionately disciplined. CBC Chairman Cedric L. Richmond (D-LA), CBC Education and Labor Task Force Co-Chairs Congressman Danny Davis (D-IL) and Congresswoman Frederica Wilson (D-FL), and Congresswoman Yvette Clarke (D-NY) sent a letter to Education Secretary Betsy DeVos and Assistant Secretary of Education Johnny Collett, criticizing the delay. “We are deeply troubled by the Department’s response to comments and justification of the delay asserting that racial bias does not exist in special education. Further we are concerned with the Department's oversight process to ensure compliance with IDEA’s requirement that state and local education agencies act to address significant disproportionality in the absence of any regulation,” the members wrote. Students of color have historically been marginalized in the education system through questionable special education placement, classification, and/or disciplinary outcomes as compared to their white counterparts. Lisa Blunt Rochester Intros Workplace Harassment Bill
Congresswoman Lisa Blunt Rochester (D-DE) is introducing a bipartisan, bicameral, and comprehensive bill to address workplace harassment. The Equal Employment Opportunity Commission (EEOC) estimates that 90% of individuals who say they have experienced harassment never take formal action, such as filing a charge or complaint. And roughly three in four never speak to a superior about the conduct. In many workplaces, there is an expectation of silence reinforced by non-disparagement and non-disclosure clauses (NDAs) in their contracts that employees are effectively forced to sign as a condition of their employment. The Ending the Monopoly of Power Over Workplace harassment through Education and Reporting (EMPOWER) Act aims to address this by prohibiting non-disparagement and NDAs in workplace contracts. The bill requires public companies to disclose numbers of settlements and judgments to the SEC, and establishes a confidential tip-line for reporting at the EEOC. It also reforms the tax code so that survivors aren’t penalized and taxpayer money doesn’t subsidize payments for harassment claims, among other provisions. Rochester is joined in introducing the legislation by members Lois Frankel (D-FL), Ted Poe (R-TX), Jerry Nadler (D-NY), and Barbara Comstock (R-VA). Oprah Among the Donors Who Gave $1 Million to Obama Foundation
Oprah Winfrey has donated at least $1 million to the Obama Foundation. The exact amount of the Oprah donation is not known because the Obama Foundation only posts broad ranges of gifts each quarter. This was her first gift to the Foundation. The organization usually provides donor giving details in what had been, up until this year, its May annual IRS filing which covered contributions for the previous year. But the Foundation has delayed filing its IRS 990 report, telling the Chicago Sun-Times that more preparation time was needed. In April, the Foundation had listed 47 gifts of at least $1 million. On Monday, there were 56 contributions of at least $1 million. Oprah was joined by one of the wealthiest families from Boston and a foundation representing one of the country’s most prominent African American billionaires in giving the largest new financial gifts to the Obama Foundation in the second quarter of the year. The foundation bearing the name of Reginald F. Lewis -- a Harvard Law School alum who became one of the nation’s richest businessmen and died in 1993 -- is listed among the newest, large-scale donors. In addition, Amy and Joshua Boger, The California Endowment, the Fidelity Charitable Fund, The Parker Foundation, the John & Jacolyn Bucksbaum Family Foundation, and Barbara Schmidt are listed as having recently given more than $1 million each. John Rogers, Ariel Investments Founder and Obama Foundation board member, was also listed among the contributors. The largest group of donors are people who have given less than $10,000 each. The Foundation is expected to break ground on the center in Chicago later this year. More here.

NFL Player’s PAC Raises Cash for Democrats and Republicans
The National Football League Players Association's One Team PAC is hosting a fundraising lunch today for Ohio Congressional candidate Anthony González, a Republican and former Indianapolis Colts receiver. The PAC maxed out in May to Colin Allred, the former Tennessee Titans player who's challenging Congressman Pete Sessions (R-TX). The PAC is a first for the labor group and the only one among the major U.S. sports unions. Pros from all 32 teams donated to the PAC late last year, giving nearly $700,000 on a single day. The Association’s chief DeMaurice Smith, who made the maximum donation, said the PAC will allow the Association to have a voice in ongoing legislative fights, such as efforts at the state level to guarantee players access to workers' compensation benefits. Eric Winston, the Association's President and an offensive tackle for the Cincinnati Bengals, said about 90% of players have donated to the PAC. "It's not just three guys donating big checks," he said. "We’ve educated and tried to let guys know over the years, ‘Listen, this is how the NFL plays, this is how other people play, and we’re going to have to play on these different fields,' " Winston said. "The political field is one of them, and the PAC will allow us to be able to move the needle on issues that we care about.” From late May to mid-June, the PAC donated money to six politicians, including four Republicans and two Democrats. Linda Sánchez Announces Run for House Democratic Caucus Chair
House Democratic Caucus Vice Chair Linda Sánchez (D-CA) announced that she will seek the position of Caucus Chair in the 116th Congress. She made the announcement in a letter circulated to colleagues on Tuesday. “I am encouraged by the conversations I have had with many members about continuing that work, and I am pleased to announce that I will run for House Democratic Caucus Chair for the 116th Congress,” she wrote in the letter obtained by The Beat DC. Though others have expressed interest in running for the position, Sánchez beat them to the punch as the first to announce. As a former Chair of the Congressional Hispanic Caucus and the highest-ranking Latina in Congress, she’s likely to have the support of the 31-member group if no other CHC member enters the race. She has openly and defiantly called for a leadership overhaul for months, saying it’s time for a generational change at the top of the Caucus. “I want to be part of that transition because I don’t intend to stay in Congress until I’m in my 70s,” she said to reporters last week. Dem leadership Nancy Pelosi (D-CA), Steny Hoyer (D-MD), and Jim Clyburn (D-SC) are all in their late 70s and have been in their jobs for more than a decade. “I am glad that we have begun to have conversations about how the Caucus should function to give every member increased opportunities,” Sánchez wrote in her letter to colleagues. “Leadership is about serving others, not serving yourself. As Caucus Chair, I will continue to work collaboratively and inclusively to utilize the full range of talent on our team.” More here.

DNC Names New Chief of Staff to Tom Pérez
Michael Tyler is being promoted to the role of Chief of Staff to DNC Chair Tom Pérez. He most recently served as the Spokesperson and National Press Secretary for the DNC. Tyler was elevated to the position of Spokesperson in 2017 after serving as a communications staffer on Pérez’s campaign for the chairmanship. The Atlanta native first joined the DNC in 2015 as the Director of African American Media. Prior to joining the DNC, the Georgetown University graduate was the Communications Director for former Senator Russ Feingold’s unsuccessful re-election campaign in 2016. The 31-year-old was also the Director of Communications for the Atlanta City Council and previously served as a field organizer on Barack Obama’s 2008 presidential campaign in Virginia. “I’m thrilled for this opportunity to help elect Democrats up and down the ballot. As Tom’s chief of staff, I’ll be working day-in and day-out with the chair as we lift up Democrats across the country, put our values into action, and put our party in the best position to win in November," Tyler said to The Beat DC. "The Democratic Party is back and our base communities are at the heart of our resurgence. I couldn’t more excited for this new role and for our party’s future as we head into the most important midterm election of our lives.” He assumes the new position as the DNC’s Unity Reform Commission (URC) on Tuesday voted to advance new rules that would make superdelegates significantly less powerful. Writer and culture critic Jamilah Lemieux has joined New York’s gubernatorial candidate Cynthia Nixon’s campaign as a Communications and Engagement Advisor. Lemieux previously served as the VP of Men’s and Lifestyle Programming at NewsOne, where she spearheaded the creation of CASSIUS, a progressive digital lifestyle platform powered by young, Black content creators. Prior to joining NewsOne, the Chicago native was the Senior Editor of Digital at EBONY Magazine where she helped re-launch EBONY.com in 2012, and later became the Senior Editor for the print EBONY Magazine in 2015. The 2007 Howard University grad and member of Alpha Kappa Alpha Sorority, Inc. has had bylines in a host of print and digital properties, including Mic, Essence, The Guardian, Colorlines, The Washington Post, The Nation, and Jezebel. She has also been a commentator on CNN, BET, and MSNBC, as well as The Daily Show with Trevor Noah, MTV2’s Uncommon Sense, and more. Nixon will face incumbent Governor Andrew Cuomo in the September 13th Democratic primary. Cuomo has a huge cash advantage with $31.1 million in the bank compared with about $660,000 for Nixon. Univisión Leadership Shake-Up Continues
Isaac Lee, Univisión and Televisa’s joint Chief Content Officer, announced on Tuesday that he was resigning from the Spanish-language news company effective immediately. Lee has been with the media giant for over seven years and is departing to start his own television production company. At Univisión, Lee created the Los Angeles-based premium content development and production hub, Story House Entertainment, which produces scripted and non-scripted programming in English and Spanish. The Colombia-born son of immigrants is also the architect behind Univisión’s Fusion project, including the purchase of Gizmodo (and other Gawker-affiliated sites), The Onion, The Root, and others. News of Lee’s departure comes after Univisión announced its plans to sell many of these sites, as we told you on Monday. Televisa executive Patricio Wills will take over Lee’s duties as head of content. Before joining Televisa, Wills was the Executive Director and Partner of Productions RTI Colombia, President and Creator of Telemundo Studios, and in 2016 he created, along with Univisión, W Studios, a production company of which he is still President. Lee’s exit is the latest in the shake-up at Univisión -- the former head of Univisión, Randy Falco, and Entertainment President Lourdes Díaz both stepped down in June. More here.

Poynter Honors Lester Holt with Lifetime Achievement Award
Lester Holt, the first African American anchor of NBC Nightly News, will be awarded the 2018 Poynter Medal for Lifetime Achievement in Journalism at Poynter’s annual Bowtie Ball in St. Petersburg, FL in December. The California native joined NBC News in 2000 and is known for his outstanding work in the field, reporting, and anchoring both locally and around the world. He’s covered everything from terrorist attacks in Manchester, Brussels, and Paris to natural disasters in Japan and Haiti. He’s reported on the Iraq and Afghanistan wars and led coverage of presidential elections. Holt’s one-on-one with Donald Trump in May 2017 stands as the most consequential interview of the Trump presidency after Trump told Holt that the firing of former FBI head James Comey was tied to the Russia investigation. The 59-year-old joined NBC News after nearly 20 years of working in local TV news at WBBM-TV in Chicago, WCBS-TV in New York City, and sister station KCBS-TV in Los Angeles. Kamala Harris Lands Book Deal
Senator Kamala Harris (D-CA) has scored a book deal. Penguin Press announced Tuesday that it will publish Harris's book, The Truths We Hold: An American Journey, in January 2019. The title will delve into what Harris sees as "the core truths," and will recount her upbringing as a child of immigrants. The announcement fuels speculation that the 53-year-old is pondering a White House run. The Senator has said she is focusing on current issues and not thinking about the 2020 race. Scott Moyers, the VP and Publisher of Penguin Press, praised Harris’s “authentic” voice and said her backstory was especially compelling, including her “fascinating and formidable” mother, who was the first person in her family to leave India. New Orleans Can Keep Katrina Grants
Congressional Black Caucus Chair Congressman Cedric Richmond (D-LA) says New Orleans can keep $2 billion in Federal Emergency Management Agency (FEMA) grants approved to fix sewers and water pipes damaged by Hurricane Katrina. A Department of Homeland Security audit last July said FEMA should take back the money. It said the pipes were in bad shape before the 2005 storm, and the city couldn’t prove damages were disaster-related. Richmond says the Department recently told its Inspector General’s office to close the audit recommendations without further action. "I said all along that the OIG's conclusion was simply wrong. I'm glad that the Department agreed with what countless experts, local officials, and my colleagues in Congress knew instead of Monday-morning quarterbacks who showed up years after the disaster," Richmond said. Mayor LaToya Cantrell says she’s glad to have the matter resolved, and looks forward to moving ahead quickly with the work. Nydia Velázquez and Yvette Clarke Demand ICE Release Couple Detained While Visiting Family at U.S. Military Base
NY Dems Congresswomen Nydia Velázquez and Yvette Clarke are demanding that ICE officials release a couple detained while visiting family on a military base. The couple, Margarito Silva and Concepción Barrios, both longtime Brooklyn residents and Mexican immigrants, intended to celebrate the Fourth of July holiday with their daughter and son-in-law -- a sergeant in the U.S. Army at Fort Drum army base. But upon presenting their municipal IDs to the guards, they were detained by ICE, and are being held in custody in Buffalo. In a letter penned to ICE Director Thomas E. Feeley, the lawmakers pushed for the couples’ release, citing that not only does the couple have a clear criminal record, but that the arrest “raises significant concerns,” given the health considerations of the detainees, and the relationship to the soldier whom they were there to visit. “Continued arrest is likely to impose significant medical hardship on the couple—your agents have had to store medication and receive specially prepared meals from the family. It is our view that the family has not received enough assurances that such practices will continue, or that appropriate accommodations will be provided consistently if the family exercises their available legal options while under ICE detention,” the letter reads. The Silvas are the second immigrants to be detained at a U.S. military base in New York in just over a month after presenting military police officers with municipal IDs. On June 1st, ICE agents detained Pablo Villavicencio-Calderón, an Ecuadorian pizza delivery-man from Queens, after he attempted to make a pizza delivery at Fort Hamilton in Brooklyn. More here.
