Marco Rubio Wants to Spring Forward, Barack Obama Battleground Brackets, and Elijah Cummings in Recovery
Subscribe
The president’s Twitter account did not announce any new firings this morning. It did, however, announce a hire. CNBC contributor Larry Kudlow has accepted the post of National Economic Council Director, replacing Gary Cohn, who stepped down last week. Meanwhile, according to reports, there is no job security among Cabinet members and senior administration officials as the revolving door at the White House keeps spinning like rims on a Cadillac. On the Hill, a $1 trillion-plus omnibus funding bill that was supposed to be on the House floor today won't be voted on until next week, as Congress pushes against a March 23rd deadline to fund the federal government. Areas of contention include DACA, the border wall, funding for Planned Parenthood, and Obamacare stabilization funds, among a host of other issues. And in Pennsylvania, it’s official. The Dems took Pennsylvania's 18th Congressional District, although the GOP candidate, Rick Saccone, has yet to concede to Conor Lamb. In a #ThrowbackThursday reminder: Alabama Republican Senate candidate Roy Moore has yet to concede defeat in his race as well. Meanwhile, Senator Doug Jones (D-AL) is entering his third month in office. In global news, Donald Trump bragged at a Missouri fundraiser about giving Canadian Prime Minister Justin Trudeau fake facts about trade, insisting that the U.S. has a deficit with Canada, though he had no idea whether that was true. According to Trump’s own trade representatives, the U.S., in fact, has a surplus with Canada. Elsewhere in the world, New Zealand's second-ranking envoy to the U.S. asked Democrats in a tweet to "please get your shit together or we will all die." The tweet was in response to an op-ed in The Hill suggesting that Senators Bernie Sanders (I-VT) and Elizabeth Warren (D-MA) could form a winning presidential ticket in 2020. We’re halfway through March and get your umbrellas ready. It looks like April showers may get Stormy. 60 Minutes could tell adult film actress Stormy Daniels’ story about her alleged affair with the president as soon as Sunday. Don’t toy with us, CBS. Speaking of toys, the retail giant Toys R Us is planning to sell or close all 800 of its U.S. stores, affecting as many as 33,000 jobs as the company winds down its operations after six decades. Okay, we’re dark tomorrow so, barring breaking news, we’ll be back on Monday. Until then, we’re leaving you with this...
  • Congressman Elijah Cummings (D-MD) recovering at home amid health issues.
  • Senator Marco Rubio (R-FL) wants to spring forward, not fall back.
  • Senators Catherine Cortez Masto (D-NV) and Kamala Harris (D-CA) push for more anti-opioid addiction funding in Native American communities.

Catherine Cortez Masto and Kamala Harris Press for Funding to Address Opioid Epidemic in Native American Communities
Senators Catherine Cortez Masto (D-NV)
and Kamala Harris (D-CA) joined in a letter led by Senators Heidi Heitkamp (D-ND) and Tom Udall (D-NM) that urges Senate leaders to prioritize funding to address the ongoing opioid epidemic in Native American communities. “Many tribes have dedicated their own resources to improve access to treatment and recovery services for their members, but they continue to struggle to find further resources to address the secondary impacts of addiction in their communities—especially, the impacts on children and families of individuals fighting addiction,” the Senators wrote. “As more children are removed from their homes due to their parents’ addiction issues, foster care systems and kinship care networks are strained ... Funding to address the crisis must take a holistic approach and support these families and communities to put them on a path to healing and improve outcomes.” The Senators pointed to the steep increase in opioid overdoses on reservations and the pressing need for strengthened federal support to address long-term recovery efforts and prevent further deaths. They also addressed the opioid epidemic’s strain on tribal resources and the need for increased resources to support families and children in affected communities. More here.
Rubio Only Wants to Spring Forward, Not Fall Back
After springing forward last weekend, Senator Marco Rubio (R-FL) wants to make sure the country doesn’t fall back. On Thursday, the Senator introduced the Sunshine Protection Act, legislation that would make Daylight Saving Time (DST) permanent across the country. He says making DST permanent for the nation would benefit the economy, including the elimination of a substantial economic decline that comes every November when clocks move back. He cites a study by JP Morgan Chase, which found that there is a drop in economic activity of 2.2% – 4.9% when clocks move back. Rubio also says it will reduce childhood obesity, according to studies which found that children have more hours of physical activity during DST. Rubio adds there will be fewer car crashes involving pedestrians, thanks to the extra daylight. Lastly, he cites a positive impact on wildlife conservation. A collaboration of 16 experts who studied DST’s impact on wildlife across the United States, Europe, and parts of Australia concluded that DST reduces the number of vehicle collisions with wildlife by 8-11% by shifting normal traffic patterns to an hour off from nocturnal wildlife’s behavior. Makes sense that the Senator from the Sunshine State is advocating for more sunshine. However, some on the left have derided the Senator for focusing on a menial issue in the wake of the gun debate that has rocked his state and the nation. More here.
Grijalva Calls Foul on Big Game Hunting Decision
The Trump administration is lifting the ban on importing sport-hunted elephant trophies from several African countries, in spite of the fact that the president said in November that he would be "very hard-pressed to change his mind" on the "horror show" of sports trophies. Congressman Raúl Grijalva (D-AZ), the top Dem on the House Committee on Natural Resources, joined the ranks of the many people who are calling on Interior Secretary Ryan Zinke to halt all trophy hunting imports for elephants and other species. Grijalva led 55 Democrats in a letter sent on Tuesday to Zinke complaining that the decision to consider trophy import licenses on a “case-by-case” basis reduces transparency and accountability and will allow more imports of animal parts into the country." The Dems said they have “deep concern about the continued misguided approach the Fish and Wildlife Service (FWS) is taking regarding the trophy killing of elephants and lions in African countries and the negative implications it has for this imperiled wildlife.” The president's two oldest sons, Donald Trump Jr. and Eric Trump, are avid big-game hunters. “The American public is tired of this administration constantly pulling a bait-and-switch, with President Trump tweeting one thing to appease the public and the administration reversing course to meet the demands of big industry and the [National Rifle Association],” the lawmakers said, referring to Trump’s tweets last year calling trophy hunting a “horror show,” among other comments. Cummings In Recovery Following Health Issues
Congressman Elijah Cummings (D-MD)
is still in recovery at home following a knee infection that has kept him from Capitol Hill for ten weeks. While Cummings is working from his Baltimore home, it is unknown when he will return to the Hill. In 2017, the Congressman missed three months after a surgery to repair a heart valve was complicated by post-op infections, prolonging his recovery. His wife Maya Rockeymoore Cummings, who was running for MD Governor, ended her campaign earlier this year citing “personal considerations.” In a statement, Cummings’ office said he is “taking meetings by phone and in constant contact with Members and staff. ... He is continuing with in-home physical therapy and his doctors have assured the Congressman that they expect his full recovery.” While Cummings has committed to seeking another term in Congress, the twelve-term Congressman faces four Democratic challengers in the June 26th primary for Maryland’s 7th Congressional District. In the meantime, his work continues. More on what he's up to on the House Oversight Committee below. More on his recovery here.
83 House Dems Want Dream Act In Funding Bill
Eighty-three House Democrats, led by Congressman Luis Gutiérrez (D-IL), Raúl Grijalva (D-AZ), and Adriano Espaillat (D-NY), are pushing House leadership in both parties and appropriators to include the Dream Act in the omnibus spending bill the House will vote on this week or next. The lawmakers also asked that the government funding bill not increase spending on immigrant deportation and detention, and also be free from further border militarization monies. “As Congressional leaders, we must exercise our powers responsibly to protect the Dreamers through legislative action and to wield our power of the purse to ensure that the Department of Homeland Security does not make immigrant families and communities casualties of a reckless, indiscriminate detention and deportation machine,” they wrote. See the full letter here.
Is Brooklyn in the House? Hakeem Jeffries Pays Homage to Women of Hip Hop on the House Floor
Earlier this month, we told you about Congressman Hakeem Jeffries(D-NY) plan to honor female MCs during Women’s History Month by paying a daily homage across his social media. On Tuesday, he took his praise to the House floor. “Throughout the years, artists such as Elvis Presley, Frank Sinatra and Bruce Springsteen have been recognized on the floor of the House of Representatives,” Jeffries said. “Today, I rise to honor the top 10 female MC hip-hop collaborations of all time,” he continued. Who did he shout out? Queen Latifah, Salt-N-Pepa, Nicki Minaj, Missy Elliott, Eve, Remy Ma, Lauryn Hill, Monie Love, Da Brat, Lady of Rage, and Foxy Brown. And, of course, Brooklyn-born rapper Lil' Kim took the top spot on Jeffries' list. "As we celebrate Women's History Month here in the United States Congress, these dynamic women are worthy to be praised," he said. Last year, Jeffries led a tribute to the Notorious B.I.G. on the House Floor. See video of his homage to the women of hip hop here.

Elaine Chao Faces Off with NY and NJ Over Gateway Funding
Donald Trump is pushing congressional Republicans not to fund a crucial infrastructure project -- a long-delayed plan to build a new rail tunnel under the Hudson River between New York and New Jersey -- which puts Transportation Secretary Elaine Chao as the face of the fight. “A campaign is being waged in the public arena to bully the department to pressure the federal government to fund these projects,” Chao said during a Senate Commerce, Science, and Transportation Committee hearing on Wednesday. Lawmakers from the two states, including NY Governor Andrew Cuomo (D) and then-NJ Governor Chris Christie (R), in 2015 announced they had reached an agreement with the Barack Obama administration for the federal government to fund half of the project, known as Gateway. But the Trump administration stunned all parties and reneged, withdrawing from the program’s board last summer. The project has been a sticking point in negotiations for an upcoming omnibus spending bill. Earlier this month, Chao told the House Transportation Committee that Trump was lobbying to keep the project out of legislation funding the government through September 30th, which now includes $900 million for Gateway. POTUS45 later threatened to shut down the federal government rather than fund the project. More here.
Nikki Haley Blasts Russia During UN Emergency Session
United Nations Ambassador Nikki Haley said Wednesday that the Trump administration "stands in absolute solidarity with Great Britain," following a nerve agent attack against a former Russian spy and his daughter in the English city of Salisbury last week -- for which the United Kingdom has blamed Russia. "The United States believes that Russia is responsible for the attack on two people in the United Kingdom using a military-grade nerve agent," Haley said in her remarks at a UN Security Council emergency session. She went on to blast the Russian government for flouting international law. Russia has dismissed the accusations as "fairy tales" and denied any involvement in the attack against Sergei Skripal and his daughter Yulia, which landed the pair, along with an English police officer, in the hospital. The restaurant table where the pair had sat was so contaminated with the nerve agent that it had to be removed and destroyed. "If we don't take immediate concrete measures to address this now, Salisbury will not be the last place we see chemical weapons used," said Haley. "They could be used here in New York or in cities of any country that sits on this council." More here.
House Dems Want Kushner Gone
A group of 25 House Democrats yesterday wrote a letter to White House Chief of Staff John Kelly, calling for the firing of Advisor-On-All-the-Things Jared Kushner. Citing a series of reports raising red flags about Kushner’s security clearance issues and conflicts of interest, the members say that they believe Kushner’s presence is a growing threat to national security. “It is impossible for the American people or their elected Representatives to have faith that Jared Kushner will put their interests above his own personal and financial interests ... The only path forward is clear: Jared Kushner must resign immediately. If he will not, we believe it is your duty as White House Chief of Staff to fire him,” they wrote to Kelly. The letter was led by Congressman Don Beyer (D-VA) and signed by Congresswomen Nanette Diaz Barragán (D-CA), Pramila Jayapal (D-WA), Grace Napolitano (D-CA), Norma Torres (D-CA), and Bonnie Watson Coleman (D-NJ), and Congressmen Anthony Brown (D-MD), Rubén Gallego (D-AZ), Hank Johnson (D-GA), and Ted Lieu (D-CA), among others. See the letter here.

Obama Brackets Reveal Battleground State Teams
Former President Barack Obama has unveiled his bracket for this year’s NCAA men’s and women's basketball tournaments. He picked Michigan State and the University of Connecticut, respectively, to win. “Just because I have more time to watch games doesn’t mean my picks will be better, but here are my brackets this year,” Obama tweeted, along with images of his selections in the men’s and women’s tournaments. Obama has Michigan State defeating Virginia in the title game in the men’s bracket. He also picked North Carolina and Villanova to make the Final Four. What do all four schools have in common? They’re all located in battleground states. This is Obama’s third straight year picking North Carolina to make the Final Four. He correctly predicted the Tar Heels would win the championship last year. In the women’s tournament, Obama selected the University of Connecticut, a perennial powerhouse, to defeat Mississippi State in the championship game. His other Final Four selections on the women’s side include Notre Dame and Louisville. More here.

Cummings Keeps Pushing on WH Email Investigation
Congressman Elijah Cummings (D-MD)
, the top Dem on the House Oversight Committee, wants its Chairman, Congressman Trey Gowdy (R-SC), to compel the White House to finally produce documents it has been withholding. Despite a bipartisan request by Cummings and Gowdy, the Trump administration has stonewalled for more than five months and ignored the request relating to WH aides’ private email accounts on nongovernmental servers -- a violation of federal law. “When you served as Chairman of the Benghazi Select Committee, you took a completely different approach to investigating Secretary of State Hillary Clinton’s use of private email,” Cummings wrote to Gowdy. “In contrast, since President Trump assumed office, you have refused to insist on the production of documents we both requested five months ago, you have refused to request a security review of private emails, and you have refused to request even a single email from Mr. Kushner or anyone else at the White House, despite the fact that they apparently violated federal law.” More here.
Richmond and Evans Push Amtrak to Honor Former Congressman
Amtrak continues to delay implementing a law signed by Barack Obama in August 2014 to rename a Philadelphia train station after a Black leader, and Congressional Black Caucus Chair Congressman Cedric Richmond (D-LA) and Philadelphia-area Congressman Dwight Evans (D) are not happy about it. Congress passed legislation three years ago to redesignate 30th Street Station in Philadelphia as the “William H. Gray III 30th Street Station” after the late former Congressman William H. Gray III -- a pastor, former President of the United Negro College Fund, and the highest-ranking member of the PA delegation to ever serve in Congress. For a long time, Amtrak had resisted complying with the law and only recently finally approved the station’s renaming. Given the years-long delay and hesitation, Richmond and Evans want to know what the plan is, and they sent a letter to Richard Anderson, President and CEO of the National Railroad Passenger Corporation, demanding that Amtrak respond with an appropriate timeline on their plan. “The Congressional Black Caucus hopes that the renaming process moves forward quickly so every person who passes through the station can learn about the life and legacy of a man who did so much for the country, Congress, the Congressional Black Caucus, and people of color," said Richmond. Added Evans, “Throughout his career, Congressman Gray fought tirelessly for equal rights, justice, and increased access to opportunity for everyone in our neighborhoods. It is only fitting that we would honor his legacy.” The station would be only the second Amtrak station in the U.S. to be named after an African American political leader. See the letter here.
