The Senate votes today on a bipartisan agreement that would significantly increase spending on military and domestic programs over two years. GOP congressional leaders champion the deal despite it negating Trump’s demand that large increases in military spending be offset by deep cuts to non-defense programs. If it passes the Senate, the legislation will go to the House. Congresswoman Nancy Pelosi (D-CA) delivered a record-breaking speech of more than eight hours on Wednesday opposing the deal because it lacks protection for “Dreamers.” Back at the White House, Donald Trump is still weighing a decision to release the Democratic rebuttal to the GOP memo that alleged bias in the FBI’s handling of the Russia investigation. He has until tomorrow to decide. He may be distracted by the latest scandal to rock this administration. WH Staff Secretary Rob Porter has resigned after his first ex-wife told The Daily Mail that he choked and punched her during their marriage, and his second ex-wife detailed similar allegations of abuse. Porter’s current girlfriend, WH Comms Director Hope Hicks, was reportedly part of the team to manage the messaging around his departure. Last night, WH Chief of Staff John Kelly issued a statement condemning domestic abuse while still expressing support for Porter. If you’re keeping track, so far this administration has defended Nazis, accused pedophiles, and now, those accused of domestic violence. Oh, and by the way, Donald Trump spoke to his most loyal base this morning when he delivered remarks at the National Prayer Breakfast. Meanwhile, Omarosa made her debut on CBS’ Celebrity Big Brother and compared the show to the White House and described herself as a reality TV legend. In other news where politics and entertainment intersect... Actress Diane Neal, who played Assistant District Attorney Casey Novak on Law & Order: Special Victims Unit, has announced that she is making an independent run for NY's 19th Congressional District seat in an effort to unseat Congressman John Faso (R-NY). And, former Miss America Mallory Hagan announced her Democratic bid for Alabama’s 3rd Congressional District, hoping to unseat Congressman Mike Rogers (R-AL). Ted Lieu and Rubén Gallego Say No to Military Parade
Responding to Donald Trump's plans for a grand military parade down Pennsylvania Avenue, Congressmen Rubén Gallego (D-AZ) and Ted Lieu (D-CA), both veterans who served in Iraq, said a parade makes little sense financially or in terms of international relations. In a letter to Defense Secretary James Mattis, the pair write, "A parade of this kind would represent a significant waste of tax dollars. At a time when Congress is wrestling with how best to recapitalize our military and better protect the force after 17 years of war in Afghanistan and Iraq, resources should be deployed to enhance military readiness and warfighting, not wasted on such a pointless display." They go on to say, "[w]e are concerned that this spectacle will send the wrong message to a global audience.  We believe American exceptionalism is rooted in the power of our democratic ideals, not of our military hardware." Senator Tammy Duckworth (D-IL), an Iraq war vet who lost both her legs in Iraq, also weighed in: "This parade would not only waste millions of taxpayer dollars, it would also cost our military precious time and resources. Our troops in danger overseas don't need a show of bravado, they need steady leadership, long-term funding and resources so they can stay safe while protecting and defending our nation." Why the president is choosing to fund pageantry instead of investing in areas that could measurably improve the lives of veterans is a question no one from the White House has been able to answer. Cory Booker Addresses Teacher Shortage
Senator Cory Booker (D-NJ) is introducing the Supporting the Teaching Profession Through Revitalizing Investments in Valuable Educators (STRIVE) Act. The measure includes several provisions to help address teacher shortages. “Teachers across the country are being asked to do more with less—they’re overworked and under-supported at a time when they are going above and beyond for our students,” Booker said. “As the greatest, richest country in the world, we can, and should be doing more to prepare and support the people doing some of the most important jobs in our country – our teachers.” Specifically, the STRIVE Act will: increase funding for programs that prepare and train educators to be their most effective while allowing early childhood educators to participate in the program; overhaul the current loan forgiveness program for teachers to provide incremental and complete loan forgiveness to educators who teach for seven years, and grandfathers in those who have taught for longer and are still paying student loans; encourage diversity in the teaching profession by providing financial assistance for teaching certification and licensing fees to low-income and other underrepresented communities; and increase the teacher tax credit to better reflect how much of their own money teachers invest in educating our students. Pence Banks on Love

’s leadership PAC, the Great America Committee, has cut its second round of checks to GOP candidates, and Congresswoman Mia Love (R-UT) is a beneficiary. Love, the only Republican African American woman in the House, faces Democratic challenger Salt Lake County Mayor Ben McAdams. Love can use the funds, as she has raised less money and spent more than McAdams. In November, Inside Elections changed the race rating for Utah’s 4th Congressional District from Solid Republican to Leans Republican, which landed Love on the Democratic Congressional Campaign Committee's target list. Pence’s PAC contributed $5,400 to Love and sent contributions to 29 other House Republicans. More here.

Lawmakers Form Planetary Science Caucus

and Congresswomen Pramila Jayapal (D-WA) and Nydia Velázquez (D-NY) are among a group of lawmakers who have officially formed the Planetary Science Caucus. The goals of the Caucus are to advance federal policies that support the search for life in the solar system and beyond; raise awareness of the benefits to the economy and industrial base resulting from federal investment in space science, technology, exploration, and STEM education; and support private industry, academic institutions, and nonprofits that support space science and exploration. Recently, Bill Nye and the Space Policy & Advocacy team met with 18 congressional offices to discuss the new Planetary Science Caucus. The Planetary Society serves as the founding partner of this Caucus. Additional members of the Caucus include Adam Smith (D-WA), Bill Posey (R-FL), Jackie Speier (D-CA), Bill Foster (D-IL), Randy Hultgren (R-IL), Elizabeth Esty (D-CT), and Adam Schiff (D-CA). Congressmen John Culberson (R-TX) and Derek Kilmer (D-WA) are the Caucus Co-ChairsThis is the first Caucus devoted to planetary science in the history of Congress. Lawmakers Want Medgar Evers’ Home Declared a National Monument
The House Natural Resources Subcommittee on Federal Lands held a hearing Tuesday on a bipartisan bill that would designate the Jackson, MS home of Medgar Evers as a national monument and put it under the National Park Service. Evers, a field secretary for the Mississippi NAACP, was killed in his driveway on June 12, 1963. He had been active in registering blacks to vote and in challenging segregation in the state. “What we have here is an opportunity to jump start the designation of the Medgar Wiley Evers home as a national monument,’’ said Congressman Bennie Thompson (D-MS), who along with Congressman Rob Bishop (R-UT) co-sponsored the bill. Thompson said the designation would free Tougaloo College, an HBCU, from its role in maintaining the site. Tougaloo has been operating the home as a museum open by appointment only. Congressman Tom McClintock (R-CA), Chairman of the Subcommittee, and Congresswoman Colleen Hanabusa (D-HI) are cosponsors. If Congress eventually passes the bill, it will head to Trump’s desk for a signature. More here.
Waters v. Mnuchin: Round Two

questioned Treasury Secretary Steven Mnuchin for missing a deadline to impose sanctions on Russia, as ordered by Congress. During Mnuchin’s testimony before the Financial Stability Oversight Council on Tuesday, Waters asked if Mnuchin was troubled by the "curious timing" of a meeting between CIA Director Mike Pompeo and his Russian counterpart. “This meeting accorded just prior to the deadline for implementing sanctions on those engaged in significant transactions with Russia's defense and intelligence sectors. These are the same sanctions that the president has refused to act on,” asked Waters, bluntly probing if the Secretary was troubled. “No, I'm not troubled. I believe that timing was just coincidental, and I believe there were various issues that the director wanted to discuss,” Mnuchin replied. Read the entire exchange here.

Raj Shah Makes Debut at Press Briefing
White House Deputy Press Secretary Raj Shah is making his debut at the podium today, delivering his first press briefing where he’ll likely face questions about statements he made in the past. On Tuesday, we told you that before joining the Trump administration, Shah called Donald Trump “a deplorable” and referred to the release of the Access Hollywood tape as “some justice,” while working at the RNC. “U wanna hear something a little f--ked up?” 33-year-old Shah allegedly wrote in an email to another RNC staffer shortly after the tape was leaked. “I’m kinda enjoying this, some justice. I honestly don’t think it’s the worst thing he’s done but he somehow got passes for the other acts.” A senior WH official said that Shah had previously informed “his superiors in the administration” about the messages. Communications Director Hope Hicks replied in a statement that read, in part, “Perhaps if the leakers trying to undermine him were as talented and smart as Raj, they would be here fighting for the American people every day, rather than trying desperately to remain relevant by spreading information that Raj himself shared many months ago.” In addition to addressing this, Shah will likely also face more questions about the budget deal reached in the Senate, ousted White House staffer Rob Portman, VP Mike Pence and the U.S. Olympic team, misleading and untruthful tweets from 45, North Korea, and whatever additional breaking news between now and the 1P briefing. Bansal began his career at Reuters as a general reporter in LA in 2005. He moved to New York and during his time there worked on the corporate, federal courts, and financial institutions beats before being promoted to head Reuters’ financial services coverage in the Americas in 2012. Before joining Reuters, the Delhi University and Jawaharlal Nehru University grad, who also has an MA in journalism from the University of Southern California, worked as a Web Producer at the LA Times, he was Deputy News Editor at the Times of India Group, and he was an Associate Producer at Third Eye TV in New Delhi. President Eric Holder?
During a Wednesday breakfast sponsored by the Christian Science Monitor, Eric Holder was asked whether he'd run for president in 2020. "We'll see," he said, adding, "I'm focused on NDRC at this point. I think I'll make a decision by the end of the year about whether there's another chapter in my government service." The NDRC, or National Democratic Redistricting Committee, is a Holder-led effort focused on redistricting reform. Holder has been an outspoken critic of Donald Trump. Appearing on MSNBC on Wednesday night, Holder said to Rachel Maddow that there is enough evidence to technically charge Trump with obstruction of justice. "If one looks at the dismissal of [former FBI director] James Comey and the reasons why the president told Lester Holt he did that, if you look at the president's attempts to try to get people who were the heads of the intelligence agencies to get involved in this matter, if you look at the president's actions on the airplane with regards to that statement, and a variety of other things, I think you technically have a case of obstruction of justice," Holder said. Maddow pressed Holder on his potential POTUS aspirations. "Are you going to think seriously about running this year, sir?" she asked. "Well, I'm focusing on the NRDC with regard to redistricting, I'm focusing my efforts there. And I will make a decision at the end of this year what I want to do with regard to a higher office," Holder responded. More here.
Michelle Obama Returns to Canada (Again)
Canada clearly must be lit. Former First Lady Michelle Obama is slated for two speeches on February 15th in Vancouver, and on March 23rd she is scheduled to speak at an arena in Edmonton. All the speaking engagements will be a conversation-style format with a moderator. Obama just addressed a crowd of over 10,000 people on Monday night in Montreal where she spoke about confronting and overcoming prejudice, sexism, and her own insecurities to succeed in her career, and about spending eight years in the world’s spotlight. “Right now, women are so absent from so many tables. People of color and different experiences are so absent at all these tables that there are perspectives people just don’t have. Men just don’t know everything ... That’s not a criticism; that’s just a fact,” Obama said. She also told the crowd in order to make change, that education, passion, and a willingness to compromise are your best tools -- along with hard work. "Miracles don't happen," Obama said. Barack Obama Lands in Monterey
Former President Barack Obama arrived in the Monterey, CA area Wednesday afternoon to attend the AT&T Leadership Conference, a private event that corresponds with the timing of the AT&T Pebble Beach Pro-Am golf tournament. Obama had his golf clubs in tow, though it was not clear whether POTUS44 would stick around to watch or play a little golf while he's in town. Obama was staying at the Monterey Plaza Hotel where his motorcade was greeted by some local college students who were on a stakeout to see the former Commander-In-Chief. The annual PGA tournament at Pebble Beach fields the top professional golfers and some of the best amateur and celebrity hackers in the world. But no mention of Obama in the AT&T playing field. Elizabeth Alexander Named President of Mellon Foundation
Poet and author Elizabeth Alexander has been announced as the next President of the Andrew W. Mellon Foundation, the country’s largest humanities philanthropy. Alexander -- a friend of the Obamas who recited an original poem at the 2009 inauguration -- becomes the Foundation’s first Black female president. The Yale University grad studied poetry at Boston University, where she received her Master's in 1987. She went on to get her Ph.D. in English from the University of Pennsylvania. She has written six books of poetry and two essay collections, including the NYT best-seller The Light of the World. Most recently, Alexander was a Professor of English and Comparative Literature at Columbia University. Before that, she served as the director of creativity and free expression at the Ford Foundation. “All of the things that I’ve cared about my whole life and worked toward my whole life Mellon does,” she said. Trump Names Nominees to Bicentennial Anniversary Frederick Douglass Commission
A House resolution established a 16-member commission to commemorate the bicentennial anniversary of the birth of Frederick Douglass (note the spelling). The individuals Trump intends to nominate to the Commission are MLK’s niece and conservative author Alveda King, President of the Frederick Douglass Honor Society Eric Madison Lowery of Maryland, and Naomi C. Earp, former Chair of the Equal Employment Opportunity Commission. The Commission will plan, develop, carry out, and recommend to Congress programs and activities to celebrate Douglass. Though no funds are authorized to carry out this Act, the commission is authorized to accept private donations. On Wednesday, in a White House email announcing the nominees, the WH misspells Douglass as “Douglas.” It was just over a year ago today that Trump stated in a Black History Month event with staffers and supporters, “Frederick Douglass is an example of somebody who’s done an amazing job and is getting recognized more and more, I notice,” seeming to imply that Douglass was still alive. Even then-WH Press Secretary Sean Spicer struggled to clarify 'Douglass-gate' when asked at a briefing later. For those who don’t know, Frederick Douglass was born into slavery in 1818 and escaped by age 21. He published an autobiography documenting his life as a slave, Narrative of the Life of Frederick Douglass, while he was a fugitive slave. He spent his life advocating for the end of slavery and for equal civil rights. The bicentennial commemoration of his birth will occur this year, with the kickoff weekend to be held February 17th -18th at the Frederick Douglass National Historic Site in Anacostia, DC. More here.

NUL President Meets with Alex Acosta and Betsy DeVos
National Urban League President Marc Morial met with Labor Secretary Alex Acosta and Education Secretary Betsy DeVos on Tuesday for the administration's specially chartered Task Force on Apprenticeship Expansion. Morial, who has been a member of the task force since last summer, offered a comment early in the meeting about how important he saw apprenticeships as being to the young, predominately African American population his group advocates for. "What excites me about this and what I believe the opportunity is in the apprenticeship arena, is that we have many, many young Americans who have in some cases marginally connected to the workforce," he said. "Being marginally connected to the workforce, the way to get them into the workforce is not only by connecting them to a job, but connecting them to an opportunity in which they can enhance their skills. So they have a chance to move into sustainable employment on a long-term basis." Other members of the task force include Cari Domínguez, Director, Manpower Inc. and former Chair of the Equal Employment Opportunity Commission; Walter Bumphus, President and CEO, American Association of Community Colleges; and Montez King, Executive Director, National Institute for Metalworking Skills, among others.
