Important NSF Revised Changes to "Current and Pending Support"

Please note all of the terms and conditions have been updated to include a new article which establishes a post-award disclosure requirement for undisclosed current support and in-kind contribution information. Each set of terms and conditions is accompanied by a summary of changes made to that document.

The revised terms and conditions will apply to all new NSF awards and funding amendments to existing NSF awards made on or after October 5, 2020, except for the SBIR/STTR-I and SBIR/STTR-II CA-FATC which will become effective July 6, 2020.

Although the information in the Current and Pending Support document is used primarily to evaluate the qualification of PIs/Key personnel, NSF may also use this section to ensure all foreign affiliations are reported.

New Guidance for Submission of Vital Interest Waivers

Full indirect cost recovery is critically important to the support of the campus’ physical and administrative capacity to perform research. Without it, the University’s research capabilities and infrastructure are compromised. Principal Investigators (PIs) and Administrators have a duty to ensure that sponsored projects are performed on a full cost recovery basis and so, are obligated to seek full recovery of indirect costs from all sponsors when applying for an extramural award.

As stated in the UC Contract and Grant manual 8-320, every effort should be made to recover all costs of extramurally-funded projects by applying an appropriate federally-negotiated rate or a UC Rate to an appropriate base. If a campus elects to use an indirect cost rate other than either of these, then an indirect cost exception is needed.

At UCSB, vital interest exception requests (reduction and/or elimination) of indirect cost recovery has been delegated to VCR Incandela. These requests are carefully reviewed and approved only in cases where the vital interests served by conducting the project outweigh the financial cost to the University, regardless of policy on indirect cost recovery that may be proffered the sponsor.

In addition, the Sponsored Projects Office (SPO) has seen an increase in the number of last minute requests for Vital Interest Exceptions that has made it difficult to properly review these requests. In order for SPO to meet submission deadlines, requests for Vital Interest exceptions should be addressed to VCR Incandela and submitted to the Sponsored Projects team 10 business days prior to proposal submission deadline. Requests submitted less than 5 business days prior to proposal submission deadline will be automatically denied.

NIH Request for Information (RFI): Enhancing Rigor, Transparency, and Translatability to Improve Biomedical Research Involving Animal Models

The National Institutes of Health issued a request for information (RFI) on the use of animal models in biomedical research, and is seeking strategies and suggestions to increase rigor in research involving animal models. Specifically, comments are requested on rigor and transparency, optimizing translatability to human biology and diseases, and strategies to influence research culture. Comments must be submitted here by August 21, 2020.
