Maria was upgraded to a Category 5 hurricane this morning and is headed toward the Virgin Islands and Puerto Rico after inflicting widespread devastation in Dominica. Anybody want to talk climate change? From one storm to another. Former WH National Security Advisor Michael Flynn has gone from shouting “lock her up” to now begging, “brother can you spare a dime?” His siblings have set up a legal defense fund, citing the “enormous expense of attorneys’ fees.” Meanwhile, federal investigators allegedly secretly wiretapped former Trump campaign manager Paul Manafort before and after the 2016 election. On Capitol Hill, the battle over healthcare has reignited with GOP Senators pushing for yes votes by the September 30th deadline. The same three Republicans who opposed it over the summer -- John McCain (AZ), Susan Collins (ME), and Lisa Murkowski (AK) -- have yet to commit to voting for the latest repeal bill. Now to NYC. Remember the stern warning your mom would give you before leaving the house about being on your best behavior? Well, we imagine that was WH Chief of Staff John Kelly’s role this morning. Donald Trump will address the U.N. General Assembly at 10:30 and is expected to demand more action against Iran and North Korea. He warmed the crowd with some democratic charm yesterday. He hosted a working dinner with President Michel Temer of Brazil, President Juan Manuel Santos of Colombia, President Juan Carlos Varela of Panama, and Vice President Gabriela Michetti of Argentina. He then met with France President Emmanuel Macron and discussed Iran, the environment (awkward #ParisClimateAccord), and ISIS. Trump also said that his Bastille Day visit to Paris made him want to stage a Fourth of July military parade. That was day one. Let’s see what day two brings. We’re kicking off Tuesday with this:

Ami Bera Met with President of South Korea
During the congressional recess, Congressman Ami Bera (D-CA) was in South Korea where he was part of a congressional delegation in a meeting with President Moon Jae-in and Foreign Minister Kang Kyung-wha. The meeting, which was held in late August, focused on the escalating tensions surrounding North Korea as a nuclear threat, and potential efforts to stabilize the situation. Bera, who is the Vice Ranking Member of the House Foreign Affairs Committee, said that it was important to have face-to-face time with South Korean leaders and to reassure them that there is no distance between their country and the United States when it comes to supporting them in a conflict. Slow Trial for Menéndez
The trial of Senator Bob Menéndez (D-NJ) took 2 1/2 years just to get to court and has gotten off to a slow start. Initially, the trial was expected to take six weeks but Politico reports that last Thursday Judge William H. Walls told the attorneys he expects it to last eight weeks -- good news for Democrats. The longer the trial goes, the chances of Menéndez being forced from office in time for Republican Governor Chris Christie to appoint a replacement -- which could even be himself -- get that much slimmer. Christie's last day is January 16th.
And to expel Menéndez from the Senate would require a two-thirds vote -- meaning some Democrats would have to vote for it. More here.

HBCU Caucus Chair Alma Adams Extends Invite to New WH ED
After The Beat DC reported that the WH plans to name Johnathan Holifield the new Executive Director of the WH Initiative on HBCUs, Congresswoman Alma Adams (D-NC), founder and co-chair of the Congressional Bipartisan HBCU Caucus, invited the new ED to meet. “This appointment is a first step for the White House as they strive to repair their relationships with HBCU leaders and Members of Congress,” said Adams. “I extended an invitation to Mr. Holifield to come to Capitol Hill to learn more about the Caucus and our legislative priorities. I look forward to working with him to advance meaningful change for our HBCUs.” No date has been set but stay tuned to The Beat DC for more details. WH Education Initiatives for Communities of Color Dormant
NBC News reports that the White House Initiative on Educational Excellence for Hispanics, the White House Initiative on Educational Excellence for African Americans, and the White House Initiative on Asian Americans and Pacific Islanders are facing an unknown future without a renewed directive from the Trump administration. Each initiative, housed under the Department of Education with their own presidential advisory commissions, was extended to September 30th of this year via an executive order that then-President Barack Obama signed two years ago. The groups are viewed as a conduit between government and citizens. Members provide expert advice on issues from education to healthcare, technology, and the environment. But since Trump’s inauguration in January, none of the three commissions have formally met. More here.

Barbara Lee Defines Being “Woke” According to the Merriam-Webster Dictionary
If you look up “woke” in the dictionary, you will see Congresswoman Barbara Lee (D-CA). No, seriously. The latest edition of the Merriam-Webster dictionary definition of "woke" includes a quote from the Congresswoman as the example of how to use the word in a sentence. The online dictionary defines woke as "aware of and actively attentive to important facts and issues (especially issues of racial and social justice)." The entry cites a passage from a June Essence magazine article by Lee. "But we will only succeed if we reject the growing pressure to retreat into cynicism and hopelessness. ... We have a moral obligation to 'stay woke,' take a stand and be active; challenging injustices and racism in our communities and fighting hatred and discrimination wherever it rises." See it here.
Despite Environment, Latinos Made Record Electoral Gains in 2016
As Hispanic Heritage Month begins, some are pointing to Congress to argue that Trump’s win was an anomaly, according to Roll Call. The 2016 elections saw nine congressional districts and Puerto Rico elect new Latino lawmakers. Six of them -- all but one of them Democrats -- replaced white or African American incumbents. In the Senate, Catherine Cortez Masto (D-NV) became the country’s first Latina senator. In addition to Cortez Masto, new Hispanic members included Congressmen Adriano Espaillat (D-NY), the first Dominican American elected to Congress, and Darren Soto (D-FL), the first Puerto Rican to represent Florida in the House. The other members who took seats previously occupied by non-Latinos were Rubén Kihuen (D-NV), Nanette Barragán (D-CA) and Salud Carbajal (D-CA), and Brian Mast (R-FL). The number of Hispanic members in the 115th Congress -- 41 -- is more than double what it was 20 years ago. “While we lost at the top of the ticket, the untold story of the election was the dramatic increase in Latino participation rates that allowed for a record number of Latinos to be elected to office,” said Cristóbal Alex, president of the Latino Victory Project. AL Senate Candidate Refers to Native Americans and Asian Americans as “Reds and Yellows”
Over the weekend, Alabama Senate candidate Roy Moore, the leading contender in the race to replace now-AG Jeff Sessions, appeared to refer to Native Americans and Asian Americans as “reds and yellows” during a campaign speech. "We were torn apart in the Civil War - brother against brother, North against South, party against party. What changed?" Moore asked. "Now we have blacks and whites fighting, reds and yellows fighting, Democrats and Republicans fighting, men and women fighting. What's going to unite us? What's going to bring us back together? Oprah Debuts on 60 Min This Month with Story on Politics
Oprah Winfrey will make her CBS debut on 60 Minutes this month. On Sunday, September 24th, Winfrey will report on a story about the country’s political divisions. She was spotted filming the segment in Grand Rapids, MI late last month. Michigan was a state that voted twice for Barack Obama but turned red to support Trump in 2016. Executive Producer Jeff Fager says Oprah wants to do stories with impact. “She's driven by that and so are we. That's part of why this is such a good fit for her,” he said. Oprah revealed to Vogue that she got the job on 60 Minutes when she hosted a roundtable of female Trump and Clinton supporters after the election.

Scottie Nell Hughes Accuses Charles Payne of Rape, Sues Fox News
On Monday, political commentator Scottie Nell Hughes sued Fox News claiming that she had been raped by the longtime anchor Charles Payne and was then retaliated against by the network after she came forward with her allegation. However, emails Hughes sent Payne cast doubt on the suit. In one email to the Fox Business host, Hughes described a sexual fantasy of hers about what they would do together. In the exchange on September 3, 2013, Hughes sent Payne a graphic e-mail in which she discussed a recent sex dream she had involving the two of them in a swimming pool. “Do you know what I keep dreaming about.. You and I in the pool… My legs wrapped around your waist and you have me pressed up against the wall of the pool,” Hughes wrote. “Skin glistening and smelling of coconut… You thrusting yourself deeper inside with each push… And your fingers grasping each of my cheeks,” Hughes wrote. In her lawsuit, Ms. Hughes said that Mr. Payne had “pressured” his way into her hotel room in July 2013 and coerced her to have sexual intercourse with him, even though she had refused his advances by telling him “no” and “stop.” Payne, who just returned to Fox News after an internal investigation cleared him of any wrongdoing, vehemently denies these claims. The Root Names New Editor-In-Chief
The Root has promoted Danielle Belton from Managing Editor naming her the online site’s new Editor-In-Chief. The Southern Illinois University graduate previously served as the founder and editor of the award-winning pop culture-meets-politics blog The Black Snob. The member of Zeta Phi Beta Sorority has also written for The Daily Beast, Essence Magazine, the Guardian, The American Prospect, The Grio, Jezebel, NPR, and The Huffington Post among many others. In 2011 and 2012, Danielle worked on developing a late-night news show for BET Network (Don’t Sleep) featuring a former CNN anchor and current ABC News correspondent T.J. Holmes. Financial Services Group Names New Political Director
The Financial Services Institute (FSI) has snagged Claudia Salinas as their new Political Director. Salinas will join FSI from USAA, where she currently serves as the Special Assistant on their PAC helping to manage Federal Government Relations. The Texas State University graduate got her start in politics working as a Scheduler for Congressman Joaquín Castro’s (D-TX) campaign in 2011. Since then she has done stints at the Adelante Strategy Group and the Chrysler Group. She will be based in DC in her new position. Congrats, Claudia! More about her here.
Ellen Pao Helps Asian American Woman Push for Equality in Tech and Beyond
Ellen Pao is a Partner at Kapor Capital and the Chief Diversity and Inclusion Officer at the Kapor Center for Social Impact. In a new tell-all memoir out today, Reset: My Fight for Inclusion and Lasting Change, the former Reddit CEO details the legal battle against her former venture capital firm that captivated Silicon Valley and brought attention to discrimination against women, in particular, Asian women. She inspired a movement known in Silicon Valley as the “Pao effect.” USA Today reports that by most measures, Asian Americans are well represented in tech, with 41% of jobs in Silicon Valley's top companies. Though Asian American women hold fewer of those jobs than Asian American men, they're employed in far greater numbers than other women of color, leading some to assume they do not face the same levels of discrimination as African Americans and Latinas. Yet research shows that Asian American women report experiencing as much bias, and sometimes more than other women do. And they are the demographic group that is the least represented in the executive suite relative to their percentage in the workforce, according to a study of major San Francisco Bay Area tech companies by the nonprofit Ascend Foundation. NBC Releases Latino 20 List
In honor of Hispanic Heritage Month, NBC has released their list of 20 Latino achievers who are working to move the needle in their respective fields. Among the honorees are César Francia, a former aide to Supreme Court Justice Sonia Sotomayor, DC activist Carlos Mark Vera, LGBT and disability advocate Annie Segarra, Director of Legal Services for the Safe Passage Project Desireé Hernández, among others. “These honorees are fiercely proud of their heritage, which has informed and guided their work and inspired their accomplishments. Whether it be a park ranger or supermodel, a Harvard law professor or a student journalist, a philanthropist or marine scientist… these Latinos reflect the diversity of identities, backgrounds and talent that define and shape the U.S. Latino experience,” writes NBC. The Root has released their list of 100 influencers who they describe as the “Black brilliance has touched and shaped all facets of American society.” Topping this year’s list is Get Out Director Jordan Peele. Castro to Headline USHCC Conference
The United States Hispanic Chamber of Commerce (USHCC) announced that former HUD Secretary Julián Castro will keynote its 2017 National Convention’s Closing Gala. The black-tie event is scheduled to take place the evening of October 3rd in Dallas. “Latino entrepreneurs are playing a powerful and growing role in making America more prosperous in our 21st century global economy. The U.S. Hispanic Chamber of Commerce is helping to lead the way,” Castro said. “I look forward to a great evening." USHCC President & CEO Javier Palomárez praised Castro’s commitment to the Latino community and said, “We look forward to having this distinguished Texas native with us, and to his continued leadership through public service in years to come.” Castro is rumored to be exploring a presidential run while twin brother Congressman Joaquín Castro (D-TX) is rumored to be exploring a gubernatorial run in Texas. Kamala Harris Wants to Reform the Bail System
Senator Kamala Harris (D-CA) concedes that there are many injustices in the nation’s criminal justice system. But one of the greatest injustices, she says, occurs before the accused are even convicted of a crime. She’s talking about the bail system. “More than 450,000 Americans currently sit in jail while they await trial—many of whom are there only because they don’t have the money to pay to get out. Many are there for nonviolent offenses. None of them have yet been convicted of a crime,” she writes in an op-ed for The Root. She says that people of color are disproportionately affected by the system, and proposes instead to run the accused through what’s called a personalized risk-assessment system. States all across the country -- from Colorado to Kentucky and New Jersey to West Virginia -- have pioneered these types of innovative bail reforms. “They know that this isn’t only a bipartisan issue; it’s a nonpartisan issue. It’s just common sense,” writes Harris. Read the full piece here.

Admin Faces Mounting DACA Lawsuits
From coast to coast, the Trump administration is facing an increasing number of lawsuits from state attorneys general and the University of California as a result of the administration's decision to end the DACA program. On Monday, six DACA recipients filed a lawsuit in California against the admin for terminating the program -- the first DACA recipients to sue since the announcement was made that the program would end, according to Reuters. Those suing the admin include an attorney and a doctor about to embark on his residency program, among others. And now you can also add the NAACP to the growing list of those suing Trump over DACA. All the cases allege that the administration did not follow proper procedure in rescinding DACA and that making enforcement promises, only to revoke them, violates due process. The courts are already in the midst of considering legal challenges to the end of DACA. In New York, Judge Nicholas G. Garaufis is currently reviewing a challenge and, like the Muslim ban case, has said he is considering Trump’s tweets in his review of the case. Rhode Island Will Pay Filing Fee for Every Eligible DACA Recipient in the State
On Monday, Rhode Island Governor Gina Raimondo announced that she and a coalition of donors and community organizations have raised more than $170,000 to cover the filing fee for every Rhode Island DACA recipient eligible for a renewal before the administration’s October 5th deadline. “We’re not going to allow $495 to stand in the way of our neighbors’ dreams. Now is the time to fight for our values and take action against hatred and bigotry,” said Raimondo. The Rhode Island Foundation is coordinating the effort. Get more here.
Protesters Interrupt Pelosi DREAM Act News Conference
A group of undocumented youth and their supporters drowned out House Minority Leader Nancy Pelosi (D-CA) during a Monday press conference in San Francisco where she was calling on the Trump administration to pass DREAM Act legislation. Pelosi, who was at the podium surrounded by Congresswoman Barbara Lee (D-CA) and Congressman Jared Huffman (D-CA), began her comments by calling ‘DREAMers’ “courageous.” More than 40 protesters, some carrying signs that said ‘Democrats are Deporters’ interrupted, shouting that they wanted a ‘clean’ DREAM Act without any concessions -- such as increased border security. “We undocumented youth demand that you do not sell out our community and our values ... We undocumented youth will not be a bargaining chip for Trump,” they chanted. According to reports, several called Pelosi a liar. Pelosi tried to take back control of the event, saying, “You’ve had your say, and it’s beautiful music to our ears,” but the shouting continued and ended the presser. More here.
