Gwinnett Place Community Improvement District Year in Review

2022 was an exciting year for GPCID. Read below for a highlight of some of our accomplishments!
Gwinnett Place Mall Site Revitalization Strategy
The Gwinnett Place Mall Site Revitalization Strategy was GPCID’s largest undertaking in 2022 and required cooperation from both the public and private sectors. GPCID was the connective tissue that unified the community and government in support of this ambitious redevelopment plan, which includes an actionable implementation plan to be adopted by Gwinnett County leadership in early 2023.

The Gwinnett Place Mall Site Revitalization Team engaged in a robust public engagement process and conducted extensive market analysis grounded in national best practices and economic realities. The process resulted in two initial concepts: a mixed-use town center and a cultural district.

Ultimately, the community and stakeholders determined the final concept decision by providing feedback and choosing the features they preferred from both initial concepts. 

The team incorporated the community’s feedback and integrated the best of both concepts into one unified draft concept, called the “Global Villages”. This high-density, mixed-use regional cultural activity center reflects the population of Gwinnett Place. It is culturally diverse, open and supportive of new and varied opportunities for businesses, arts, social events, greenspace, retail and transit.
Global Villages includes the following:
  • Seven residential villages centered on small parks, plazas and pathways
    While different in design, each village would include 150 to 500 units of multi-family housing with a mix of market-rate and affordable/workforce housing
  • International culture and community center
  • Vibrant central park
  • Ring Road greenway trail (1.25-mile loop)
  • Walkable, transit-oriented development
  • Structured parking with an artistic design (200 spaces per floor, no more than five floors)
  • Restaurant and retail spaces (50,000 – 100,000 SF total)
  • Commercial office space (25,000 SF)
  • “Complete Streets” to support auto, bus, biking and pedestrian transit
Global Villages received significant media attention and positive reception from members of the Gwinnett County Government such as Board of Commissioners Chairwoman Nicole Love Hendrickson. Read her thoughts on Bisnow here.

In October of 2022, the Gwinnett Place Mall Site Revitalization team officially presented the 300+ page implementation strategy for the transformation of the mall into the Global Villages project to the Gwinnett County Board of Commissioners.  View the full document here.
Two New CID Board Members
Two new Board members joined GPCID during the 2022 Caucus of Electors: Ondria Jett, Regional Manager for Banyan Street Capital and Christopher Caltabiano, Senior Vice President at Northwood Investors. Their insight and experience in commercial real estate and finance are a huge asset to the stakeholder organizations and commercial property owners in the district and help guide the continued success of the greater Gwinnett Place area.
Traffic Study
GPCID, in conjunction with the Gwinnett County Department of Transportation, completed the Gwinnett Place Area Mobility and Traffic Study in late November to identify needed transportation, land use and community improvements to allow the area to continue to grow sustainably in present conditions and to facilitate planning for the Gwinnett Place Mall site redevelopment.
Keeping GPCID Beautiful
The Gwinnett Place CID maintains the appearance of 10 miles of area roadways and the I-85 interchanges at Pleasant Hill Road and Steve Reynolds Boulevard with CID-funded landscape crews. During 2022, GPCID efforts resulted in: 
  • 32.06 tons of litter/trash removed from the area’s public rights-of-way
  • 1,570 illegal signs removed from the area’s public rights-of-way
  • 134 shopping carts returned to stores, saving those retailers over $33,500
  • 235 streetlights/traffic signals repaired
  • 61 street signs repaired
  • 20 instances of graffiti removed
Continuous Communication
The GPCID prides itself on proactively communicating with its constituents. Be it through the monthly e-newsletter Transformations, videos, social posts, website updates, the business directory and mobile channel, outreach events or media coverage, the GPCID continues to grow its followers and audiences with compelling stories of happenings, study findings and more around the district. In fact, combined, the GPCID has almost 6,000 followers across its social networks and secured over 270 million media impressions in 2022.

Major Terry Werho Named New Central Precinct Commander

Major Terry Werho was recently appointed commander of Gwinnett County’s Central Precinct. GPCID looks forward to continuing our partnership with the Gwinnett County Police Department. Congratulations, Major Werho, on this new position.
