Everybody Loves Refunds: An Economist Argues For a Carbon Dividend  as a Boost to the IRA

The bulk of the Inflation Reduction Act, the United States' landmark climate legislation, counts on householders and business owners to seek available tax credits for investment in clean energy. An economist who has long argued for a slightly different strategy says that direct payments to consumers will drive adoption faster.

The Financing and Deploying Clean Energy certificate program sets up participants to broach complex questions. Learners write policy memos on tricky topics, which we're sampling all month. One memo argues for partnership across government levels to boost offshore wind output. Another urges higher building performance through federal oversight. Apply by March 12.
