Summary:
The Board of Supervisors will consider updating the County’s Flood Control Benefit Assessment Ordinance, which includes a 3.4% rate increase for Fiscal Year 2026-27, reflecting the Consumer Price Index. This adjustment helps maintain continued funding for essential flood control services countywide, including maintenance of channels and basins, storm response, debris removal, and infrastructure repairs.

D2) Tri-County Regional Energy Network (3C-REN) 2025 Impact Report

Summary:
The Board will receive the 2025 Annual Report from the Tri‑County Regional Energy Network (3C‑REN), highlighting energy efficiency programs and incentives available to residents, businesses, and agricultural producers in Santa Barbara, San Luis Obispo, and Ventura counties.    In 2025, 3C-REN helped hundreds of Santa Barbara County homes and businesses complete energy-saving upgrades, reducing greenhouse gas emissions while bringing state energy efficiency funding back to the local community.

D3) Central Coast Community Energy 2025 Annual Impact Report

Summary:
The Board of Supervisors will receive an annual update from Central Coast Community Energy (3CE), which provides locally controlled clean‑energy procurement and customer programs across the Central Coast. 3CE will share highlights on its renewable energy purchases and the incentives available to residents, businesses, and public agencies. Since joining 3CE in 2019, Santa Barbara County customers have continued to receive power delivery and billing through PG&E or SCE while benefiting from competitive rates, local program investments, and the option to opt out at any time.

D4) Hearing to Consider the Applicant's Appeal of the Director Incompleteness Determination for the Sandoval Quiel Revocable Living Trust – Accessory Dwelling Unit  
(Estimated Time: 30 minutes) 

Summary:
The Board will consider an appeal challenging the County’s determination that an application to convert an existing garage into an accessory dwelling unit (ADU) in Toro Canyon was incomplete. Staff recommends denying the appeal, finding that additional information is needed to ensure the proposed ADU meets state and local health and safety requirements before the application can move forward.

D5) 15 Miramar Club LLC Appeal of the Treasurer-Tax Collector’s Transient Occupancy Tax and Tourism Business Improvement District Audit Final Determination

Summary: 
The Board of Supervisors will consider an appeal from 15 Miramar Club LLC following a County audit that found the operator failed to register, report, and remit required Transient Occupancy Tax and Tourism Business Improvement District assessments for its short‑term rental. The audit determined a total amount due of $192,250.74, including taxes, assessments, penalties, and interest. The operator is appealing the Treasurer‑Tax Collector’s final determination, requesting that penalties and interest be waived and asking to set up a payment plan for the remaining balance.

D6) Jeremy and Megan Raff Appeal of the Treasurer-Tax Collector’s Transient Occupancy Tax Final Audit Determination

Summary:
The Board of Supervisors will consider an appeal from the owners of Dare 2 Dream Farms following a County audit that found they failed to report and remit the required Transient Occupancy Tax for their short‑term rental. The audit determined a total amount due of $65,840.11, including taxes, penalties, and interest. The owners are appealing the Treasurer‑Tax Collector’s final determination and are requesting a waiver or reduction of the full amount along with a structured payment plan.

D7) Hearing to Consider the Rose Comprehensive Plan Amendment and Zoning Map Amendment 
(Estimated Time: 35 minutes) 


Summary: 
The Board will consider a request to change the land use designation and zoning of a 2.33‑acre parcel on Orchid Drive in the Eastern Goleta Valley from agricultural to residential. No development is proposed as part of this action. The owner is seeking the change because the site is no longer viable for agriculture and is surrounded on three sides by existing residential uses. The County Planning Commission has recommended approval, finding the proposed residential zoning more compatible with the neighborhood and consistent with the County’s Comprehensive Plan and environmental review.

Land Use Regulations for Immigration Enforcement Facilities

D8) Land Use Regulations for Immigration Enforcement Facilities and Detention Centers 
(Estimated Time: 30 minutes) 


Summary:
The Board will receive a report on current County land use regulations related to immigration enforcement facilities and detention centers in unincorporated areas. The report explains that while County land use regulations do not apply to federally owned or leased properties, they do apply to privately owned or leased properties, and staff found that privately operated immigration detention facilities are not allowed under current County land use regulations.  There are no such projects currently being considered; the Board may choose to have staff monitor for any future proposals and return to the Board if additional action is needed.
