Gwinnett Place CID's 2023 In Review

If 2022 was a year of collaborative momentum, 2023 was a year of synergy and making connections. The partnerships forged during the conception of Global Villages between community stakeholders and partners like Gwinnett County strengthened and propelled conversations regarding the future – and the emphasis on our region’s need for improved transit and connectivity played no small part.
Gwinnett Place Mall Site
At the start of the year, adoption by the Gwinnett County Board of Commissioners of the Gwinnett Place Revitalization Implementation Plan was decisively unanimous. The county’s continued dedication to the initiative rang true in Chairwoman Nicole Love Hendrickson’s remarks about the project during Partnership Gwinnett’s Metro-Atlanta Redevelopment Summit and Commissioner Kirkland Carden’s support and progress updates delivered to our region’s business leaders at the Bisnow Construction and Development Summit. Given the importance of this project to Gwinnett County Government and community residents, thoroughness will be the guiding principle as county officials select the right partners for the revitalization of the Gwinnett Place Mall site over the coming years.
Area Transportation
Gwinnett Place CID’s Traffic and Mobility Study conducted in November of 2022 proved pivotal in securing tens of millions of dollars in funding for area transportation infrastructure projects great and small, including sidewalks, intersections and pedestrian and interchange improvements. Thanks to federal, state and local leadership, funding was secured for a new and vastly improved Gwinnett Place Transit Center.

This summer, I was grateful to be re-elected as the GPCID board chair and am excited to continue to play a part in advancing the future of our district and invite you to join us in the effort. We look forward to supporting the continued growth of our district and creating an even more closely-knit Gwinnett Place for businesses, residents and visitors to thrive while opening up new opportunities through accessibility.

Gwinnett Place's Economic Impact Jumps to

Nearly $16 Billion in 2022

During the December GPCID Board of Directors meeting, KB Advisory Group revealed findings from the most recent economic impact study that the Gwinnett Place area continues to be an economic catalyst for Gwinnett County. The study calculated that Gwinnett Place had an annual economic impact of $15.9 billion – a jump of $2.5 billion since 2020 and a whopping $6.4 billion increase from 2017.

“This economic impact analysis clearly demonstrates that Gwinnett Place continues to be the economic engine of Gwinnett County – creating a combined public benefit of $199.2 million in annual recurring public revenues,” said Jonathan Gelber, vice president – KB Advisory Group. “We believe that if Gwinnett County can begin the transformation of the former Gwinnett Place Mall site into the Global Villages concept that Gwinnett County and the community envisioned earlier this year, the economic impact of the area would grow exponentially,” he added.

  • The Gwinnett Place area accounts for 28,688 workers, which is 7% of all Gwinnett County jobs on less than 1% of Gwinnett’s land.
  • The Gwinnett Place area includes 2,054 companies with $2.1 billion in payroll and $7.5 billion in sales.
  • The Gwinnett Place area is responsible for $199.2 million in annual recurring public revenues.
  • The area includes 220 restaurants that sell $102 million in retail food and beverage sales.
  • Almost 10% of the county’s office inventory resides within the Gwinnett Place area.
  • Across various commercial types, the Gwinnett Place area supports higher average rents than the county overall.
  • Office rental rates within the Gwinnett Place area over the past decade have remained higher than the county overall.
  • The industrial and flex space within the Gwinnett Place area has higher rents than the county overall. 
  • A fifth of the county’s inventory of hotel rooms is concentrated in the Gwinnett Place area.
Gwinnett Place’s retail sector dominates the community with more than 8.4 million square feet of retail space, over 8,000 jobs (or almost 30% of the area’s total jobs) – generating $749.5 million in retail products. Accommodation and food services comprise the second largest sector with almost 4,800 jobs. Professional, scientific and technical services jobs continue to be well-represented in the Gwinnett Place area, with over 3,100 jobs, which represents 10% of all such jobs in Gwinnett County. The Gwinnett Place area’s workers continue to mirror the diversity within Gwinnett County.

The report continued to delve into the impact that redevelopment of the Gwinnett Place Mall site could have on the area. Over the past 20 years, the mall site has lost 87.66% of its collective appraised tax value, falling from $167 million appraised value in 1999 to $20.6 million in 2022.

Additional Security Patrols

As we enter the New Year, GPCID businesses, workers and guests will see additional CID-funded security patrols throughout the district. Gwinnett Place CID partners with Pinnacle Security, a private security firm, to keep the Gwinnett Place area secure. The patrol officers monitor Gwinnett Place area businesses daily to ensure owners and visitors feel safe day and night. The CID’s community patrols work in close coordination with Gwinnett County Police.
These additional patrols will enhance the CID’s investments in security, including the multi-year partnership with Flock Safety, the only automatic license plate reading (ALPR) camera system built specifically for neighborhoods, businesses and law enforcement. Under this partnership, 63 ALPR cameras have been installed throughout the Gwinnett Place area. The solar-powered, wireless cameras can quickly and easily capture evidence the police force needs to track a lead.

The security patrols and cameras are some of Gwinnett Place CID’s largest funding investments and reflect one of the CID’s key focus areas by enhancing public safety.

These investments are a game-changer in the fight against crime in the Gwinnett Place area.

Gwinnett County Wins 2023 Georgia Transit Award

At the close of 2023, Gwinnett County received the 2023 Georgia Transit Association Innovation Award for its Transit Development Plan in recognition of its exceptional innovation in community service and technology. The plan was developed in anticipation of the county’s population and economic growth and includes precedents for expanding and enhancing the way residents travel throughout and beyond the county, including the construction of the new transit center at Gwinnett Place.
